Allowing residential construction on Blocks 6, 7 and 8 at 743 Warden Avenue to proceed after site plan approval for either commercial block
City Council is being asked to amend a 2015 Section 37 legal agreement on the 743 Warden Avenue development to allow the remaining residential townhouses (Blocks 6, 7, 8) to start construction once either of the two commercial blocks reaches site plan approval, rather than waiting for actual construction to begin on a commercial block. The change would unblock housing supply on what is now identified as a long-stalled Phase 3 of a mixed-use subdivision in Scarborough.

Also in this item
• The phasing change allows residential construction to begin once site plan approval (not construction) is issued for either commercial block, a lower bar than the 2024 amendment which required actual construction commencement on a commercial block
• Roads and services within the subdivision were assumed by the City in December 2025, clearing a municipal infrastructure trigger that had held up development
