Toronto Parking Authority Real Estate Program
The Director, Portfolio Execution, CreateTO will provide an update on CreateTO's management of the Toronto Parking Authority's real estate portfolio. In 2018, the Toronto Parking Authority was integrated into the City-wide Real Estate program. CreateTO provides portfolio strategy, execution, and development services to the Toronto Parking Authority as a client.
The Board of Directors, CreateTO: 1. Requested the Chief Executive Officer, CreateTO, in consultation with the Executive Director, Corporate Real Estate Management and the President, Toronto Parking Authority (TPA), to ensure that any redevelopment or disposition of TPA property include provisions that meet or exceed the Toronto Green Building Standard. 2. Requested the Chief Executive Officer, CreateTO, in consultation with the Deputy City Manager, Internal Corporate Services, the Director, Environment and Energy, and the President, Toronto Parking Authority (TPA), to ensure that the work of the City's Environment and Energy Division with respect to TransformTO be incorporated and leveraged in the TPA Real Estate Strategy to deliver additional environmental, social and environmental benefits to the City and to report back to the Board of Directors, CreateTO in the fourth quarter of 2020 as part of the TPA Real Estate Strategy. 3. Requested the Chief Executive Officer, CreateTO to include the strategies that will be used to achieve new affordable housing, in the report requested in the fourth quarter 2020 on the TPA Real Estate Strategy. 4. Requested the Chief Executive Officer, CreateTO to ensure that all future CreateTO initiated projects meet or exceed the Toronto Green Building Standard and that all future reports list opportunities to address climate change and city building.

Opportunity for Potential Relocation and Expansion of the Deer Park Library
The purpose of this report is to inform the Board of Directors of CreateTO on the ongoing conversations between staff of CreateTO and the Toronto Public Library ("TPL") with Wittington Properties Limited ("Wittington") and Capital Developments ("Capital"), on options relating to the City owned Deer Park Library site at 40 St. Clair Avenue East (the "Subject Property") provided a new and expanded library can be relocated within the abutting Wittington development at 1485 Yonge St ( the "Development"), currently the subject of an official plan amendment and rezoning application. CreateTO has been working with the Toronto Public Library and the City Planning Department to understand the opportunities that exist within this proposal for the Subject Property itself, and within the broader Yonge and St. Clair public realm and neighbourhood. The potential relocation of the Deer Park Library to the Development could allow for a new expanded facility that is more visible and well connected to the broader community and is integrated within a transit oriented development. The redevelopment of the Subject Property also presents an opportunity to help advance a "Big Move" in the recently approved Yonge St. Clair Planning Framework which has identified an opportunity for an enhanced public realm and community gateway at this location.

City-owned 311 Staines Road comprises a north parcel and south parcel, separated by a Hydro corridor. The purpose of this report is to provide an update to the Board of Directors of CreateTO on the non-binding conversations between CreateTO staff and the principals of the Tamil Community Centre ("TCC") regarding a proposed land lease (the "Land Lease") for the south parcel of 311 Staines Road (the "Subject Property"). TCC have proposed a new community centre on the Subject Property which will serve the community as a whole while providing a focus on the Tamil Community. The Tamil community has been working for some time to identify a location within Northeast Scarborough in order to build a new community centre with the goal to address the gap in services available to the broader Tamil community. The proposed location of the new TCC at the Subject Property is ideally located to serve the immediate community along with the broader Tamil communities in Pickering, Ajax and Markham. In addition, the community centre will work to incorporate the needs of community members at large, who would be able to access and use this facility through a Community Access Agreement which will work as a companion document to the Land Lease. This location is home to a large number of new immigrant families, single parent households, and/or individuals with socio-economic barriers. While the agreements will be with the TCC, it will be carried out with sensitivity to the needs of the many other communities in the neighbourhood. Communities including Indigenous, Black and Caribbean communities confront similar difficulties in terms of travel time to access vital services, a lack of recreational services, neighbourhood improvement projects, and affordable spaces for community and cultural events. The TCC will be a valuable resource to improve vital services to all communities in the surrounding neighbourhoods.
The Board of Directors of CreateTO: 1. Directed the Chief Executive Officer, CreateTO in consultation with the Executive Director, Corporate Real Estate Management, the General Manager, Economic Development and Culture, the Chief Planner and Executive Director, City Planning along with the General Manager, Parks, Forestry and Recreation to negotiate the terms and conditions of a long-term fair market-value lease agreement with the Tamil Community Centre, to design, build, finance and operate a new not-for-profit Community Recreation Facility on the south parcel of the City-owned property at 311 Staines Road, as shown and outlined on Attachment 1 to the report (July 9, 2020) from the Chief Executive Officer, CreateTO. 2. Directed the Chief Executive Officer, CreateTO in consultation with the General Manager, Economic Development and Culture, along with the General Manager, Parks, Forestry and Recreation to negotiate the terms and conditions of a Community Access Agreement to accompany the Land Lease. 3. Directed the Chief Executive Officer, CreateTO to consult with the Executive Director, Social Development Finance and Administration and the Director of the Indigenous Affairs Office on how to ensure that the Community Access Agreement is developed to best meet the needs of vulnerable and Indigenous communities. 4. Directed the Chief Executive Officer, CreateTO, in consultation with the Indigenous Affairs Office to report back on the feasibility of how any agreements may include requirements for Indigenous Placemaking and how this would be incorporated into any redevelopment of the Subject Property.

