Why is this story here?
Big deal at city hallThis is a zoning change affecting a four-site parcel in a central, desirable neighbourhood. It commits the site to mixed-use residential and institutional use for the long term, making it hard to reverse without a political fight and new planning approvals. The Official Plan amendment raises stakes above a single variance. Affects a recognizable property and a category (affordable rental housing providers) but not the city as a system. Passes the test: undoing this would cost political capital and require a fresh planning exercise.Touches a narrow groupPresent effect is nil; the item is a decision on a single site, not yet built or occupied. No resident's commute, rent, or street access changes this week. The site is known to people in the immediate area and to housing advocates watching affordable rental supply, but the effect is not broadly felt or immediate. Scores indirect-or-narrow on present effect.

Stories are ordered by how much weight a decision carries and how directly it reaches daily life. They rise as a decision date approaches and fall as they age.
