Toronto Parking Authority - Financial Performance for the Year Ended December 31, 2022 (Unaudited)
Toronto Parking Authority's net income for the year ended December 31, 2022 was $31.4 million; $17.0 million higher to plan. Total revenue was $129.2 million; $8.9 million higher to plan as parking revenues improved to 76.2 percent versus pre-pandemic levels (2019). Costs were $97.7 million; $8.2 million lower to plan primarily due to a deliberate management strategy of conserving expenditures including staffing level management reflecting the uncertainty of the recovery in the first half of 2022. The December 31, 2022 Audited Financial statements will be presented at the May 2023 Board meeting.

Toronto Parking Authority Off-Street Electric Vehicle Charging Program Update
As part of our vision to become the world's best provider of sustainable parking, bike share and last mile mobility experiences, Toronto Parking Authority is executing an ambitious rollout plan for Electric Vehicle charging across the City of Toronto. The build-out of Toronto Parking Authority's Electric Vehicle charging network is well underway and is planned to grow to more than 650 Electric Vehicle chargers in off-street (garages and lots) and on-street Green P locations by the end of 2024. The provision of Electric Vehicle charging services is a key component of Toronto Parking Authority's transformation to a mobility services provider, supports the City of Toronto's Net Zero Strategy and will support Toronto Parking Authority's growth and financial returns over the long-term. Throughout 2022, Toronto Parking Authority worked to establish a deployment plan that will guide the build out of Toronto Parking Authority's Electric Vehicle charging network over the next three (3) years. As the first step in this plan, Toronto Parking Authority and its partners installed 116 Electric Vehicle chargers across eleven Toronto Parking Authority off-street parking facilities in 2022, exceeding Management's commitment to install a minimum of 50 Electric Vehicle chargers in 2022. In 2023, Toronto Parking Authority will deliver 175 Electric Vehicle chargers across 18 Car Parks, bringing the total number of off-street chargers to 291. To support the delivery of the 2023 Off-Street Electric Vehicle Charging Program, Toronto Parking Authority completed a number of enabling work programs in 2022, including site assessments, detailed engineering design, coordination with Toronto Hydro-Electric Systems Limited, the release of construction tenders and the establishment of a Vendor of Record arrangement with Electric Vehicle charging equipment suppliers. The purpose of this report is to provide Toronto Parking Authority Board of Directors with an update on the 2023 Off-Street Electric Vehicle Charging Program and to seek authority to award approximately $6.6 million, excluding Harmonized Sales Tax in contracts to Ferguson Electric Company Ltd., Bevcon Construction & Paving Ltd., and Black and McDonald for the construction services required to complete the installation of 175 chargers across 18 Car Parks in 2023. Additional information on the Request for Proposal, bid evaluation and selection process is included in Attachment 1. Lastly, Toronto Parking Authority requires significant electrical upgrades and improvements in order to install and operate electric vehicle charging infrastructure at many of its car parks, particularly surface car parks where existing hydro capacity is limited. Toronto Hydro-Electric Systems Limited is the sole electric utility provider for Toronto and the sole vendor capable of providing this critical enabling work and, as a result, Toronto Parking Authority is seeking authority to issue a Purchase Order to Toronto Hydro-Electric Systems Limited in the amount of $1.0 Million to support necessary electrical upgrades associated with the development of Toronto Parking Authority's off-street Electric Vehicle charging network in 2023.

Modernizing Bike Share Toronto Rate Structure
Bike Share Toronto is a convenient, affordable and sustainable mobility option that has emerged as an integral component of Toronto's transportation network. Since its inception in 2011, the program has seen tremendous success, growing from a system of 80 stations and annual ridership of 400,000 to one of North America's largest bike share systems with a network of over 680 stations, 7100 bikes (including 525 e-bikes) and ridership of 4.6 Million in 2022. Toronto Parking Authority aspires to make Bike Share Toronto the premiere bike sharing system in the world. Management's Bike Share Growth Strategy will deliver a significant expansion to all 25 Wards including electrification of 20 + percent of the fleet. These programmes are designed to elevate customer satisfaction, drive geographic breadth, improve customer accessibility, and deliver a strong platform for sustainable growth over the long term. Bike Share Toronto's success to date can be attributed in large part to management's focus on delivering a consistent, reliable customer experience for each and every ride. These efforts were rewarded by securing our best ever customer satisfaction score of 92 percent during our peak summer season in 2022. However, as Bike Share continues to enjoy double-digit ridership growth, our operating performance is beginning to be stressed reflecting market place demand exceeding supply-particularly during peak operating hours. This traffic drove a 19.4 percent increase in programme expenses in 2022 exacerbated by inflation, investments in frontline resources and more-costly E-bike operations. Failure to address the imbalance between volume growth and cost pressures will degrade key operating metrics and ultimately undermine customer experience. In order to address this material risk and ensure the sustainable growth of the programme, management is recommending modest changes to its rate structure, which has been unchanged since 2017 despite the programme tripling in size. This report provides an update on Bike Share's rate structure review, including an overview of the research methodology used to develop recommendations for a new and modernized Bike Share Toronto rate structure, that, if approved, will take effect on April 3, 2023.
The Board of Directors of Toronto Parking Authority recommends that: 1. City Council approve (as required by Section 441-11 of Chapter 441, Fees and Charges, of the City of Toronto Municipal Code) the following adjustments (excluding Harmonized Sales Tax) to the Bike Share Toronto program rate structure to take effect April 3, 2023: a. annual 30 Membership Fee of $105.00; b. annual 45 Membership Fee of $120.00; c. annual Membership Overage Fee charges of $0.12 per minute exceeding the user's selected Annual Membership limit; d. annual Members E-bike per minute charge of $0.10; e. casual customer Iconic bike per minute charge of $1.00 unlock fee + $0.12 per minute; f. casual customer E-bike per minute charge of $1.00 unlock fee + $0.20 per minute; g. a 90-minute Iconic bike day pass (24h) of $15.00 +$0.12 for each additional minute; and h. annual Bike Share Toronto Low-Income Program Membership Fee of $5.00.