On January 30, 2019, City Council approved a signature affordable housing initiative, "the Housing Now Initiative," to leverage City-owned land for the purpose of creating new, mixed-use, mixed-income communities. Through the initiative, 11 properties were identified for development, with the potential to create a total of 10,000 new residential units. On May 28, 2020, Council approved the addition of 6 more sites to the Housing Now Initiative with the potential to create 1,455 to 1,700 residential units. The Housing Now Initiative is coordinated through a Steering Committee composed of senior staff from the Housing Secretariat, City Planning and CreateTO. The purpose of this report is to provide a broad status update on the progress made to-date on the 17 properties.

Housing Now - Business Case Update for 705 Warden Avenue
This report recommends that the CreateTO Board of Directors endorse the revised business case and market offering for 705 Warden Avenue. In February 2020, the Planning and Housing Committee ("PHC") considered a Final Report on the 705 Warden Housing Now site. PHC requested the Chief Planner and Executive Director, City Planning, in consultation with the Chief Executive Officer, CreateTO and the Executive Director, Housing Secretariat, to review potential revisions to the development concept with the objective of providing additional housing opportunities on the site. The Committee also directed staff to consult with the Ward Councillor and local community on this matter and report back to the PHC. In response to PHC's request, City staff and CreateTO prepared an updated development concept, which was presented to the community in an online public information session on May 13, 2020. The updated development concept permits 60,000 square metres of development, which would include up to 600 residential units, an increase of 100 residential units from what was originally proposed. Of the potential 600 units, 250 would be affordable residential units delivered through the Housing Now Initiative. A Supplementary Report on this updated development concept was considered and adopted by the Planning and Housing Committee at its meeting on June 15, 2020. City Council (June 29, 2020) adopted the proposed Zoning By-law Amendment, intention to approve the Draft Plan of Subdivision. Following the market offering process, City and CreateTO staff will report to the CreateTO Board prior to finalizing sale or lease agreements. The CreateTO Board will review for approval the terms and conditions for the proposed agreements with the successful proponent.

Opportunity to Create New City Park at 105 Spadina Avenue and 363 Adelaide Street West
The purpose of this report is to receive feedback and direction on the proposed terms of a transaction involving two City-owned properties at 105 Spadina Avenue and 363 Adelaide Street West, and the privately owned property at 101 Spadina Avenue, owned by Devgreat Inc. The City-building benefits of this transaction are to create a new 1,000 m2 public park, to significantly increase public parking on this site and to generate additional funds to be used for affordable housing. As currently proposed, the transaction contemplates the disposition of a portion of the City-owned surface parking lots at 105 Spadina Avenue and 363 Adelaide Street West to Devgreat Inc., the Owner of the adjacent property at 101 Spadina Avenue. Following the proposed disposition, the combined properties will be redeveloped by Devgreat Inc. into a mixed-use high-rise development and at a minimum 1,000 m2 stratified public park. Public and private parking will be constructed below-grade under both the proposed development and the new city-park. The height of the development and mix of residential and non-residential gross floor areas are still to be finalized through the planning approval process. Following the completion of the project, Devgreat Inc. will convey to the City the 1,000 m2, rectangular public park at the corner of Spadina Avenue and Adelaide Street West, and a minimum of 70 below grade parking stalls constructed to Toronto Parking Authority (TPA) standards. Lastly, all additional remaining proceeds from this transaction are to be used by CreateTO and the Housing Secretariat to acquire an estimated 25-30 affordable housing units in the area, with specific focus on potential affordable housing opportunities at the City-owned properties 35 Bellevue Avenue and 15 Denison Avenue.

Authorized the Chief Executive Officer, CreateTO, in consultation with the Executive Director, Corporate Real Estate Management, the President, Toronto Parking Authority and the General Manager, Parks, Forestry and Recreation to negotiate with Devgreat Inc the acquisition of a portion of the properties known legally as 101 Spadina Avenue, 105 Spadina Avenue and 363 Adelaide Street West (1,000 m2 in size) for use as a future public park, and as identified as Parcel A in Appendix B to the report (July 13, 2020) from the Chief Executive Officer, CreateTO, substantially in accordance with the terms outlined in Confidential Attachment 1 and conditional upon the disposition described in Recommendation 1. 3. Authorized the Chief Executive Officer, CreateTO to work with the Executive Director, Corporate Real Estate Management and the Executive Director, Housing Secretariat to ensure that all net proceeds remaining from this transaction following the acquisition of the public park and Toronto Parking Authority underground parking spaces, are allocated to the acquisition of affordable housing units in the area. 5. Authorized the public release of Confidential Attachment 1 to the report (July 13, 2020) from the Chief Executive Officer, CreateTO following the closing of any purchase transaction. 6. Directed the Chief Executive Officer, CreateTO to work with the Executive Director, Housing Secretariat on a plan to redevelop the properties located at 15 Denison Avenue and 25 Bellevue Avenue and to report back to the Board in the third quarter of 2020 with a development plan, and that consideration be given to selecting a not-for-profit partner as the development partner for both of these properties. 7.
