Toronto Parking Authority - 2022 Operating Budget and 2022-2031 Capital Budget
Management is forecasting a full year 2021 net income loss of $(9.5) million; $(7.3) million worse than budget and a decline of $(85.1) million compared to pre-pandemic 2019 net income. Operating revenues forecasted at $78.5 million, or $(12.5) million worse than budget, following transaction volume declines of -23 percent versus prior year and -51 percent versus 2019. Cash reserves at the end of 2021 are forecasted to be $51.5 million due to management's continued focus on cash preservation and to ensure Toronto Parking Authority's operational obligations can be met; Toronto Parking Authority reserves are planned to be fully utilized in 2024. As directed by City Council, Toronto Parking Authority will provide a $12 million dividend to the City of Toronto in 2021. These funds will be sourced through Toronto Parking Authority's cash reserves. In 2022, Management is planning full year net income of $14.4 million with revenue improving to 72 percent of pre-pandemic (2019) levels. This net income will trigger a $12.2 million dividend to the City and has been included in Toronto Parking Authority's budgeted 2022 cash reserves forecast. Financially, and despite an improving top-line operating environment, Management will remain focused on driving cost productivity and cash preservation. Operationally, Management will be maniacally focused on delivering our five strategic platforms: Build a Great Place to Work, Strengthen the Core, Accelerating Growth and Financial Sustainability, Connecting with our Customers, and Engage and Innovating with our Strategic City Partners. Critical projects identified within our strategic framework for 2022 include Talent Development, Health and Safety, fast tracking the deployment of Toronto Parking Authority's Electric Vehicle Charing Infrastructure, accelerating expansion of the Bike Share program, and development and execution of our asset management plan. This report also provides an executive summary of the On and Off-street rate reviews and responds to City Council direction for Toronto Parking Authority to carry out a market rate analysis of parking rate adjustments in coordination with the annual budget process.

City Building Activity - 2021 Third Quarter
The purpose of this report is to provide Toronto Parking Authority Board of Directors with an update on the status of Toronto Parking Authority facilities that have been identified for City building opportunities and initiatives or which are otherwise being redeveloped through joint venture projects. This report seeks authority from Toronto Parking Authority Board of Directors to extend the parking management services provided to Starbank Developments 350 Corp. (Owner) at Car Park 259, which is located at 342-350 Bloor Street West/4 and 6A Spadina Road (the Property) (refer to Appendix A - Site Location Map). Should the recommendations of this report be adopted, the Agreement will extend Toronto Parking Authority's management of Car Park 259 for a five-year term. The proposed Agreement with the Owner will be in accordance with the terms and conditions outlined in Confidential Attachment 1.

Parking Equipment Services Agreement with Exhibition Place for Car Parks 851, 852-859
This report seeks Toronto Parking Authority Board of Directors authority to extend the parking equipment services provided to Exhibition Place (Owner) by Toronto Parking Authority at eight (8) car parks totalling 3,692 spaces located within the Exhibition Place grounds in Toronto (refer to Appendix A - Site Location Map). Should the recommendations of this report be adopted by Toronto Parking Authority Board of Directors, the Agreement will extend Toronto Parking Authority's provision of parking equipment services at all eight (8) car parks for a term of one (1) year, six (6) months and sixteen (16) days. The proposed Agreement with the Owner will be in accordance with the terms and conditions outlined in Confidential Attachment 1.

Toronto Parking Authority has issued a request for proposal to retain the consultant services needed to perform comprehensive building condition assessments at various car parks throughout the city as part of Toronto Parking Authority's state of good repair program. The scope of work consists of preparing comprehensive building condition assessment reports, including all structural, mechanical, electrical, civil, architectural, elevators and life safety systems, preparation of a 30-year maintenance and capital spending plan, and a summary report of deficiency prioritization and categorization. The car parks that make up this assignment were chosen based on projected need to complete rehabilitation work in the next five (5) years, location and revenue generation. Toronto Parking Authority will use the consultant reports generated to develop a comprehensive and integrated repair program for each garage that will include structural repairs, lighting upgrades, fire alarm, sprinklers, main electrical equipment (emergency generator, switchgear, transformer), elevator repairs/replacement, signage and wayfinding improvements. The request for proposal was issued to five (5) consultant and five (5) proposals were received. All the consultants invited to submit proposals are capable of providing the services required. The selection is guided by the fee quoted, technical capabilities of the consultants, submission requirements and acceptance of the terms and conditions noted in the request for proposal. Based on the bid price, ability to complete the work in the prescribed time and the conformance to tender requirements, Toronto Parking Authority is recommending that the contract of building condition assessments for 5000-253 - Car Parks 29 (75 Holly Street), 42 (91 Via Italia), 125 (323 Richmond Street East), 150 (40 Larch Street), 261 (45 Abell Street), and 286 (51 Dockside Drive) be awarded to Read Jones Christoffersen Ltd., and the contract of building condition assessments for 5000-254 Car Parks 13 (20 Delisle Avenue), 34 (20 Dundas Square), 43 (2 Church Street), 68 (20 St. Andrew Street), and 404 (95 Beecroft Road) be awarded to Synergy Partners Consulting Limited.

Toronto Parking Authority is carrying out construction activities to upgrade the electrical switchboard equipment at Car Park 29, located at 75 Holly Street and Car Park 43, located at 2 Church Street. The main switchboard and electrical distribution equipment at both of the Car Parks are over 40 years old and are past their service life, making these upgrades necessary. The construction contract for the Electrical Switchboards Upgrades was awarded on July 2, 2019 to Beckett Electrical Inc. (Beckett) in the amount of $363,500.00, plus $16,500 in contingency, resulting in a total approved amount of $380,000, excluding Harmonized Sales Tax. Work at these car parks commenced on July 2, 2019. Following findings during construction by Beckett, Toronto Parking Authority was provided with change orders for unforeseen changes that occurred during the course of the project. In addition to the unforeseen changes, Toronto Parking Authority agreed reimburse Toronto Community Housing Corporation for a generator rental to fully backup their building units due to the duration of the second power shutdown. Quotes for the unforeseen changes and the generator were reviewed by Toronto Parking Authority's consultant for the project, AECOM Canada Ltd., who verified that the quotes received were reasonable for the additional scope of work required. These additional costs, net of the existing contingency, amounted to $125,867.54. This cost plus a contingency of $58,632.46 will amount to a new contract upset limit of $564,500 net of all taxes for the work. Under Toronto Parking Authority Policy Resolution 5-10: Delegation of Authority, changes to a contract that exceed 20 percent of the original contract value require the authority of Toronto Parking Authority Board of Directors. Authority to amend the contract is therefore being requested.
