Toronto Transit Commission Streetcar Program - Procurement of 60 Streetcars
At its Special meeting on May 25, 2021, the TTC Board considered the attached report titled "TTC Streetcar Program - Procurement of 60 Streetcars" and adopted the recommendation in the report, as follows: It is recommended the TTC Board: 1. Approve the following expenditure adjustments to the TTC's 2021-2030 Capital Budget and Plan for the TTC Streetcar Program by: a. Increasing the 2021-2030 Approved Capital Budget and Plan by $425.785 million to a total of $568.0 million for the TTC Streetcar Program to reflect the procurement of an additional 47 streetcars at an incremental cost of $328.248 million, and the modifications to the Hillcrest Facility to accommodate the additional fleet at an additional cost of $97.537 million; and, b. Amending the 2021 Capital Budget and 2022-2027 cash flow funding estimates to align with the estimated project delivery schedule to the following: 2021 2022 2023 2024 2025 2026 2027 Total 60 Streetcars 103,042 14,925 64,495 194,289 87,006 4,243 468,000 Hillcrest Facility 200 2,800 8,000 14,000 40,000 30,000 5,000 100,000 Total 103,242 17,725 72,495 208,289 127,006 34,243 5,000 568,000 2. Approve the following funding adjustments to offset the incremental expenditure increase of $425.785 million for the TTC Streetcar Program by: a. Adding provincial and federal funding to include a $180.0 million contribution from each order of government for a total of $360.0 million; b. Withdrawing $65.785 million from the Toronto-York Spadina Subway Extension Working Capital Reserve Fund (XR3027) with cash flows of $55.629 million in 2021 and $10.156 million in 2022 to fund planned Toronto-York Spadina Subway Extension capital works in 2021 and 2022 and replace the current debt funding allocated to this project; and, c. Reallocate the now released debt funding to the TTC Streetcar Program as the City's share to fund the balance of the incremental $425.785 million increase to the Program. 3. Request City Council to approve the 2021-2030 TTC Capital Budget and Plan amendments for the TTC Streetcar Program identified in Recommendation 1 and Recommendation 2. 4. Delegate authority to the TTC Chief Executive Officer to execute any agreements or documents required to exercise the contractual option for the supply of 47 additional streetcars under the current contract with Alstom, subject to City Council approval of the amended TTC Capital Budget and Plan per Recommendation 3. The recommendation of the Toronto Transit Commission Board as set out above is submitted for City Council approval.

City Council authorize the Mayor and/or the City Manager and/or any other relevant City Official, in consultation with the Chief Financial Officer and Treasurer and the Chief Executive Officer, Toronto Transit Commission, to negotiate and execute intergovernmental funding agreements, including any amendments and extensions, required with the Government of Canada and the Province of Ontario for the Toronto Transit Commission Streetcar Program as outlined in the report (May 25, 2021) from the City Manager and the Chief Financial Officer and Treasurer, in a form satisfactory to the City Solicitor.

CALL TO ORDER: 12:37 p.m. Speaker Nunziata took the Chair and called the Members to order. The meeting opened with O Canada. Wednesday, May 26, 2021 Members of Council observed a moment of silence and personal reflection. Speaker Nunziata acknowledged that City Council was meeting on the traditional territory of many nations including the Mississaugas of the Credit, the Anishnabeg, the Chippewa, the Haudenosaunee and the Wendat peoples and is now home to many diverse First Nations, Inuit and Métis peoples. Speaker Nunziata also acknowledged that Toronto is covered by Treaty 13 signed with the Mississaugas of the Credit. Speaker Nunziata advised Members of the following: For the benefit of those who are connected to the internet, the City Clerk has posted all of the agenda materials for today's meeting at toronto.ca/council. Members, although Civic Buildings, including City Hall are currently closed to the public, I want to emphasize that today's Council meeting is being conducted publicly and is being streamed live on YouTube. I want to welcome the public who are watching our meeting this afternoon. This special meeting of Council has been called for the following purposes: 1. to consider the tri-governmental transit funding and the purchase of Toronto Transit Commission streetcars, together with related supplementary materials; and 2. to introduce and enact a Confirming Bill for this special meeting. Members of Council, this is a special meeting. Under Council's Procedures, no new business items, such as Notices of Motions, may be introduced. This rule cannot be waived.
