CALL TO ORDER: 9:37 a.m. Speaker Nunziata took the Chair and called the Members to order. The meeting opened with O Canada. Members of Council observed a moment of silence in memory of: The Honourable Kirsty Duncan Lucile Barker Marjorie Roslyn Berger Charles Norman Cornack Mary Anne DeMonte-Whelan Victor Khomenko Lynda Mandziuk Catherine O'Hara Corrado Scivoletto, and George Vretos Speaker Nunziata addressed Council as follows: I would like to take a moment on behalf of Council to acknowledge the Indigenous Peoples of all the lands that we are on today.

We do this to reaffirm our commitment and responsibility in improving relationships between nations and to deepening our own understanding of Indigenous peoples and their cultures. It is a moment to reflect on the importance of this land, which we each call home. We acknowledge the land we are meeting on is the traditional territory of many nations, including the Mississaugas of the Credit, the Anishnabeg, the Chippewa, the Haudenosaunee and the Wendat peoples and is now home to many diverse First Nations, Inuit and Métis peoples. We also acknowledge that Toronto is covered by Treaty 13 with the Mississaugas of the Credit, and the Williams Treaties signed with multiple Mississaugas and Chippewa bands. Speaker Nunziata advised Council of the following: This special meeting of Council has been called for the following purposes: 1. to consider reports from the Community Councils; 2. to consider the report from the Planning and Housing Committee; 3. to consider new business from the Mayor and City Officials; 4. to consider Item FWC9.2 headed "FIFA World Cup 2026 Toronto: Non-Competitive Contract with AmpThink for Temporary Network Expansion and Integration at Toronto Stadium", subject to a vote to remove the item from the jurisdiction of the Executive Committee; and 5. to consider bills and confirmatory bills. Members of Council, this is a special meeting. Under Council's Procedures, no new business items, such as Motions without Notice, may be introduced. This rule cannot be waived.
