596 Renforth Drive - Zoning By-law Amendment Application - Decision Report - Approval
This application proposes to amend the Zoning By-law to permit the development of 140 residential units in five stacked, back-to-back, three-storey apartment buildings. The proposed development has a building height of 10.3 metres and a floor space index of 1.6 times the area of the lot. This report reviews and recommends approval of the application to amend the Zoning By-law. The proposal conforms with the Official Plan and is consistent with the City's urban design guidelines. The proposed development represents an appropriate level of intensification and infill housing that is compatible with the surrounding context.
The Etobicoke York Community Council recommends that: 1. City Council amend City of Toronto Zoning By-law 569-2013 for the lands at 596 Renforth Drive substantially-in-accordance with the draft Zoning By-law Amendment attached as Attachment 5 to the report (September 27, 2023) from the Director, Community Planning, Etobicoke York District. 2. City Council amend City of Toronto Municipal Code, Chapter 925, Permit Parking in order to exclude residents or visitors to or tradespersons at 596 Renforth Drive from obtaining a parking permit. 3. City Council direct the Chief Planner and Executive Director, City Planning to include the following as a post-approval condition of site plan: a. the Owner shall insert an advisory clause that residents of the development will be ineligible for on-street parking permits, substantially in the form of the advisory clause in Attachment 4 to the report (November 10, 2021) contained in item 2021.PH29.3 from the Chief Planner and Executive Director, City Planning and the Chief Financial Officer and Treasurer, into all purchases, agreements of purchase and sale or agreements to lease and condominium declaration document(s) for each affected residential unit within the development. Purchasers acknowledge and agree that purchasers or residents of the Development will not be eligible for on street-parking permits under the City of Toronto Municipal Code. Purchasers agree that, despite the status or availability of on-street parking permits for residents in the development area as of the date of this document, the availability of on-street parking permits in the development area for the purchasers or residents of the Development may, at the discretion of City of Toronto Council, be modified, amended or removed at any time in accordance with the City of Toronto Act, 2006, as amended from time to time and its successors, and the City of Toronto Municipal Code. 4. City Council direct the General Manager, Transportation Services, that notwithstanding the content of the report dated September 27, 2023 from the Director, Community Planning, no designs have been determined for improvements to the right of way on Centennial Park Gate, and that any future design be determined through consultation with the Community and the Local Councillor. 5. City Council direct the Director, Engineering Review, Engineering and Construction Services, and the Director, Community Planning, consult with the Local Councillor on the construction management plan to ensure that it meets the needs of the local residents, institutions and park users. 6. City Council request the Director, Urban Forestry, to plant one or two city trees if feasible, on the East side boulevard of Renforth Road at the intersection of Centennial Park Gate, and behind 49 Oxenden Crescent. 7. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Zoning By-law Amendment as may be required.

In accordance with city-wide residential demolition control under the Toronto Municipal Code Ch.363, under the authority of Section 33 of the Planning Act, the applications for the demolition of three existing 1 storey wood frame dwellings located at 514, 520 & 522 Royal York Road (Application No. 22 108708 DEM 00 DM, 22 185741 DEM 00 DM & 22 185804 DEM 00) are being referred to the Etobicoke York Community Council to refuse or grant the demolition applications, including any conditions to be attached to the permits, because a building permit has not been issued for a replacement building.

34 Clissold Road - Application to Remove a Private Tree
This report requests that Etobicoke York Community Council deny the request for a permit to remove one privately owned tree located at 34 Clissold Road. The applicant indicates the reason for requesting removal of the tree is due to the proximity of the tree to the shed and the tree's lean towards the house. The applicant also indicates that they want to increase biodiversity by removing an invasive species tree and replacing it with a native species. The Norway maple (Acer platanoides) tree in question measures 49 cm in diameter. The City's Tree By-laws do not support the removal of this tree as it is healthy and maintainable. Community Council has delegated authority from City Council to make a final decision as to whether a permit may be issued when an applicant wishes to appeal the denial of a permit of a tree protected under the By-laws.

This staff report concerns a matter for which the Etobicoke York Community Council has delegated authority from City Council to make a final decision. The purpose of this report is to advise Community Council concerning an application by the property owner of 115 Langden Avenue for a site-specific Fence Exemption, pursuant to Section 447-1.5(B) of Toronto Municipal Code, Chapter 447 - Fences. The property owner is seeking Community Council's permission to maintain a fence in the rear yard of the property that will not comply with the standards stipulated by Section 447-1.2(B)(1). The applicant is seeking permission to maintain a fence constructed of treated wood and lattice fencing on top. The entire height of the fence, including the lattice, is approximately 2.4m. The property owner is seeking Community Council's permission to maintain a fence in the rear yard of the property that will not comply with the standards stipulated by Section 447-1.3(E)(1)(a). The applicant is seeking permission to maintain the fence/pool enclosure to be less than 1.2m from the water's edge in the pool. The purpose of this report is to advise Community Council concerning an application by the property owner of 272 Gary Drive for a site-specific Fence Exemption, pursuant to Section 447-1.5(B) of Toronto Municipal Code, Chapter 447- Fences. The property owner is seeking Community Council's permission to erect a fence on the east side of the property that will not comply with the standards stipulated by Section 447-1.2(B)(1). The applicant is seeking permission to erect a fence constructed of pressure treated wood 8 feet in height, spanning 48 feet in length. The fence will be erected not less than 2.4m from the front lot line.
The Etobicoke York Community Council: 1. Granted the application for a fence exemption permit (with or without conditions) to the property owners of 272 Gary Drive, thereby allowing the proposed fence to be installed. Direct and require that the installation be maintained in good repair without alteration. 801 The Queensway - Construction Staging Area
As the Toronto Transit Commission (TTC) operates a transit service on The Queensway, City Council approval of this report is required. Marlin Spring Developments is constructing a ten-storey residential condominium building together with retail use on the ground floor at 801 The Queensway. The site is located on the south-east corner of The Queensway and Taymall Avenue. Transportation Services is requesting approval to close the south sidewalk and a portion of the south side eastbound curb lane on The Queensway for a period of 14 months, from November 1, 2023 to December 31, 2024, to facilitate construction staging operations. Pedestrian movements on the south side of The Queensway, abutting the site, will be maintained in a minimum 2.1 metre-wide covered and protected walkway. Additionally, approval is being requested to close the northbound curb lane, the east sidewalk and 1.0 metre wide portion of the northbound left-turn lane on Taymall Avenue for a period of 14 months. Pedestrian movements on the east side of Taymall Avenue, abutting the site, will be maintained in a minimum 2.1 metre-wide covered and protected walkway.

City Council authorize the closure of the south sidewalk and the eastbound curb lane on The Queensway, between Taymall Avenue a point 67.7 metres further east, and provision of a temporary minimum 2.1 metre-wide pedestrian walkway within the closed portion of the eastbound curb lane, from November 1, 2023 to December 31, 2024. 2. City Council direct the applicant to install appropriate signage and request the applicant to install converging mirrors to ensure that pedestrians, cyclists and motorists safety is considered at all times. 12. City Council direct the applicant to provide a sufficient number of traffic control persons as determined by the Work Zone Coordinator and Toronto Police Construction Liaison Officer, on a daily basis to control construction vehicle access and egress to and from the site and maintain a safe environment for the public. 13.
