10-Year Circular Economy Road Map
City Council on November 12 and 13, 2025, adopted Item IE25.1 as amended and, in so doing, has requested the City's Agencies and Corporations to review the report of the Executive Director, Environment, Climate and Forestry and the General Manager, Solid Waste Management Services, dated October 15, 2025, titled "10-Year Circular Economy Road Map," including all attachments, along with City Council's directions, and adopt similar actions where possible.

Appointments to the CreateTO Board of Directors
At its meeting on December 16 and 17, 2025, City Council considered Item NC27.2 , entitled "Appointment of Public Members to the CreateTO Board" and appointed the following public members to the CreateTO Board, at the pleasure of Council, for the following terms of office beginning on December 18, 2025: • Bruce Davis for a term of office ending on December 19, 2029, and until a successor is appointed; and • Allison Mendes for a term of office ending on December 19, 2029, and until a successor is appointed; and Through adoption of Item NC27.2 , City Council also re-appointed Sheerin Sheikh to the CreateTO Board, at pleasure of Council, for a term of office starting on March 29, 2026, and ending on December 19, 2029, and until a successor is appointed as well as appointed Bruce Davis as Chair of the CreateTO Board.

Housing Progress Update and Bloor-Kipling Block 5 (970 Kipling Avenue) Update
In recognition of the urgent need to expedite efforts to transform Toronto's housing system, this report provides the Board of Directors, CreateTO with a broad update of 2026 housing-related priority work items: · Sites Under Construction or Targeted to Start Construction in early 2026 (7 sites) · Sites with Secured Proponents (4 sites) · Sites in a Market Offering Process (2 sites) · Sites Being Advanced Under the City's Public Developer Model (1 site) · Sites That Have Received Initial Planning Approvals (5 sites) · Sites Undergoing Initial Planning Approvals (5 sites) A full list of projects can be found in Attachment 1 - Housing Tracker. The CreateTO Board at its meeting on November 18, 2025, received for information report 2025.RA22.3, Bloor-Kipling Block 5 (970 Kipling Avenue) - Selection of Proponent, regarding the selected proponent for Bloor-Kipling Block 5 (970 Kipling Avenue). Confidential Attachment 1 provides an update to the CreateTO Board on outstanding matters related to this project.
The Board of Directors of CreateTO: 1. Adopted the Confidential Instructions to Staff in Confidential Attachment 1 to the report (January 12, 2026) from the Chief Executive Officer, CreateTO. 2. Requested the Chief Executive Officer, CreateTO, in consultation with the Executive Director, Housing Development, and the Executive Director, Housing Secretariat, to develop a report ("the housing benchmark report") comparing various affordable housing development and construction costs in Toronto and at comparable sites across major urban areas in Canada, including: a. costs and government contributions per unit; b. costs and government contributions per bedroom; and, c. identification of building technology (wood frame, concrete, mass timber, modular or panelized construction), including ratings for green technology, and to report back to the Board at it's June 12, 2026 meeting. 3. Directed that Confidential Attachment 1 to the report (January 12, 2026) from the Chief Executive Officer, CreateTO, remain confidential in its entirety as it relates to a proposed or pending disposition of property by the City and a position, plan, procedure, criteria or instruction to be applied to negotiations carried on or to be carried on by or on behalf of the Board of Directors of CreateTO and the City.

This report provides information regarding the evaluation criteria used for CreateTO-led projects that are advanced under the City of Toronto's Toronto Builds Policy Framework , as requested by the Board of Directors, CreateTO on November 18, 2025.

931 Yonge Street - Selection of Proponent
This report provides an update on the CreateTO-led market offering process for the development and operation of affordable and rental housing at 931 Yonge Street (the "Site") and identifies the selected proponent in Confidential Attachment 2. The Site is one of the eight City-owned properties that are targeted to be unlocked through the ModernTO program. This block is 0.21 acres in area, in close proximity to the Rosedale subway station, and a Toronto Builds site subject to the Toronto Builds Policy Framework . An external Fairness Monitor was retained to oversee the full market offering process. On July 09, 2025, CreateTO launched the market offering process for the Site on behalf of the City of Toronto. The market offering closed on October 22, 2025. An Evaluation Committee including representatives from CreateTO, the Housing Secretariat and the Housing Development Office then reviewed, scored, and shortlisted the bids and interviewed the proponents. Upon completion of the evaluation process, the highest-ranked proponent was selected to enter negotiations on the terms of the development project with the intent of confirming the selection process. The selected proponent is identified in Confidential Attachment 2. A term sheet containing the key business terms is being negotiated with the highest-ranked proponent on terms satisfactory to the proponent, CreateTO and the City of Toronto. Under the Toronto Builds Policy Framework, the selection of the proponent for 931 Yonge Street is subject to ratification through the City's Housing Delivery Governance Framework . CreateTO staff will work with the Housing Secretariat, Housing Development Office and Corporate Real Estate Management (CREM) divisions to negotiate and finalize the definitive agreements with the selected proponent, based on the key business terms summarized in Confidential Attachment 3.

Authorized the public release of the name of the Selected Proponent contained in Confidential Attachment 2 to the report (January 12, 2026) from the Chief Executive Officer, CreateTO, at the discretion of the Chief Executive Officer, CreateTO, in consultation with the Executive Director Housing Development Office. 2. Directed that the entirety of Confidential Attachments 1 and 3 and the remainder of the information contained in Confidential Attachment 2 to the report (January 12, 2026) from the Chief Executive Officer, CreateTO, remain confidential as such attachments deal with both a proposed or pending acquisition or disposition of land by the Board of Directors of CreateTO or the City of Toronto, and a plan to be applied to any negotiations carried on or to be carried on by or on behalf of the Board of Directors of CreateTO and the City of Toronto.

Re-establishing the CreateTO - Human Resources Committee
The Board of Directors of CreateTO at its meeting of July 7, 2021 established the Human Resources Committee and requested that the Committee report back in September with a proposed terms of reference Agenda Item History - 2021.RA23.8 . The Board of Directors of CreateTO at its meeting of September 13, 2021 adopted the Terms of Reference for the Human Resources Committee, as set out in in Attachment 1 to the report (July 29, 2021) from the Chief Legal Counsel, CreateTO Item 2021.RA24.1 . The Board of Directors of CreateTO would like to re-establish the Human Resources Committee for 2026.
The Board of Directors of CreateTO: 1. Re-established the CreateTO Human Resources Committee. 2. Amended the CreateTO Human Resources Committee Terms of Reference, approved by the Board in its decision on Item 2021.RA24.1, such that: a. the composition of the Committee is reduced from four (4) members to three (3) members; b. the Chair of the Board shall serve as an ex-officio member and when present, the Chair of the Board is counted in assessing whether a quorum is present and shall have all the rights and privileges of the other committee members; c. members of the Committee shall serve on the Committee for a term coincident with their term of appointment to the Board of Directors, CreateTO; and d. the Board of Directors, CreateTO shall fill a vacancy on the Committee as soon as practical after a Committee member's term has ended and the corresponding vacancy on Board of Directors, CreateTO has been filled. 3. Appointed the following members to the CreateTO - Human Resources Committee: a. Allison Mendes (Chair) b. Mark Guslits 4. Requested the CreateTO Human Resources Committee to convene its first meeting of this term on February 20, 2026.
