City Council considers correcting zoning language on 149 College Street to allow institutional uses in required non-residential area
Community Planning staff identified an unintended drafting error in the zoning by-law approved for the 149 College Street tower in December 2025: institutional uses were inadvertently excluded from counting toward the required 4,500-square-metre non-residential floor area minimum, contrary to the original application and recommendation.
