City Council on March 26 and 27, 2025, adopted Item TE20.5 and, in so doing, has requested the Board of Directors of CreateTO to direct the Chief Executive Officer, CreateTO, together with relevant City staff, to explore and propose the repurposing of City-owned lands in the Liberty Village area for community services and facilities, which may include, a community recreation centre, a public library, a public school and/or a community hub, among other community uses, as part of the Liberty Village Regeneration Area Study.
The Board of Directors of CreateTO: 1. Mayor’s Economic Action Plan in Response to United States Tariffs
City Council on March 26 and 27, 2025, adopted Item EX21.2 as amended and, in so doing, has: 1. Adopted the Mayor's Economic Action Plan in Response to US Tariffs, as outlined in Revised Attachment 1 to the revised report (March 18, 2025) from the City Manager and the General Manager, Economic Development and Culture, as amended by part 2 of City Council's decision to include actions under "Mobility of People and Goods" to support the improvement of the mobility of goods and services connected with the economy. 2. Requested the City's agencies and corporations to adopt similar policies where possible.

City Council on April 23 and 24, 2025, adopted Item GG20.14 as amended and, in so doing, has: 1. Directed the General Manager, Economic Development and Culture and the Chief Technology Officer to establish the annual Mayor's Data and Artificial Intelligence Innovation Challenge to recognize, celebrate, and inspire non-City individuals and organizations as well as City divisions, agencies and corporations that leverage data and AI to showcase research, projects, or solutions that address opportunities to foster civic engagement and public service delivery in Toronto. 2. Requested the boards of City Agencies and Corporations to participate in the Mayor's Data and Artificial Intelligence Innovation Challenge.

In recognition of the urgent need to expedite efforts to transform Toronto's housing system, this report provides the CreateTO Board of Directors with a broad update of 2025 housing-related work items: Priority housing sites, with proponents and equity confirmed (7 sites) Housing sites with secured proponents (2 sites) Housing sites that are zoned and tracking to market calls/securing a proponent (8 sites) Housing sites in market (1 site) Housing sites tracking to final zoning (5 sites) The projects at 267-275 Merton St. and 610 Bay St./130 Elizabeth St. are signature housing projects that leverage City-owned lands and will deliver over 1,350 new rental homes including at least 369 affordable rental homes. Market conditions have changed since the Board approved the deal terms for these two sites in 2024, most notably a reduction in market rental rates, and an increase in project costs, impacting the financial viability of the projects. In order to maintain the viability of these projects in the face of shifting market conditions, this report makes recommendations to help 'unstick' these housing projects to start construction on a significant amount of new purpose-built and affordable rental homes in 2025.

931 Yonge Street - Updated Business Case
This report recommends the Board of Directors, CreateTO endorse the updated business case in support of a market offering for the city-owned site located at 931 Yonge Street (the "Site"). At its meeting on May 21 and 22, 2025, City Council adopted Item PH21.4: Toronto Builds: A Policy Framework to Build More Affordable Housing , which authorized advancing a market offering for 931 Yonge Street, 158 Borough Drive and Bloor-Kipling, Block 5, through a business case and market offering process. Endorsement of the business case by the Board of Directors, CreateTO, and senior City leadership is required prior to final approval of the business case and market offering. The business case was endorsed by the City's senior leadership team at the Housing Development Executive Committee on May 16, 2025 subject to CreateTO Board approval. 931 Yonge Street is governed by the new Toronto Builds Policy Framework as set out in Item PH21.4. The updated business case meets all the requirements of the Toronto Builds Policy Framework. The property is located at 931 Yonge Street in Ward 11 (University-Rosedale). It is bounded to the north by Aylmer Avenue, to the south by Baxter Street and by a public lane way to the east. An existing office building currently houses Toronto Community Housing Corporation's (TCHC) head office. The TCHC offices will be relocated as part of ModernTO, the City's Workplace Modernization Program. The development concept (refer to Attachment 1) consists of a 32-storey tower above a 5-storey base podium. The built form has been designed to maximize the opportunity for new market and affordable housing and includes approximately 250 residential units and a minimum of 100 square meters of non-residential space on the ground level. The current development statistics are outlined in Table 1. Following the market offering process, CreateTO will report to the Board of Directors on the development partner selection prior to finalization of legal agreements.
The Board of Directors of CreateTO: 1. Master Services Agreement with City of Toronto for Housing Development
This report provides information about the development of a Master Services Agreement ("MSA") between CreateTO and the City of Toronto (City), details key components of the MSA, and seeks authority to execute CreateTO's MSA and carry out its terms. To meet the complex and evolving housing needs of its residents, the City is pursuing a more proactive and hands-on approach to housing development. As detailed in EX19.1 - Strengthening the City of Toronto's Housing Development Capacity to Deliver Housing Faster , in December 2024, City Council directed the Deputy City Manager, Development and Growth Services to negotiate and execute an MSA with CreateTO to support these housing needs. A similar MSA will be entered into between the City and Toronto Community Housing Corporation ("TCHC"). In addition, through EX19.1, City Council established a Housing Development Office, reporting to the Deputy City Manager, Development and Growth Services, to focus exclusively on advancing and accelerating the delivery of housing on City-led and City-supported sites. City Council requested CreateTO to continue to bring forward potential housing sites and opportunities to the City for consideration and decision, and to advance work on housing opportunities at the direction of the City. In May 2025, City Council approved a new policy framework for City-owned land through PH21.4 - Toronto Builds - A Policy Framework to Build More Affordable Rental Homes on Public Land . The Toronto Builds Policy Framework provides consistency among the City's various housing programs (such as Housing Now, ModernTO, and Modular Housing Initiative) by establishing policies in 12 key areas to guide development through a harmonized framework. This framework was developed to provide flexibility to respond to challenging market conditions which vary across Toronto and impact the financial viability of new affordable housing developments Combined, these directions, initiatives and policy developments are designed to streamline processes, align resources, and facilitate the timely development of housing on land owned by the City and its agencies and corporations. As the City's strategic real estate agency, CreateTO will play a fundamental role in this new approach. A key component of this approach involves documenting the roles, responsibilities, deliverables, and City approvals on projects assigned to CreateTO and TCHC by entering into MSAs for housing development and delivery between the City and each of CreateTO and TCHC.
The Board of Directors of CreateTO: 1. Authorized any two officers of CreateTO to execute a Master Services Agreement between CreateTO and the City of Toronto, substantially on the terms outlined in Confidential Attachment 1 to the report (June 6, 2025) from the Chief Executive Officer, CreateTO, and in a form satisfactory to the Chief Legal Counsel, CreateTO. 2. Directed the Chief Executive Officer, CreateTO to negotiate and settle all required schedules to the Master Services Agreement, in forms satisfactory to the Chief Legal Counsel, CreateTO. 3. Authorized any two officers of CreateTO to execute any amendments to the Master Services Agreement between CreateTO and the City of Toronto as may be required to incorporate the required schedules, in forms satisfactory to the Chief Legal Counsel, CreateTO. 4. Authorized any two officers of CreateTO to execute any project addenda ("Project Addenda") required in relation to any housing development projects assigned by the City of Toronto to CreateTO pursuant to the Master Services Agreement, in forms satisfactory to the Chief Legal Counsel, CreateTO. 5. Directed the Chief Executive Officer, CreateTO to take all such actions as may be necessary to carry out CreateTO's obligations pursuant to the Master Services Agreement and all related Project Addenda. 6.
