2019-2020 Ontario Budget Announcement for Toronto Public Health - Update
The Medical Officer of Health and the Director, Finance and Administration, Toronto Public Health, will give a presentation on the potential impacts of the provincial government's 2019-2020 budget announcement on Toronto Public Health's 2019 budget.
The Board of Health recommends that: 1. City Council: a. Express its strong opposition to the proposed funding cuts to Toronto Public Health by the provincial government; b. Call on the Province of Ontario to reverse the proposed funding cuts to Toronto Public Health; and c. Direct the City Manager, in consultation with the Medical Officer of Health, to utilize City advertising locations to inform Torontonians of the health risks if the proposed funding cuts to Toronto Public Health proceed.

2019 Student Nutrition Program Service Subsidies
This report outlines recommendations for the 2019 Student Nutrition Program service subsidy allocations. The proposed combined allocations to the Angel Foundation for Learning and the Toronto Foundation for Student Success total $14,930,117 which includes $100,000 held in reserve for appeals/late applications and $270,000 held in reserve for the expansion to eligible independent schools meeting needs-based assessment criteria.
The Board of Health deferred consideration of the item until its meeting on June 10, 2019.

The Medical Officer of Health recommends that: 1. City Council authorize the Medical Officer of Health to enter into agreements totalling $14,930,117 with the Angel Foundation for Learning ($4,004,313) and the Toronto Foundation for Student Success ($10,925,804) to administer the 2019 approved municipal funding to eligible Student Nutrition Programs across the City of Toronto. 2. City Council authorize the Medical Officer of Health to take the necessary action to give effect to Recommendation 1 above, including the execution of legal agreements with the Angel Foundation for Learning and the Toronto Foundation for Student Success, on behalf of the City of Toronto. 3. The Board of Health and City Council request the provincial government to increase its grant funding investment proportionally to match the increased City of Toronto investment. 4. The Board of Health and City Council request the federal government to provide core funding for a national school food program. 5. The Board of Health forward this report to the Minister of Children, Community and Social Services, the Minister of Health and Long-Term Care, the Minister of Education, the Toronto District School Board, the Toronto Catholic District School Board, le Conseil scolaire Viamonde, le Conseil scolaire catholique MonAvenir, the Angel Foundation for Learning, the Toronto Foundation for Student Success, and FoodShare Toronto.

Service Agreements Awarded and Executed by the Medical Officer of Health for 2019
The purpose of this report is to provide information on the Purchase of Service contracts awarded and executed by the Medical Officer of Health for 2019, according to the delegation of authority by City Council.
The Board of Health recommends that: 1. City Council authorize the Medical Officer of Health to award, execute, and amend the Purchase of Service contract for the 2019 Community Food Works Program, as outlined in Appendix E to the report (April 18, 2019) from the Medical Officer of Health, within the approved budget and in accordance with established provincial criteria and fee structures.

City Council authorize the Medical Officer of Health to award, execute, and amend the Purchase of Service contract for the 2019 Community Food Works Program, as outlined in Appendix E to the report, within the approved budget and in accordance with established provincial criteria and fee structures.

2018 Performance Appraisal - Medical Officer of Health
The Board of Health - Performance Appraisal of the Medical Officer of Health Committee met on April 8, 2019 to review the Medical Officer of Health's 2018 Performance Planner and 2019 Work Plan (see Item HP1.1). The above recommendations are forwarded to the Board of Health for its consideration.
The Board of Health: 1. Approved Confidential Recommendation 1 in Confidential Attachment 1 to the letter (April 8, 2019) from the Board of Health - Performance Appraisal of the Medical Officer of Health Committee. 2. Directed that Confidential Attachments 1 and 2 to the letter (April 8, 2019) from the Board of Health - Performance Appraisal of the Medical Officer of Health Committee and Confidential Attachment 3 from the Medical Officer of Health remain confidential, as they contain personal information about an identifiable individual, including municipal or local board employees.
