This report seeks Community Council approval for several traffic operations changes and bylaw amendments to improve safety along Davenport Road, Cottingham Road, Poplar Plains Road, and Macpherson Avenue. The proposed design includes safety improvements to two intersections and one mid-block change as listed below: - Poplar Plains Road between Cottingham Road and Boulton Drive: several proposed amendments to facilitate a new parking lane along the west side of Poplar Plains Road between Cottingham Road and Boulton Drive.

- Davenport Road and Glen Edyth Drive and Cottingham Road: installation of a compulsory stop control southbound on Glen Edyth Drive at Cottingham Road to facilitate the realignment of this intersection. - Davenport Road and Poplar Plains Road and Macpherson Avenue: installation of traffic control signals and rescinding the existing westbound compulsory right-turn only limitation to create a normalized four-leg intersection with most movements (left-turn, right-turn and through) permitted. The existing southbound left-turn prohibition would remain due to geometric constraints. Together, the proposed changes would improve safety though clear direction for people driving through intersections and would support new safe connections and crossings for pedestrians and people cycling.

The Deputy General Manager, Transportation Services recommends that: 1. Toronto and East York Community Council authorize removal of one westerly northbound lane on Poplar Plains Road, between Cottingham Road and Boulton Drive. 2. Toronto and East York Community Council amend the existing no parking prohibition in effect at all times on the west side of Poplar Plains Road, between Macpherson Avenue and Cottingham Street to be in effect from Cottingham Road and Cottingham Street.

3. Toronto and East York Community Council amend the existing no stopping prohibition in effect from 7:00 a.m. to 9:00 a.m. and 4:00 p.m. to 6:00 p.m., Monday to Friday on the west side of Poplar Plains Road, between Macpherson Avenue and Cottingham Street to be in effect from Cottingham Road and Cottingham Street. 4. Toronto and East York Community Council authorize parking for a maximum period of one hour in effect from 7:00 a.m. to 6:00 p.m., Monday to Friday on the west side of Poplar Plains Road, between a point 9 metres south of Cottingham Road and a point 58.5 metres further south. 5. Toronto and East York Community Council authorize parking for a maximum period of 3 hour, in effect from 6:00 p.m. to 11:59 p.m., Monday to Friday and from 7:00 a.m. to 11:59 p.m., Saturday to Sunday, on the west side of Poplar Plains Road, between a point 9 metres south of Cottingham Road and a point 58.5 metres further south. 6. Toronto and East York Community Council authorize permit parking to be in effect from 12:00 midnight to 7:00 a.m. on the even (west) side of Poplar Plains Road, from a point 9 metres south of Cottingham Road to a point 58.5 metres further south. 7. Toronto and East York Community Council authorize the installation of a compulsory stop control for southbound traffic on Glen Edyth Drive at Cottingham Road. 8. Toronto and East York Community Council authorize the installation of a traffic control signal at the intersection of Davenport Road and Poplar Plains Road at Macpherson Avenue. 9. Subject to approval of and in conjunction with the installation of traffic control signals at Davenport Road and Poplar Plains Road at Macpherson Avenue: a. Toronto and East York Community Council rescind the existing compulsory stop control at the intersection of Macpherson Avenue and Poplar Plains Road. b. Toronto and East York Community Council rescind the existing compulsory stop control at the intersection at Poplar Plains Road and Davenport Road/Macpherson Avenue. 10. Toronto and East York Community Council rescind the existing compulsory right-turn in effect at all times, from Macpherson Avenue (westbound) to Macpherson Avenue, west of Davenport Road and Davenport Road, south of Macpherson Avenue 11. Toronto and East York Community Council rescind the existing compulsory turn in effect at all times, from Davenport Road (northbound) to Davenport Road, north of Macpherson Avenue.
