Final Report - 2346 and 2352 Weston Road - Zoning By-law Amendment Application
This application seeks to amend the former City of York Zoning By-law No. 1-83 and City-wide Zoning By-law No. 569-2013 to permit a 15-storey (45 m in height, excluding the mechanical penthouse) apartment building containing 127 affordable rental units targeted to older adults and seniors. All the proposed residential rental units would be constructed under the City's Open Door Affordable Rental Housing Program. The proposed development is consistent with the Provincial Policy Statement (2014) and conforms with the Growth Plan for the Greater Golden Horseshoe (2019). The development represents an appropriate built form along this portion of Weston Road, complies with the Apartment Neighbourhoods and Natural Areas policies of the Official Plan and is generally consistent with the Weston Urban Design Guidelines. The development promotes the efficient use of land, resources and infrastructure that supports public transit while providing 127 affordable rental units and the protection of the adjacent natural heritage system. This report reviews and recommends approval of the application to amend the Zoning By-laws subject to conditions before introducing the necessary Bills to City Council for enactment.
Etobicoke York Community Council recommends that: 1. City Council authorize the City Solicitor to make such stylistic and technical changes to the Draft Zoning By-law Amendments as may be required. 4. Before introducing the necessary Bills to City Council for enactment, City Council require the owner to submit the following: a. A Waste Management Plan to the satisfaction of the Director, Collection and Litter Operations, Solid Waste Management Services and in accordance with By-law No. 448-2017 and Chapter 354 of the Toronto Municipal Code. b. A letter prepared by a private waste management company to confirm that the company can adequately service the site using trucks of similar size to an LSU-TAC truck, or revised truck turning diagrams illustrating the development can accommodate inbound and outbound maneuvers of a City of Toronto Garbage Vehicle, to the satisfaction of the General Manager of Transportation Services.

Preliminary Report - 63 and 73 Widdicombe Hill Boulevard - Zoning By-law Amendment Application
This report provides information and identifies a preliminary set of issues regarding the Zoning By-law Amendment application submitted for 63 and 73 Widdicombe Hill Boulevard. This application seeks to amend the zoning for the site to permit the development of two additional apartment buildings, having heights of 9 and 18 storeys, that would contain a total of 405 rental units. Staff are currently reviewing the application. It has been circulated to all appropriate agencies and City divisions for comment. Staff will proceed to schedule a community consultation meeting for the application with the Ward Councillor.

As the Toronto Transit Commission (TTC) operates a bus service on Keele Street, City Council approval of this report is required. The purpose of this report is to amend the hours of the existing southbound left-turn prohibitions on Keele Street at North Park Drive and at Quinan Drive in effect from 7:00 a.m. to 9:00 a.m., Monday to Friday, except public holidays, to be in effect from 7:00 a.m. to 10:00 a.m. Monday to Friday, except public holidays. The proposed amendment is the result of a community consultation along with the local Ward Councillor.

Encroachment Appeal for a Fence at 14 Atherton Crescent
This staff report is regarding a matter that the Etobicoke York Community Council has delegated authority from City Council to make a final decision. This report requests that the Etobicoke-York Community Council makes a decision on whether the City of Toronto enter into an encroachment agreement for a proposed fence located at 14 Atherton Crescent, which will be located on the Public Right of Way. The proposed fence encroachment exceeds the maximum height of 1.2 metres for the portion of the fence fronting the property and under Chapter 743 of The City of Toronto Municipal Code staff do not have delegated authority to approve the encroachment. This property is unique as the property abuts a crescent, which by the definition of the zoning by law, causes the property to have no flankage. If the frontage of the property was considered to be the flankage of the property, the initial request of 1.512 metres would have been approved and therefore would not require approval from the Etobicoke York Community Council. The proponent is now seeking approval and requesting a height of 1.83 metres from Community Council.
Etobicoke-York Community Council: 1. Approved entering into an Encroachment Agreement for a fence at 14 Atherton Crescent, and allowed for the fence to be built at a requested height of 1.83 metres, in accordance with the proposal as depicted in Attachment 1 and Attachment 2 to the report (October 18, 2019) from the Director, Permits and Enforcement, Transportation Services, with the following conditions: a. The property owner will enter into an encroachment agreement with the City of Toronto, at their expense and assume all liability and damages related to the encroachments. b. The property owner must retain, as long as the encroachments are maintained, a valid property insurance in case of any claims initiated due to the encroachments. c. The property owner accepts that the City and/or utility companies may remove the encroachments in order to install or maintain services within the affected public right of way. d. Any fence gates will swing inward towards private property. e. The fence footings will not exceed a depth of 1.2 metres below the existing surface. f. Any other conditions deemed necessary by the General Manager, Transportation Services.

Traffic Calming - Bisset Avenue, between Gair Drive and Westhead Road
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Transportation Services staff reviewed the need for traffic calming on Bisset Avenue, between Gair Drive and Westhead Road. Study results indicate that motorists are exceeding the 40 km/h speed limit and that the criteria for the installation of speed humps are satisfied. Subject to positive results of the traffic calming poll, speed humps should be installed on Bisset Avenue, between Gair Drive and Westhead Road.
Etobicoke York Community Council: 1. Authorized the Director, Traffic Management, Transportation Services to request the City Clerk to poll eligible householders in English or any other language specified by Community Council, on Bisset Avenue, between Gair Drive and Westhead Road, to determine whether residents support the installation of speed humps, in accordance with the City of Toronto Traffic Calming Policy. 2. Subject to favourable results of the poll: a. Authorized the installation of traffic calming/speed humps on Bisset Avenue, between Gair Drive and Westhead Road. b. Directed the City Solicitor to prepare a by-law to alter the roadway on Bisset Avenue, between Gair Drive and Westhead Road, for traffic calming purposes, generally as shown on Drawing dated October 2019: EY19-082, entitled "Traffic Calming - Bisset Avenue, between Gair Drive and Westhead Road". c. Parking Regulation Amendment - Queen Elizabeth Boulevard

John Street Pedestrian Saturdays for the Weston Farmers Market
In 2015 City Council approved an Official Plan Amendment and Zoning By-law Amendment for the lands at 22 John Street, 33 King Street and 2 Elsmere Avenue to permit the development of a 30-storey, 370-unit rental apartment building, seven at-grade townhouses and a 1,200 m² outdoor community open space at 22 John Street to be used for the enhanced Weston Farmers Market ('the Market') and public open space. Artscape Weston Common, a 794 m² Community Cultural/Hub with 26 affordable artist live/work units was also included in the development at 33 King Street and 2 Elsmere Avenue. While these sites have been under construction, the Market temporarily relocated to 1865 Weston Road; it is scheduled to return to John Street, in a new public square, for the 2020 season. The vision for the enhanced Market has been to allow market activities to spill over onto the street. This was in part due to concerns raised by long-standing Market vendors regarding their ability to operate in the public square. In preparation for the 2020 Market season, the Weston Village BIA which operates the Market have requested that the City allow the closure of John Street, between Pantelis Kalamaris Lane and the east side of South Station Street, every Saturday from May 9th, 2020 to October 31st, 2020 from 5:30 am to 2:30 pm.

Requested the Manager, Traffic Planning/Right-Of-Way Management to report to the February 5, 2020 meeting of the Community Council on the request to close John Street, between Pantelis Kalamaris Lane and South Station Street, as part of the enhanced Weston Farmers Market every Saturday from 5:30 a.m. to 2:30 p.m. beginning May 9, 2020 and ending October 31, 2020.
