This report recommends approval of the application to amend the Official Plan and Zoning By-law to permit a 65-storey (243.5-metres, including mechanical penthouse) mixed-use building, containing 648 residential units and 68 square metres of non-residential space. The proposed tower partially cantilevers over an existing 8-storey designated heritage building containing a hotel at 56 Yonge Street, which will be retained.

The Official Plan Amendment is required to amend the Downtown Plan to not require the replacement of the existing office space and reduce the overall non-residential gross floor area provided on site. A separate report from Heritage Planning, on the proposed conservation of the designated heritage property at 56 Yonge Street will be considered by City Council in conjunction with this report.
