Final Report - 1629, 1631 and 1633 The Queensway - Zoning By-law Amendment Application
This application proposes to amend the former City of Etobicoke Zoning Code, Site-Specific Zoning By-law No. 1290-2013 and City of Toronto Zoning By-law No. 569-2013 to permit the construction of a two-storey auto dealership and service facility at 1629, 1631 and 1633 The Queensway. The application is compatible with the range and mix of uses along The Queensway. The proposed development conforms to the Official Plan Employment Areas and Official Plan Amendment No. 231 policies and fulfills the objectives for appropriate urban design and built form. The auto dealership and service component represents an appropriate form of development on the subject lands that would support the economic function of the area by providing full time employment opportunities. The proposed development is consistent with the Provincial Policy Statement (2014) and conforms with the Growth Plan for the Greater Golden Horseshoe (2017). This report reviews and recommends approval of the application to amend the Zoning By-law.

Final Report - 17, 25 and 75 Vickers Road - Zoning By-law Amendment Application
This application proposes to amend the former City of Etobicoke Zoning Code and repeal Site Specific By-law No. 1082-2014 (OMB) in order to replace and expand the existing Metro Inc. distribution centre at 25 Vickers Road with a new warehouse distribution centre at 17, 25 and 75 Vickers Road. The development would contain a total gross floor area of approximately 50,172 m2 for a refrigerated warehouse storage facility, distribution centre and administrative office uses. The application proposes vehicular access via Vickers Road and a total of 321 vehicle parking spaces (of which 9 parking spaces would be barrier free) located at-grade and within a 2-level underground parking garage. In addition, parking for 238 trailers is proposed around the periphery of the site. Two phases of development are proposed to allow for continuous business operations. The three existing industrial buildings on the site would be progressively demolished through each phase of the construction process. The proposed new facility would accommodate approximately 600 employees once fully operational. This application has been deemed Gold Star (enhanced service to focus development review and expedite high impact investment/job creation projects within the City). It should also be noted that this site is subject to an application under the Planning Act for Site Plan Control Approval (File Number 18 124927 WET 05 SA). An application in this regard was submitted on March 5, 2018. The submission materials have been circulated to all appropriate agencies and City Divisions and reviewed concurrently with this Zoning By-law Amendment application. The proposed development is consistent with the Provincial Policy Statement (2014) and conforms with both the Growth Plan for the Greater Golden Horseshoe (2017) and the City of Toronto Official Plan. This report reviews and recommends approval of the application to amend the former City of Etobicoke Zoning Code and repeal Site Specific By-law No. 1082-2014 (OMB). Staff are of the opinion the proposed development is appropriate in this location.

Final Report - 50 York Gate Boulevard, 25 Norfinch Drive and 2050 Finch Avenue West - Deeming By-law
This City-initiated action recommends that City Council pass a by-law to deem certain lots within a registered subdivision to no longer be lots within that subdivision. The outcome of the by-law would allow the affected properties to be merged into a single parcel of land. This will facilitate the properties at 50 York Gate Boulevard, 25 Norfinch Drive and 2050 Finch Avenue West, which will jointly contain the maintenance and storage facility to support the Finch West LRT, to legally become a single parcel of land. All the affected lands are currently owned by Metrolinx. At a later stage of the LRT project, a new parcel fronting Finch Avenue West will be subdivided from the consolidated subject lands. These reserve lands will be developed with a community hub following construction of the LRT project. Prior to this, the reserve lands will be used for staging of the LRT construction.

The City Planning Division recommends that: 1. City Council pass a by-law to deem the following lots within Registered Plan of Subdivision 66M-1994 not to be a plan of subdivision substantially in accordance with the Draft Deeming By-law attached as Attachment 2; namely Part of Blocks 2, 3 and 5 of Registered Plan 66M-1994 and all of Block 4 of Registered Plan 66M-1994. 2. City Council authorizes the City Solicitor to make such stylistic and technical changes to the Draft Deeming By-law as may be required. 3. City Council authorize the City Clerk to give notice of the passing of the By-law to the owner of the lands to which the By-law applies pursuant to the Planning Act. 4. This report provides information and identifies a preliminary set of issues regarding the application to amend the Zoning By-law for the properties at 5415-5481, 5485 & 5487 Dundas Street West and 15 & 25 Shorncliffe Road to permit an eight tower mixed-use development containing over 16,000 m2 of office and retail space and 2,864 residential units. The towers would range in height from 25 to 43 storeys. Staff are currently reviewing the application. It has been circulated to all appropriate agencies and City divisions for comment. Staff will proceed to schedule a community consultation meeting for the application with the Ward Councillor. The applicant has been advised a Draft Plan of Subdivision application is required to be submitted in order to create, convey and secure the proposed public road network and a public park, as well as to secure other appropriate servicing and municipal infrastructure. To date, the applicant has not submitted a Draft Plan of Subdivision application.

Request to Demolish the Non-Residential Building at 1705 Weston Road
This staff report is about a matter which must be referred to City Council for consideration and decision. Under the City of York Act 1994 (Bill PR147), By-law No. 3102-95 was passed designating the entire area of the former City of York as an area of demolition control. The City of York Act, 1994, provides the authority for Council in the former City of York area to enact special demolition control legislation for the purpose of securing beautification measures on the lands and abutting municipal boulevards, where appropriate, as a condition of the issuance of demolition permits. The legislation and By-law are still in force and effect and are applicable law under the 2012 Ontario Building Code, Ontario Regulation 332/12. Applicable Law must be satisfied to enable the Chief Building Official to issue a building or demolition permit under S. 8.(2) of the Building Code Act, 1992 S.O. 1992, Chapter 23. In accordance with the legislation and By-law, the application for the demolition of an existing one-storey building at 1705 Weston Road is being referred to City Council to refuse or grant the demolition application, including any conditions to be attached to the permit, because a building permit has not been issued for a replacement building.

Traffic Calming - Sunnylea Avenue East and Glenaden Avenue East
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Transportation Services staff have reviewed the need for traffic calming on both Sunnylea Avenue East and Glenaden Avenue East. Staff's assessment indicates the criteria as set out in the Traffic Calming Policy has been satisfied on Sunnylea Avenue East. Given that the parallel street (Glenaden Avenue East) to the north may be impacted if speed humps were to be implemented on Sunnylea Avenue East, staff also recommends that the residents of Glenaden Avenue East also be polled to determine whether they support the installation of speed humps in accordance with the City of Toronto Traffic Calming Policy. Subject to positive results of the traffic calming poll, speed humps should be installed on both Sunnylea Avenue East and Glenaden Avenue East, between Prince Edward Drive South and Riverwood Parkway.

The purpose of this report is to obtain approval to install a "No Parking Anytime" regulation on the north side of Burlingame Road, from the first laneway west of Brown's Line to a point 49 metres further west, and on the south side of Burlingame Road from a point 32 metres west of Brown's Line to point 61 metres further west. The proposed parking regulation amendment is being requested by area residents, in consultation with staff and the Ward Councillor, to address excessive parking by non-residents.

Parking Regulation Amendment - Ricardo Road
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. The purpose of this report is to obtain approval to prohibit parking from 8:30 a.m. to 2:30 p.m., Monday to Friday on the west side of Ricardo Road, from Burr Avenue to the south limit of the road. The proposed parking prohibition is being requested by area residents, in consultation with staff and the Ward Councillor, to address excessive parking on Ricardo Road.
