The Parkland Strategy and The Parks and Recreation Facilities Plan
The Senior Project Manager, Facilities Plan, Strategic Project Implementation and Community Engagement, Parks and Recreation and the Senior Project Manager, Parkland Strategy, Strategic Project Implementation and Community Engagement, Parks and Recreation will give a presentation on the Parkland Strategy and the Parks and Recreation Facilities Plan. The purpose of the presentation is to receive feedback that will inform new Parkland Strategy and Parks and Recreation Facilities Plan. The presentation includes an introduction to the strategies, how communities are being engaged, what we've heard, emerging directions and next steps.

Vacancy on the Confronting Anti-Black Racism Advisory Committee
The City Clerk's Office has received notice that Shannon Lawrence has resigned from the Confronting Anti-Black Racism Advisory Committee effective June 3, 2025. We would like to thank Shannon for their contributions to the Committee. City staff will lead a process to bring a nominated candidate to City Council for their consideration to fill this vacancy and the vacancy resulting from the resignation of Efia Tekyi-Annan on April 8, 2025.

Addressing Evictions through Disaggregated Race-Based Data in Social Housing
The Ombudsman Toronto report (Item CC30.3 , May 22, 2025) underscores gaps in tenant protection in multi-tenant homes, disproportionately affecting Black, Indigenous, and racialized residents. Disaggregated race-based data collection is essential for identifying systemic barriers and informing equitable housing policy. CABRAC has a mandate to advance data-driven approaches that address anti-Black racism.
The Confronting Anti-Black Racism Advisory Committee: 1. Recommended that the Economic and Community Development Committee request the Confronting Anti-Black Racism Unit, Social Development to invite Toronto Community Housing to provide to the Confronting Anti-Black Racism Advisory Committee a presentation on initiatives to collect and analyze disaggregated race-based data on evictions, arrears, and tenant relocations. 2. Recommended that the Economic and Community Development Committee request the Confronting Anti-Black Racism Unit, Social Development to invite Toronto Community Housing and the Housing Secretariat to provide to the Confronting Anti-Black Racism Advisory Committee a presentation and a summary of programs currently addressing evictions by the first quarter of 2026, including equity-based data, including race and gender, collected through various Toronto Community Housing and other social housing programs. 3. Requested the Confronting Anti-Black Racism Unit, Social Development to incorporate housing justice and data equity as core priorities in the Confronting Anti-Black Racism Advisory Committee's Work Plan.

Economic and Community Development Committee request the Confronting Anti-Black Racism Unit, Social Development to invite Toronto Community Housing to provide a presentation on initiatives to collect and analyze disaggregated race-based data on evictions, arrears, and tenant relocations. 2. Economic and Community Development Committee request the Confronting Anti-Black Racism Unit, Social Development to invite Toronto Community Housing, the Human Rights Office, People and Equity, and the Housing Secretariat to provide a presentation by Q1 2026 on initial findings and recommendations for systemic reforms on social housing. 3. Request the Confronting Anti-Black Racism Unit, Social Development to incorporate housing justice and data equity as core priorities in the Confronting Anti-Black Racism Advisory Committee's Work Plan.

The Terms of Reference for the Confronting Anti-Black Racism Advisory Committee state that the Committee will hold six meetings per year at the call of the Chair or Vice-Chair on the delegation of the Chair. On July 23 and 24, 2025, City Council considered Item CC32.3 and adopted the meeting schedule for 2026 for City Council and its Committees. The schedule of meetings for the Confronting Anti-Black Racism Advisory Committee has been developed to avoid dates, whenever possible, that conflict with the approved City Council schedule and to avoid days of cultural or religious significance. On January 31, 2023, City Council considered Item EX2.1 and established the Confronting Anti-Black Racism Advisory Committee the 2022-2026 City Council Term. The last regular meeting of City Council for the 2022-2026 term is scheduled for July 29, 30 and 31, 2026. The Chair has scheduled the following meetings for 2026: - Monday, January 12, 2026 at 9:30 a.m. - Monday, March 23, 2026 at 9:30 a.m. - Thursday, May 28, 2026 at 9:30 a.m.
