City Council on March 25 and 26, 2026, adopted the following: 1. City Council authorize the Executive Director, FIFA World Cup 2026 Toronto Secretariat to negotiate and enter into agreements for the purpose of delivering the timely implementation of approved and budgeted FWC26 Legacy initiatives, details of which are included in Confidential Attachment 1, on terms and conditions satisfactory to the Executive Director, FIFA World Cup 2026, Toronto Secretariat and in a form satisfactory to the City Solicitor.

2. City Council authorize the Executive Director, FIFA World Cup 2026 Toronto Secretariat to negotiate and enter into agreements for the procurement of services, under previous approved spending authority, for the purpose of delivering the timely implementation of approved and budgeted FWC26 Legacy Initiatives, details of which are included in Confidential Attachment 1 to Member Motion MM39.85, on terms and conditions satisfactory to the Executive Director, FIFA World Cup 2026, Toronto Secretariat and the Chief Procurement Officer, and in a form satisfactory to the City Solicitor. 3. City Council direct that Confidential Attachment 1 to Member Motion MM39.85 remain confidential at this time as Confidential Attachment 1 includes details to be applied to negotiations to be carried on by or on behalf of the City of Toronto. 4. City Council authorize the public release of Confidential Attachment 1 to Member Motion MM39.85 at the discretion of the Executive Director FIFA World Cup 2026 Toronto Secretariat once agreements have been signed.

The FIFA World Cup 2026™ (FWC26) represents an unprecedented opportunity for the City of Toronto to showcase its global reputation as a diverse, inclusive, and vibrant city. Through EX27.10 adopted by City Council in November 2025 and EX29.9 adopted by Executive Committee in March 2026, FIFA World Cup 2026 Toronto Secretariat staff have outlined a suite of Legacy Initiatives that reflect the City's commitment to ensuring that the benefits of hosting FWC26 are felt widely across communities, support local economic growth, enhance civic engagement, and strengthen Toronto's position as a world-class destination for major international events.
