Reading Circle - Bridlewood Library
Founded in 2006 the Reading Circle is a community-based, non-profit reading program in Scarborough-Agincourt that offers free 90 minutes reading services to children ages 4-12 at Bridlewood Library from October through May. The well attended program provides active and engaging activities to reflect the different weekly themes for example Black History Month, eye health, Easter, Halloween and community safety. Enables local high school students to earn their volunteer hours and develop important skills such as communication, teamwork, engaging with young children and leadership.

Assigning the Ceremonial Name "Shontinontowanrnhaka Way" to Part of Military Trail
The purpose of this report is to recommend that the ceremonial name of "Shontinontowanrnhaka [pronounced saw-gay-noon-da-whan-a-UH-guh] Way" be assigned to Military Trail between Morningside Avenue and Ellesmere Road. A ceremonial street dedication does not change the official street name or address information. It does result in the installation of special signage along the selected street. Transportation Services was consulted during the preparation of this report.

Fire Services uses designated fire routes as a key mechanism in regulating fire prevention, including the prevention of spreading of fires and the delivery of fire protection services.

Application to Remove a Private Tree - 30 Ainsdale Road
This report requests that City Council deny the request for a permit to remove one (1) privately owned tree located at 30 Ainsdale Road. The application indicates the reasons for removal are concerns over damage to the weeping tiles caused by the tree's roots and that the tree is attracting an abundance of squirrels that have damaged electrical wiring. The subject tree is a black walnut (Juglans nigra), measuring 63 cm in diameter. The Tree By-law does not support the removal of this tree as it is healthy and maintainable.

This report provides information and identifies a preliminary set of issues regarding the application located at 2993-3011 Sheppard Avenue East and 1800-1814 Pharmacy Avenue. Staff are currently reviewing the application, which proposes intensification of lands adjacent to lands designated Neighbourhoods. As such, this report also seeks City Council direction on undertaking an area based study of a portion of the Sheppard Avenue East corridor in proximity to the development application and determining whether an area specific zoning by-law or policy framework should be created. The development application has been circulated to all appropriate agencies and City divisions for comment. Staff will proceed to schedule a community consultation meeting for the application with the Ward Councillor.

City Council direct staff to conduct an area (land use) study and evaluate this application in the context of other submitted development proposals, potential development sites and existing development within the area bounded generally by 10 Chichester Place and 2941 Sheppard Avenue East to the west and the former hydro corridor to the east, as shown in Attachment 6 to the report dated November 15, 2019 from the Director, Community Planning, Scarborough District. 2. This staff report is about a matter for which Community Council has delegated authority to make a final decision. This report recommends prohibiting U-turns on Bernadine Street and to revise parking, stopping, and school bus loading zone regulations on Bernadine Street in the vicinity of St. Victor Catholic School. These changes are required due to the recent implementation of an all-way stop control at the intersection of Bernadine Street and Doerr Road.
Scarborough Community Council: 1. Rescinded the existing parking prohibition in effect from 9:00 a.m. to 11:00 a.m., Monday to Friday on both sides of Bernadine Street, between Packard Boulevard and a point 100 metres west. 2. This report recommends that Community Council not authorize the installation of all-way stop control at the intersection of Wishing Well Drive and Farmcrest Drive as the existing conditions do not meet the warrant for the installation of such a traffic control device. This T-type intersection currently has a stop control for the eastbound movement on Farmcrest Drive facing Wishing Well Drive.

As the Toronto Transit Commission (TTC) operates transit service on Midland Avenue, City Council approval of this report is required. This report recommends that westbound left turns be prohibited from 7:30 a.m. to 9:30 a.m., and 2:30 p.m. to 4:30 p.m., Monday to Friday, and at all times on Saturday at the Agincourt Collegiate Institute driveway at 2621 Midland Avenue, located on the east side of Midland Avenue, 50 metres north of Lockie Avenue. Prohibiting westbound left turns is anticipated to prevent conflicts between vehicles and pedestrians, reduce congestion and maintain traffic flow in the vicinity of the driveway during the school's busiest times.

Lane Designations - Bushby Drive and Grangeway Avenue
As the Toronto Transit Commission (TTC) operates transit service on Bushby Drive and on Grangeway Avenue, City Council approval of this report is required. This report recommends formally designating lanes for eastbound left and right-turning traffic at the intersection of Bushby Drive and Grangeway Avenue. Designating these lanes will clearly define traffic lane usage, improve traffic operations, facilitate enforcement and provide a safer environment for all road users. The eastbound lane designation pavement markings are in place, but by-law regulations are required.

City Council designate the northerly eastbound lane on Bushby Drive, from Grangeway Avenue to a point 30.5 metres west, for eastbound left turns only. 2. Traffic Control Signals Scarborough Golf Club Road at Confederation Drive
Since 2014 I have requested that Traffic Control Signals be installed at Scarborough Golf Club Road at Confederation Drive and my latest request was made in July 2019 with the study reporting back in the negative once again. The 4 lane arterial road is a busy avenue in the community connecting all the major arterial roads in the Ward including Ellesmere Road, Lawrence Avenue East and Kingston Road. It is a heavily used at a high volume and at a high speed. It is with regret that a fatality occurred at the intersection on September 24, 2019 when 17 year old resident attempted to cross the 4 lane road and was unfortunately struck. It should be noted that on the day after the fatality police and news media were on site, their presence did not defer cars from passing with high speeds of 80km/hr in the 50 km/hr zone as they passed the accident site to the surprise of those at the scene. The community has been voicing there concerns for some time we need to act and install the much needed traffic lights. The site lines at the intersection can also be tricky as just south of the intersection the road narrows, motorists tend to speed into the opening lane passing other vehicles coming upon this intersection quickly. Having a signalized traffic light at this location would slow down motorists and create a safe environment for the many residents of all ages who cross to reach the services located on both the east and west side of Scarborough Golf Club Road; including schools, Cedar Brae Library, community Mosque, Cedarbrae Community Centre, community parks and other needed amenities.
