705 Progress Avenue - City-initiated Development Master Plan and Planning Approval Process
City Council on February 5, 2025, adopted Item EX20.2 as amended and, in so doing, has: 1. Requested the Board of Directors of CreateTO to direct the Chief Executive Officer, CreateTO to work with the Executive Director, Corporate Real Estate Management, the Executive Director, Social Development, Finance and Administration, the General Manager, Parks and Recreation, the Executive Director, Development Review, the Chief Planner and Executive Director, City Planning and the Executive Director, Housing Secretariat, to advance the Development Master Plan process as outlined in Attachment 1 to the report (January 14, 2025) from the Executive Director, Corporate Real Estate Management. 2. Requested the Board of Directors, CreateTO to direct the Chief Executive Officer, CreateTO, in consultation with the Executive Director, Corporate Real Estate Management, to negotiate agreements with Toronto Lands Corporation and/or Toronto District School Board, as appropriate, for the Development Master Plan and report back to City Council on negotiated terms.
The Board of Directors of CreateTO : 1. Old City Hall - Future Uses Analysis
City Council on February 5, 2025, adopted Item EX20.3 as amended and, in so doing, has requested the Board of Directors, CreateTO to direct the Chief Executive Officer, CreateTO to: 1. Re-examine short and medium potential future uses for Old City Hall, substantially in accordance with the Revitalization and Management Principles outlined in Attachment 1 to the report (January 14, 2025) from the Executive Director, Corporate Real Estate Management, and other considerations outlined in the report (January 14, 2025) from the Executive Director, Corporate Real Estate Management, and report back to City Council by no later than the second quarter of 2026; and 2. Provide a feasibility study for establishing a City of Toronto Museum, Toronto Public Library branch and other complementary uses at Old City Hall that includes estimated capital and operating costs, potential for a City-run operating model, creating a foundation to receive philanthropic donations, and an examination of architectural, design and layout challenges/opportunities.
The Board of Directors of CreateTO: 1. This report is in response to the motion passed at the CreateTO Board meeting on March 3, 2025 (Item RA17.3 ). CreateTO submitted a letter to the City Manager (March 5, 2025) requesting information about (i) the nature and extent of public consultations conducted and planned in relation to the City of Toronto's (the "City") Policy Framework - City Response to Demonstrations, and (ii) the level and scope of the City's consultation and engagement with Indigenous Peoples as part of this process, and (iii) the City's overall policy framework concerning engagement with Indigenous communities. The City Manager's provided a response letter dated April 4, 2025.

CreateTO 2024 Financial Results
As the City of Toronto's real estate agency, CreateTO applies a strategic city-wide lens to Toronto's real estate holdings, develops City buildings and lands for municipal purposes and delivers real estate solutions to advance City Council's key public policy goals and meet the program needs of City divisions, agencies, and corporations. Toronto has an extensive real estate portfolio, which holds tremendous value, both financially and in its potential to be activated for the public good. CreateTO was established to put that value to use for our city. The agency offers creative and strategic approaches to solving some of our city's most pressing challenges, from building affordable homes and inclusive communities, to creating cultural and employment opportunities, driving economic prosperity, achieving our climate goals, and increasing our collective quality of life. Key accomplishments achieved in 2024 have been summarized in CreateTO's 2024 Highlights Report. Please refer to Attachment 1 for details. For the year ending December 31, 2024, KPMG LLP conducted the audit and delivered a clean audit opinion. Please refer to Attachment 2 for KPMG LLP's audit findings report and Attachment 3 for the audited financial statements
