Metrolinx’s Ontario Line Construction within the North York District - Second Quarter 2026 Update
City Council, at its meeting in December 2025, directed the Transit Expansion Division to report to North York Community Council by second quareter 2026 with an update on Metrolinx's Ontario Line construction within North York. The purpose of this report is to provide updates and project details on the three Ontario Line stations and the elevated guideway located in North York, and includes updates on: - Construction Updates and Impacts; - Metrolinx's Community Benefits and Supports Program; and, - Public Engagement.
North York Community Council: 1. Requested the General Manager, Transportation Services, in consultation with the Executive Director, Transit Expansion, work with Metrolinx to develop a plan to manage rush hour traffic along Brentcliffe Road from Wicksteed Avenue to Eglinton Avenue East, caused by volume impacts resulting from the Beth Nealson Drive long term closure, including but not limited to measures such as the hiring of traffic agents.

This report provides an overview of Metrolinx's planned construction activities for the Yonge North Subway Extension Steeles Station at the intersection of Yonge Street and Steeles Avenue. The report outlines the key construction stages, anticipated timelines, and associated long-term temporary lane closures, turning restrictions, pedestrian and cycling impacts, transit adjustments, and access considerations required to facilitate construction. Construction of Steeles Station requires excavation of a large underground station box within the existing Yonge Street right-of-way. Due to the scale and location of the work, it is not feasible to maintain traffic operations within the existing roadway during key stages of construction. To maintain north-south connectivity, Yonge Street will be temporarily realigned onto a newly constructed diversion road west of its existing alignment. Following implementation of the diversion road, Yonge Street, between Steeles Avenue and Madawaska Avenue, will be fully closed to vehicular traffic during the main construction phase. This report seeks City Council approval for the temporary full closure of Yonge Street, the temporary designation of the diversion road as a public highway and associated temporary traffic and pedestrian by-law amendments required to support construction of Steeles Station. In addition, this report seeks to extend the delegated authority of the General Manager, Transportation Services, to implement long-term temporary road closures and associated traffic modifications to December 31, 2030, to allow flexibility to respond to refinements in construction staging and scheduling without the need for subsequent reports to Council. Approval of the recommendations in this report will enable Metrolinx to proceed with critical construction activities while ensuring that impacts to the transportation network, local communities, and road users are effectively managed through coordinated traffic control, access management, and construction mitigation measures.

Shaftesbury Street - Parking Amendments

Transportation Services is recommending that parking be prohibited between 8:00 a.m. to 4:00 p.m., Monday to Friday on both sides of Shaftesbury Street, between Clifton Avenue and Combe Avenue. This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. CBW Eglinton Phase #2 Inc., is constructing an eight-storey condominium building at 1886-1920 Eglinton Avenue West. The site is located on the north side of Eglinton Avenue West, between Shortt Street and Fairbank Avenue. By way of background, North York Community Council at its meeting on April 2, 2025, approved closure of the west sidewalk and the southbound traffic lane on Shortt Street, as well as full closure of Fairbank Village Lane abutting the site, from May 1, 2025 to July 1, 2026 to accommodate construction staging operations. The developer is now requesting an extension of the duration of the construction staging area on Shortt Street and Fairbank Village Lane. Due to delays resulting from severe winter conditions, supply chain disruptions, shortages of skilled labour, and site-related constraints, which collectively slowed or periodically halted construction activities and extended the overall project timeline. In view of the above, Transportation Services is requesting authorization to extend the duration of the construction staging area on Shortt Street and on Fairbank Village Lane for an additional 13 months, from July 2, 2026 to July 31, 2027 to allow for the construction of the development to be completed.

This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. The purpose of this report is for North York Community Council to consider an appeal submitted by the property owner of 83 Forest Heights Boulevard regarding their encroachment application. The encroachment consists of a wooden privacy fence that does not comply with City of Toronto Municipal Code Chapter 743, Streets and Sidewalks, Use Of. The property owner is seeking authority from North York Community Council to construct and maintain a wooden fence within the public right-of-way at 83 Forest Heights Boulevard, despite its non-compliance with the provisions of Chapter 743.
North York Community Council: 1. Refused the appeal of the encroachment agreement, and required that City lands currently encroached upon are restored to their previous condition.

The property owner will indemnify the City from and against all actions, suits, claims or demands and from all loss, costs, damages, and expenses that may result from such permission granted; b. The property owner shall, at their owner expense, maintain the fence in a state of good repair to the satisfaction of the General Manager of Transportation Services and will not make any additions or modifications to the encroachment beyond what is allowed under the terms of the Agreement; c. The property owner will accept such additional conditions as the City Solicitor or the General Manager of Transportation Services may deem necessary in the interest of the City; d. Erskine Avenue at Redpath Avenue - Parking Amendments
This report is about parking regulations for which Community Council has delegated authority from City Council to make a final decision. Transportation Services recommends that parking be prohibited at all times on the south side of Erskine Avenue, to support proposed geometric safety improvements and maintain vehicle maneuverability at the Erskine Avenue and Redpath Avenue intersection. The proposed changes align with the City's Midtown Infrastructure Implementation Strategy, City's Vision Zero Road Safety Plan and are planned to be constructed as part of the planned resurfacing of Erskine Avenue in 2026.

