1900 Sheppard Avenue East (Crossroads Complex) - Addressing Congestion
Sheppard Avenue East is one of the busiest roadways in Don Valley North. Over the last several years, residents who reside in the condominium complex at 1900 Sheppard Avenue East also known as 'Crossroads' have seen a significant increase in vehicular congestion, and have expressed traffic safety concerns about access and egress into and out of the complex. A "Do Not Block Driveway" sign currently in place has been insufficient to address these issues and this motion recommends the installation of a larger sign and to bring it into sightline to address these concerns. The entrance to the condominium complex is located right next to a busy Toronto Transit Commission bus stop, with the bus lane also being utilized by vehicles turning right to enter Highway 404 located one intersection over. The current 'Do Not Block Driveway' sign is installed on a hydro pole with multiple other signs located right next to the property entrance and is hidden from a driver's view due to the placement of the Highway 404 sign on the boulevard. From a distance, the sign is not visible to drivers and provides no advanced warning of the driveway, and with the sign being placed out of view had made turning into and out of the property dangerous. In response to residents' concerns and staff recommendation, we are requesting that the sign and placement of the pre-existing sign is improved, in order to ensure that drivers are given fair warning about driveway access to the property.
North York Community Council: 1. Directed the General Manager, Transportation Services, to replace the "Do Not Block Driveway" sign for the driveway to 1900 Sheppard Avenue East with a sign at least 50 per cent larger.

This staff report is about a matter for which the North York Community Council has delegated authority to make a final decision. In accordance with Section 33 of the Planning Act and the City of Toronto Municipal Code, Chapter 363, Article 6 "Demolition Control," the application for the demolition of an existing detached house at 3358 Bayview Avenue (application number 19-178828 DEM 00 DM) is being referred to the North York Community Council for consideration to refuse or grant the application, including any conditions, if any, to be attached to the permit application because a building permit application has not been submitted for a replacement building.

Hillmount Avenue and Shermount Avenue (All-Way Stop Control)
On June 1, 2023 Transportation Services advised that the installation of all-way stop control is warranted at the intersection of Hillmount Avenue and Shermount Avenue, based on the study results summarized in the table below. Staff advised that a report recommending installation could be submitted to the September 7, 2023 meeting of North York Community Council. Therefore, in order to expedite the installation of the stop signs, I am requesting that all-way stop control be authorized at the intersection of Hillmount Avenue and Shermount Avenue.

St. Clements Avenue - Parking Changes
St. Clements school (450 Students Grades 1-12) and Upper Yonge Daycare (59 infants - 4 years old) have long experienced challenges with drivers dropping off and picking up children along St. Clements Ave. A new school will open in September 2023 at the corner of Yonge St. and St. Clements Ave. with an enrolment of approximately 70 elementary students further adding to the congestion and complicating a safe pedestrian environment for young students and toddlers. The proposed changes to the parking regulations on the north side of St. Clements Ave will create greater turnover of parked vehicles during peak pick-up and drop-off times easing congestion and facilitating the school and daycare pick-up and drop-off plans. A one hour parking limit at other times will allow local residents and visitors to conveniently park and shop at local businesses. These parking changes also address the fact that Yonge Street cannot be safely used for drop off and pick-up at the new school during peak periods because there is no lay-by resulting in obstructed lanes along the major artery of Yonge Street. In the interest of having a plan in place for the commencement of the new school year in September but having missed the submission deadline for a staff report, Transportation Services has conducted a review of the site and provided my office advice for the following changes.
North York Community Council: 1. Amended the existing maximum one-hour parking regulation in effect from 8:00 a.m. to 6:00 p.m. on the north side of St. Clements Avenue, between Duplex Avenue and a point 84 metres east, to be in effect from 9:00 a.m. to 2:30 p.m., Monday to Friday and 8:00 a.m. to 6:00 p.m., Saturday and Sunday. 2. Authorized parking for a maximum period of 10 minutes from 7:30 a.m. to 9:00 a.m. and 2:30 p.m. to 4:30 p.m., Monday to Friday, on the north side of St. Clements Avenue, between Duplex Avenue and a point 84 metres east.

Trattoria Otto restaurant, located at 3441 Yonge Street, had submitted an application for a curb lane café. Following a feasibility assessment by CaféTO staff, it was determined that the café would not meet the 15 metre setback requirement from the intersection at Yonge Street, between Glen Echo Road and Teddington Park Avenue, as per City of Toronto Municipal Code Chapter 742, Sidewalk Cafés, Parklets and Marketing Displays. The curb lane café would only be setback 12.9 metres and on this basis the application was refused. After further discussions with Transportation staff, they examined the corner setback more closely and feel that a reduced intersection setback of 12.6 metres would not compromise safety and would support the applicant's request for curb lane café. This motion would provide the pathway to exempt Trattoria Otto restaurant from the setback requirement of Municipal Code Chapter 742, Sidewalk Cafes, Parklets and Marketing Displays, and allow them to install a frontage curb lane café.
North York Community Council: 1. Authorized the Executive Director, Municipal Licensing and Standards, or the General Manager, Transportation Services, to exempt curb lane café permit area at 3441 Yonge Street, Trattoria Otto, from the requirement of § 742-10.4. The Bridle Path - Changing Parking Signage
Residents of The Bridle Path are requesting that stopping be prohibited at all times on the north side of the street. This change will address the high volume of parked vehicles on both sides of the street resulting in narrow driving conditions. Transportation Services recommends an additional stopping prohibition on the south side of the street near Bayview Avenue to improve traffic flow and safety at the intersection. Therefore, in order to expedite the sign changes, I am requesting that the proposed stopping prohibitions be approved. City staff are in support and have worked with my office on these recommendations.

Westgate Boulevard - Replace a "No Parking" Sign with an Amended Parking Restriction
Over the past several months, our office has been attempting to resolve an issue with respect to the posted "No Parking" sign that is currently in place along Westgate Boulevard near the intersection with Armour Boulevard. As a compromise, I proposed that the aforementioned sign to be replaced with a sign that states an amended parking restriction of no parking between 8:00am to 6:00pm from Monday to Thursday. This proposed amended parking restriction will be along Westgate Boulevard between Armour Boulevard and Edinburgh Drive.
North York Community Council: 1. Prohibited parking from 8:00 a.m. to 6:00 p.m. Monday to Thursday, on the west side of Westgate Boulevard, between Armour Boulevard and Edinburgh Drive.

Seneca Hill Drive and Kingslake Road - Enhancing Traffic Safety
Pedestrian safety in neighbourhoods, especially around school zones continues to be a significant issue that my office hears about on a daily basis. Over the last several years, residents and parents whose children attend Seneca Hill Public School have expressed concerns over the speed at which cars travels on Seneca Hill Drive. Seneca Hill Drive (between Don Mills and Finch Ave) is a curved road without any stop signs or pedestrian crossings for the entire distance. Parents have reported that vehicles often speed through this section and children walking towards the school from the north-west side have to dodge traffic in order to cross to get over to the school. The curved road also contributes to sightline issues, and many parents and other pedestrians have reported near miss accidents with vehicles that speed around the bend and have to abruptly stop for someone crossing the street. In response to the concerns from parents and the school administration, we are requesting that additional traffic calming measures be installed to improve pedestrian access around Seneca Hill Public School.