Targeted Update to Off-Street Parking Rates - First Quarter 2023
The purpose of this report is to seek approval from the Board of Directors of Toronto Parking Authority to make targeted adjustments to parking rates at seven (7) off-street parking facilities. These recommended changes are in addition to the recent approval of rate changes at over 100 off-street locations at the November 14, 2022 Board meeting. Management has reviewed the competitive dynamics at these seven (7) locations and recommends that we execute modest price increases at these high demand locations to maximize yield while maintaining competitiveness in the marketplace. This approach is consistent with good commercial practices and aligns with Council direction to review pricing opportunities across our portfolio.

Approved the rates at the off-street parking facilities identified in Table 1 in the report (February 16, 2023) from the President, Toronto Parking Authority, and directed the President, Toronto Parking Authority, to implement these rates on or before April 1, 2023.

Toronto Parking Authority Rental Property Portfolio Update - First Quarter 2023
Toronto Parking Authority has a commercial and residential rental portfolio comprised of 35 units accounting for over 7,000 square metres (m) across 17 properties. The tenancies are varied in use including retail, office, car wash operations and residential. The entire rental portfolio generated a Gross Revenue of $1,164,008 in 2022. Toronto Parking Authority's rental portfolio has grown over the past 35 years. Intended to animate the streetscape and attract parking demands, retail units were built between 1980 and 2000 into above grade parking structures. Toronto Parking Authority has also grown its rental portfolio through the acquisition of properties in areas where high future parking demands have been projected. This strategy was primarily employed during the 2010's when properties were acquired and held with interim rental units in place while the sites were prepared for the future development or expansion of car parks. The management of commercial and residential tenancies falls outside of the core services that Toronto Parking Authority delivers and has been identified for centralization under Corporate Real Estate Management through the City-Wide Real Estate model. Implementation of the centralized real estate service delivery model is in progress and the work needed to transfer Toronto Parking Authority's rental portfolio has commenced and will continue through the first quarter of 2023. Until the transfer is completed, Toronto Parking Authority will continue to be responsible for tenancy management and property maintenance at its rental properties in consultation with Corporate Real Estate Management under their delegated authority for real estate transactions. The purpose of this report is to provide Toronto Parking Authority Board of Directors with an update on the status of Toronto Parking Authority's rental property portfolio including an overview of the portfolio's holdings, a review of the key issues impacting Toronto Parking Authority's management of the rental property portfolio and an overview of new opportunities.

Toronto Parking Authority Parking Management Services Portfolio Update - First Quarter 2023
Toronto Parking Authority operates an extensive inventory of 307 off-street parking facilities containing over 40,000 spaces. 145 of these locations, including more than 24,000 parking spaces are managed and operated by Toronto Parking Authority under arrangements collectively described as "Parking Management Agreements" or "PMA's". Through Parking Management Agreements, Toronto Parking Authority provides some, or all of the following parking management services: undertaking of capital improvements, provision of payment equipment including use of the Green P Mobile App, coin collection services, enforcement and maintenance. In most cases, Toronto Parking Authority provides a full range of services, however, a more limited arrangement may be provided in some cases at the request of the contracting party. In 2022, Toronto Parking Authority 's parking management business generated $24,625,284 in Gross Revenue. While demands and revenues softened during the COVID-19 pandemic, 2022 Gross Revenues exceeded both 2020 and 2021 results and grew 90 percent Year-over-Year compared to 2021. Within the context of the new City-wide Real Estate model, where Toronto Parking Authority no longer has an interest in the ownership of land, Toronto Parking Authority is increasingly shifting its focus to an expansion of the parking management services it provides to third parties through Parking Management Agreements. This part of Toronto Parking Authority 's business has a lower risk profile and has the potential to generate returns that outperform the traditional operation of owning and operating parking facilities. The purpose of this report is to provide the Toronto Parking Authority Board of Directors with an update on the status of Toronto Parking Authority's Parking Management Agreement portfolio.

City Building Activity Update - 2023 First Quarter
The purpose of this report is to provide Toronto Parking Authority Board of Directors with an update on the advancement of key policy initiatives, programs and projects impacting Toronto Parking Authority. These include the development of a City of Toronto - Toronto Parking Authority Relationship Framework, the continued implementation of the City-Wide Real Estate Model, the Parking Portfolio Review being undertaken by CreateTO and the development of a City-Wide Parking Strategy being led by Transportation Services. The status of Toronto Parking Authority facilities that have been identified for city building opportunities and initiatives or which are otherwise being redeveloped through joint venture projects is also provided. Further updates about city building activities involving Toronto Parking Authority facilities will continue to be provided to the Toronto Parking Authority Board of Directors on a semi-annual basis. Updates about the City-Wide Parking Strategy and the Parking Portfolio Review will be provided as the work continues to progress.

In accordance with the Toronto Parking Authority Board of Directors By-law 1-2021, the Board determines the place in Toronto, day, and hour of its regular meetings and the schedule of those meetings shall be publicly available by the first meeting of the Board in each calendar year. City Council on November 23 and 24, 2022 approved the 2023 schedule of meetings for City Council and its Committees. The 2023 schedule of meetings for the Toronto Parking Authority Board of Directors and the Toronto Parking Authority Audit and Risk Management Committee has been developed to avoid dates, whenever possible, that conflict with the approved City Council schedule; and to avoid meetings on days of cultural or religious significance.
