Why is this story here?
ContainedA single retainer contract of up to $1.5 million for consulting engineering across surface lots. It is bounded to one consultant and one contract term, and the record describes no multi-year commitment or change to who controls a budget.Touches a narrow groupIf approved as proposed, the consultant would plan and oversee upgrades at surface lots over time. Drivers at particular lots might notice, but the effect reaches a small set of sites rather than daily life citywide.

Stories are ordered by how much weight a decision carries and how directly it reaches daily life. They rise as a decision date approaches and fall as they age.
