The Feasibility of Naming a Park Amenity to "Boris Nemtsov Way"
On May 3, 2019, Parks, Forestry and Recreation (PFR) received a formal resident application to name an unmarked park road within Earl Bales Park, located at 4169 Bathurst Street, to "Boris Nemtsov Way." The City of Toronto reviewed the application in accordance with City's Property Naming Policy. PFR consultation allowed residents to participate in the naming process and provide feedback. The consultation generated opposing reaction and PFR determined that naming the park road after Mr. Nemtsov would be contentious in the community. Given the opposing reaction of residents, ongoing discussions about Mr. Nemtsov's legacy and his lack of local connection to the park, PFR does not support naming the park road.
North York Community Council received the report (January 16, 2020) from the General Manager, Parks, Forestry and Recreation for information.

This staff report is about a matter for which the North York Community Council has delegated authority from City Council to make a final decision. This is a report on the refusal to issue a permit by Municipal Licensing and Standards in the matter of an application for a boulevard cafe permit located at 518 Eglinton Avenue West, Heddington Avenue flankage.
North York Community Council withdrew Item NY13.27 as the applicant withdrew their application.

Following the September 16, 2109 meeting of North York Community Council, staff from Transportation Services advised that technical amendments were needed with respect to Item NY8.20. These amendments were adopted on October 10, 2019 under Item NY9.21 but due to an administrative error, the reference numbers for parts of North York Community Council's September 16 decision to be deleted/amended were incorrect. As such, a further re-opening and amendment is required.
North York Community Council: 1. Re-opened Item NY9.21 headed "Re-opening Item NY8.20 - Parking Amendments - Doris Avenue and Beecroft Road" and rescinded its previous decision with respect to Item NY9.21. 2. Re-opened Item NY8.20 headed "Parking Amendments - Doris Avenue and Beecroft Road" for further consideration. 3. Deleted Part 27 of the Decision of North York Community Council Item NY8.20 and replaced it with the following new Part 27: "27. Authorized the pay parking regulation in effect from 10:00 a.m. to 3:30 p.m., Monday to Friday, from 8:00 a.m. to 9:00 p.m., Saturday and from 1:00 p.m. to 9:00 p.m., Sunday, at a rate of $2.00 per hour, for a maximum parking period of 3 hours and from 6:30 p.m. to 9:00 p.m., Monday to Friday, at a rate of $2.00 per hour, for a maximum parking period of 2.5 hours, west side of Beecroft Road, between a point 30.5 metres north of Park Home Avenue and a point 200 metres north of Park Home Avenue." 4. Re-open Item NY8.20 headed "Parking Amendments - Doris Avenue and Beecroft Road" for further consideration. 3. Adopt the following: a. delete Part 27 of the Decision of North York Community Council Item NY8.20 and replace it with the following new Part 27: "27.
