Re-opening and Amending Item RA25.4 to Give Direction on Confidential Attachments
The purpose of this letter is to re-open item RA25.4, headed 2025 Performance Appraisal - Chief Executive Officer, to give Board direction with respect to confidential attachments to a report previously considered by the Board. At its meeting on April 27, 2026, the Board of Directors of CreateTO amended item RA25.4, headed 2025 Performance Appraisal - Chief Executive Officer. As requested by the Board of Directors at its April 27, 2026 meeting, this report presents the updated 2026 annual objectives for the Chief Executive Officer, CreateTO, incorporating targets, timelines and/or metrics to evaluate their achievement.

North York at the Centre: Directions Report for an Updated Secondary Plan
City Council on March 25 and 26, 2026, adopted Item PH28.6 as amended and, in so doing, has requested the Board of Directors, CreateTO to direct the Chief Executive Officer, CreateTO, in consultation with appropriate City Officials such as the Fire Chief and General Manager, Toronto Fire Services, the Chief and General Manager, Toronto Paramedics Services, the Chief of Police, Toronto Police Service, and the Executive Director, Corporate Real Estate Management, to: a. assess the need to replace or expand emergency services facilities, such as paramedic services stations, fire stations, and/or police stations within the North York Secondary Plan boundary, informed by anticipated growth outlined in the secondary plan; and b. work with the appropriate City Official(s) to advance any necessary business cases, including associated funding requirements through the budget process, with consideration of stations within podiums of mixed-use buildings as a model of delivery.
The Board of Directors, CreateTO: 1. Housing Development Office 2026 Annual Toronto Builds Update and Three-Year Work Plan
Staff from the Housing Development Office will give a presentation on the Housing Development Office 2026 Annual Toronto Builds Update and Three-Year Work Plan adopted by City Council on May 21, 2026, which provides an update on directed activities and direction to advance a number of initiatives to support new homes for Toronto.

Requested the Board to keep Confidential Attachments 1 and 2 to the report (April 23, 2026) from the Deputy City Manager, Development and Growth Services, confidential as they contain a position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the City; and contains financial information, supplied in confidence to the City of Toronto, which, if disclosed, could reasonably be expected to prejudice significantly the competitive position or interfere significantly with the contractual or other negotiations of a person, group of persons, or organization; and 2. On January 26, 2026, the Board of Directors, CreateTO directed the Chief Executive Officer, CreateTO to develop a report ("Housing Benchmark Report") comparing affordable housing development and construction costs in Toronto and at comparable sites across major urban areas in Canada. The purpose of establishing the Housing Benchmark Report is to support the City with effective decision-making regarding various building technologies for affordable housing projects. This report includes: · A dataset on development and construction costs for City-led affordable housing projects (the "City-led Housing Dataset") (Confidential Attachment 1), and · A recommended scope of work (Attachment 1) to procure a cost consultant through a Request for Proposal ("RFP") to provide information from various affordable housing developments in Toronto and comparable major urban areas across Canada. The Board's endorsement of the proposed scope of work for the RFP to retain a cost consultant is requested to ensure alignment with the Board's expectations of outcomes in the new Housing Benchmark Report.
The Board of Directors, CreateTO: 1. Endorsed the scope of work for a Request for Proposal as provided in Attachment 1 to the report (May 29, 2026) from Chief Executive Officer, CreateTO, subject to such changes and amendments as the Chief Executive Officer, CreateTO considers necessary. 2. Requested the Chief Executive Officer, CreateTO to report back to the Board by the first quarter of 2027 on the process that will be used to ensure appropriate questions are included in all tender documents to enable staff to identify and evaluate whether or not any lobbying has taken place. 3.