7 St. Dennis Drive - Construction Staging Area
As St. Dennis Drive is classified as a collector street, City Council approval of this report is required. Osmington Gerofsky Development Corp. is constructing a 37-storey residential building at 7 St. Dennis Drive. The site is located on the south side of St. Dennis Drive, between Don Mills Road and Deauville Lane. Transportation Services is requesting authorization to temporarily close the south sidewalk, a portion of the eastbound bicycle lane and a portion of the eastbound traffic lane on St. Dennis Drive for a period of 25 months, from September 1, 2026 to September 30, 2028, facilitate construction of the development. The proposed construction staging area will result in the removal of one westbound traffic lane. Pavement markings will be adjusted to maintain the bicycle lanes on both sides of the roadway, with one eastbound and one westbound traffic lane. Pedestrian movements will be maintained through a 1.5 metre wide covered and protected walkway located within the closed portion of the eastbound lane on the south side of St. Dennis Drive.
North York Community Council recommends that: 1. City Council authorize the closure of the south sidewalk, the southerly eastbound designated bicycle lane, and a 5.6 metre wide portion of the eastbound curb lane on St, Dennis Drive, between a point 65 metres east of Don Mills Road and a point 60 metres further east, and a provision of a temporary 1.8 metre wide pedestrian walkway and 1.5 metre wide bicycle lane within the closed portion of St. Dennis Drive, from September 1, 2026 to September 30, 2028, inclusive. 2. City Council prohibit stopping at all times on the north side of St. Dennis Drive, between a point 105 metres east of Don Mills Road and a point 57 metres further east. 3. City Council direct the applicant to pressure wash or sweep (weather permitting) the construction site and adjacent sidewalks and roadways daily, or more frequently as needed to be cleared of any construction debris and made safe. 4. City Council direct the applicant to construct and maintain a fully covered, protected and unobstructed walkway for all pedestrians, including for those with mobility devices, for the entire duration of the construction staging area permit to the satisfaction of the City engineer and ensure it is compliant with the Accessibility for Ontarians with Disabilities Act (AODA). 5. City Council direct the applicant to ensure that the existing sidewalks or the proposed pedestrian walkway have proper enhanced lighting to ensure safety and visibility at all times of the day and night. 6. City Council direct the applicant to clearly consult and communicate all construction, parking and road occupancy impacts with local business improvement areas and resident associations in advance of any physical road modifications. 7. City Council direct the applicant to install appropriate signage and request the applicant to install converging mirrors to ensure that pedestrians, cyclists, and motorists' safety is considered at all times. 8. City Council direct the applicant to provide a sufficient number of traffic control persons as determined by the Work Zone Coordinator and Toronto Police Construction Liaison Officer, on a daily basis to control construction vehicle access and egress to and from the site and maintain a safe environment for the public. 9. City Council direct the applicant to provide a sufficient number of pay-duty Police Officers as determined by the Work Zone Coordinator and Toronto Police Construction Liaison Officer, during large scale concrete pours and large scale material deliveries to control vehicle access and egress to and from the site and maintain a safe environment for the public. 10. City Council direct the applicant to install cane detection within the covered and protected walkway to guide pedestrians who are visually impaired. 11. City Council direct the applicant to post a 24-hour monitored construction hotline number on the hoarding board, which must be prominently placed and legible from 20 metres and on all elevations from the construction site. 12. City Council direct the applicant to provide and install public art, including mural artwork, onto every elevation of the hoarding board with adequate spotlighting for night-time illumination, at their sole cost, to the satisfaction of the Ward Councillor. 13. City Council direct the applicant, in consultation with Transportation Services, to maintain any bicycle lanes, and install appropriate signage to inform drivers and cyclists of any changes to the bicycle lanes. 14. City Council direct the applicant to cooperate with and provide all necessary assistance to the City Engineers, staff and representatives carrying out operation, maintenance, and construction activities to municipal infrastructure with the vicinity of the construction staging area, and at no cost to the City to remove any staging to accommodate the necessary municipal infrastructure work. 15. City Council direct that the occupation permit for construction staging on St. Dennis Drive be conditional, subject to there being no conflicts with Metrolinx transit project construction. 16. City Council authorize the appropriate City officials to submit directly to City Council at the appropriate time any necessary bills to amend the appropriate City of Toronto Municipal Code Chapters to give effect to City Council's direction, and to reinstate the traffic and parking regulations to what they were immediately prior to the date of this report from the General Manager, Transportation Services once the project is complete. 17. City Council direct that St. Dennis Drive be returned to its pre-construction traffic and parking regulations when the project is complete.
