City Council increase the 2026 Operating Budget for Non-Program by $50,000 gross, $0 net, fully funded by Section 37 community benefits obtained in the development at 50 Wellesley Street East and 31 to 35 Dundonald Street (Source Account: XR3026-3700743), collected for streetscape improvements in the ward, for the purpose of providing one-time capital funding to the Church-Wellesley Village Business Improvement Area for installation of planters, cigarette/recycling receptacles and pole wraps along Church Street within the Business Improvement Area (Cost Centre: NP2161).

The Village is a significant cultural hub and a destination for residents and visitors alike. To support the local economy and enhance public realm, the Church-Wellesley Village Business Improvement Area has identified a need for additional measures to improve cleanliness and aesthetics of the neighbourhood through the Church Street Pedestrianization Pilot. While the pedestrianization is the driver of these improvements, these improvements are intended to be permanent.
