Royal Agricultural Winter Fair Association Appointment for 2025
In January of each year, a Notice of Appointment of a Representative is received from the Royal Agricultural Winter Fair (RAWF) requesting the appointment of one representative of the Board of Governors to the RAWF. As a member association of the Royal Agricultural Winter Fair, The Board is allowed to name one representative to the RAWF's Board of Governors for the 2025 year. More so due to the 2020 and 2021 years we were in a pandemic situation and the Royal Fair was cancelled in both 2020 and 2021. As a representative, the member can raise issues pertinent to the interests of Exhibition Place as they relate to the business of the RAWF; the Board representative will be updated on financial matters of the Association, the strategic directions of the fair, and will have an opportunity to participate in the election of Directors.

Asphalt and Concrete Repair Services
This report recommends approving a contract with Tony Battista Paving Inc. ("Battista") for Asphalt and Concrete Repair Services on an as required basis at various locations on Exhibition Place grounds, for a period of one (1) year, with an option to renew for an additional three (3) years. The Request for Quotation was issued on December 9, 2024, through Exhibition Place Purchasing Department via Bonfire Online Procurement System, and prices per linear meter on various type of work were obtained from a number of vendors. The recommendation is to award the contract to the lowest compliant bidder meeting Request for Quotation requirements and specifications within the available budget. This project is both time and weather sensitive and to meet construction timelines, as well as, to leverage window of opportunity available during between scheduled events. This recommendation follows the competitive Request for Quotation process undertaken by Exhibition Place considering nine (9) companies that have experience providing these services.
The Board of Governors of Exhibition Place: 1. Approved a contract with Tony Battista Paving Inc. for asphalt and concrete repair services at various locations on Exhibition Place grounds for a one-year term, with an estimated annual amount of up to $250,000 (excluding HST) based on projected and historical requirements with an option to renew for an additional three (3) years on the terms and conditions set out in the report (January 21, 2025) from the Chief Executive Officer, Exhibition Place and such other terms and conditions required by the Chief Executive Officer, Exhibition Place and the City Solicitor.

Nighttime Economy - Municipally Significant Designation
This report responds to the Board recommendation from report EP9.10 adopted at its meeting of April 25, 2024, where the Board directed staff to provide a letter of support to tenants and event organizers at Exhibition Place for events held between May 1 and September 30, 2024, to be considered as Municipally Significant to apply for a Special Occasion Permit or a temporary extension of premises and/or hours for the sale of alcohol at permanently licensed locations on a trial basis, and that staff report back to the Board with an update on the pilot. Exhibition Place is Canada's most extensive entertainment venue, hosting more than 1,761 events and attracting more than 5.5 million visitors annually. This iconic entertainment, music, and events site is pivotal in Toronto's cultural and economic fabric, generating over $594 million in annual economic impact. The grounds, with their multiple venues for sports teams, entertainment, music, and cultural events, are ideally situated to support the nighttime economy. The 2024 trial was well received and there were no complaints. Staff recommend the continuation of the program in 2025 and on, thereon on an annual basis.
The Board of Governors of Exhibition Place: 1. Designated the events held from May to September at Exhibition Place listed in Attachment 1 to the report (January 21, 2025) from the Chief Executive Officer, Exhibition Place as Municipally Significant, in order to apply for a temporary extension of operating hours to sell alcohol at licensed tenanted locations. 2. Requested the Chief Executive Officer, Exhibition Place to report annually to the Board on the Nighttime Economy - Municipally Significant Designation.

Tenant Liaison Meeting - November 26, 2024
This report summarizes the discussions at the Tenant Liaison Meeting held in person on November 26, 2024, at the Enercare Centre. Kelvin Seow, Chief People and Strategy Officer, led the meeting, co-hosted by Mr. Howard Lichtman member of the Board of Governors of Exhibition Place. Thirty tenant representatives and several Exhibition Place and City of Toronto staff were in attendance.

Community Partnership Policy Update
This report recommends Board approval to implement Exhibition Place's Community Partnership Policy on a permanent basis detailed in Appendix A. The report will highlight the policy's key successes, including notable partnerships, attendance, community impact, and in-kind support. By formalizing the Community Partnership Policy, Exhibition Place can enhance the partnership and community experience and support its goal of promoting site animation 365 days a year.

Approved the Community Partnership Policy attached as Appendix A to the report (January 21, 2025) from the Chief Executive Officer, Exhibition Place on a permanent basis effective February 4, 2025. 2. Proposed Collective Agreement with the Carpenters Local 27 (2025-2027)
The four (4) year Collective Bargaining Agreement between the Board of Governors of Exhibition Place and The Carpenters and Allied Workers, Local 27 United Brotherhood of Carpenters and Joiners of America ("Carpenters 27"), expired on December 31, 2024. This report outlines the terms of a Memorandum of Settlement attached as Confidential Attachment 1 - Appendix A, that was ratified by the Carpenters 27 union on January 14, 2025, and pending Board approval would be the basis of a Collective Agreement with the Board, for a three-year (3) term, from January 1, 2025, expiring on December 31, 2027.
The Board of Governors of Exhibition Place: 1. Approved the terms and conditions of the Memorandum of Settlement, set out in Confidential Attachment 1 - Appendix A, to the report (January 21, 2025) from the Chief Executive Officer, Exhibition Place between the Board of Governors of Exhibition Place and Carpenters and Allied Workers Local 27 United Brotherhood of Carpenters and Joiners of America. 2. Authorized staff to make the necessary amendments to rates of pay and other issues identified as agreed changes to the collective agreement in the Memorandum of Settlement (Confidential Attachment 1 - Appendix A) and as set out in the Confidential Attachment 1 to the report (January 21, 2025) from the Chief Executive Officer, Exhibition Place. 3. Policy Framework - City Response to Demonstrations
City Council on December 17 and 18, 2024, adopted Item CC24.2 as amended and, in so doing, has: 1. Adopted the Policy Framework - City Response to Demonstrations in Attachment 1 to the report (December 10, 2024) from the City Manager and direct the City Manager to update the Framework as necessary to ensure the Framework remains current and responsive to the City's needs and priorities. 2. Requested City agencies and corporations to refer to the Policy Framework - City Response to Demonstrations in Attachment 1 to the report (December 10, 2024) from the City Manager as a model and align applicable policies and procedures to be consistent with the City's approach where appropriate.
