This report provides information and identifies a preliminary set of issues regarding the application located at 683 to 685 Warden Avenue. The application seeks to permit 2 mixed-use buildings and 4 residential buildings ranging from 13 to 36 storeys. The proposed development is as follows: 19 and 22 storey mixed-use buildings fronting on Warden Avenue, 33 and 36 storey buildings in the middle of the site and 2, 13-storey buildings at the rear of the site. The development proposes 1,519 residential units with a mix of unit types resulting in a residential gross floor area of 120,010 square metres. The development also proposes 993 square metres of retail/commercial uses and an overall gross Floor Space Index of 4.6 times. A total of 996 vehicular and 1,521 bicycle parking spaces would be provided. A new 2,486 square metre linear public park at the rear, a new public street, pedestrian connections and privately-owned publicly accessible open spaces are proposed. Staff are currently reviewing the application. It has been circulated to all appropriate agencies and City divisions for comment. Staff will proceed to schedule a community consultation meeting for the application with the Ward Councillor.

Preliminary Report - 30 Gilder Drive - Zoning Amendment Application
This report provides information and identifies a preliminary set of issues regarding the planning application located at 30 Gilder Drive. The Zoning By-Law Amendment application is to permit a 25 storey, 263 unit residential building with a gross floor area of 18,782.8m² (202,177 ft²). Approximately 58 on these units are proposed to be affordable. The proposal contemplates the retention of the existing 14-storey residential building on site and will result in a total FSI across the whole site of 3.02 times. The proposed development contemplates 97 new underground parking spaces and 5 new surface parking spaces as well as 198 new bicycle parking spaces. Staff are currently reviewing the application. It has been circulated to all appropriate agencies and City divisions for comment. Staff will proceed to schedule a community consultation meeting for the application with the Ward Councillor.

This report provides information and identifies a preliminary set of issues regarding the application located at 2956 to 2990 Eglinton Avenue East. The application seeks to permit 3 mixed-use buildings consisting of 25, 30 and 37 storeys. The proposed development would have a gross floor area of 68,513 square metres, comprising 67,992 square metres of residential uses, 522 square metres of commercial uses and a Floor Space Index of 7.36. A total of 935 residential units, 742 vehicular and 714 bicycle parking spaces would be provided. The proposal would also provide a new 930 square-metre public park, pedestrian connections and privately-owned publicly accessible open spaces. Staff are currently reviewing the application. It has been circulated to all appropriate agencies and City divisions for comment. Given the significant scale of this application, its proximity to Eglinton GO Station, as well as its potential to set a precedent in this segment of Eglinton Avenue East, City staff have determined that a Planning Study should be undertaken to update the existing Planning Framework to appropriately and concurrently review the proposed development. As such, staff have recommended a more extensive community engagement process that will inform the planning and design for the site and its surrounding context. This process will be initiated and led by the City. Staff will proceed to schedule a community consultation meeting for the application in consultation with the Ward Councillor.
Scarborough Community Council recommends that: 1. City Council direct City Planning staff to initiate a Planning Study, for the segment of Eglinton Avenue East (on the north and south side of the Avenue generally between McCowan Road and Mason Road) in consultation with the Ward Councillors and the Owner of the lands at 2956 to 2990 Eglinton Avenue East. 2. City Council determine that an Avenue Segment Study is not required given that City Planning staff are undertaking a Planning Study for the area that includes the subject lands.

Pay-and-Display Parking - Kingston Road
As the Toronto Transit Commission operates a transit service on Kingston Road, City Council approval of this report is required. Transportation Services and the Toronto Parking Authority are requesting approval for the installation of on-street paid parking on Kingston Road in Ward 20. The Toronto Parking Authority has worked with Transportation Services to identify new pay-and-display parking spaces in Ward 20 that will compliment the operation of municipal Car Park 701 and support the local community and area businesses by encouraging a regular turnover in the on-street parking supply. Through this review, Transportation Services is recommending the introduction of pay-and-display parking on both sides of Kingston Road, between Victoria Park Avenue and Fallingbrook Road. The proposed parking changes on Kingston Road will replace the existing unpaid, anytime parking that is currently in effect. The proposed changes will not impact the flow of traffic and will encourage parking turnover. While this report seeks Community Council approval for the installation in Ward 20, this is an ongoing initiative, and Transportation Services and Toronto Parking Authority will continue to review and report on potential new on-street paid parking opportunities throughout the City of Toronto.

City Council authorize the amendments to parking regulations required to establish new on-street paid parking locations, as set out in Attachments 2 and 3, to the supplementary report (December 14, 2021) from the Director, Traffic Management, Transportation Services.

Introduction of Overnight On-Street Permit Parking - Brilliant Court
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Transportation Services is recommending that overnight on-street permit parking be introduced on Brilliant Court, between Sandhurst Circle and the end of Brilliant Court from 12:01 a.m. to 7:00 a.m., daily. Residents requested the implementation of overnight on-street permit parking on Brilliant Court to accommodate their long-term parking needs.

School Bus Loading - Heather Road
The location of an existing school bus loading zone (SBLZ) on Heather Road requires a slight relocation to accommodate a new school driveway at 51 Heather Road, in front of St. Bartholomew Catholic School. We now need to formalize the relocation of the SBZL in the traffic by-law and permanent signs will be installed. The current by-law states the SBLZ is in effect on the south side of Heather Road, between a point 105 metres west of Brimley Road and a point 38 metres further west. The by-law should be amended to be in effect on the south side of Heather Road, between a point 127 metres west of Brimley Road and a point 36 metres further west.

Application to Remove a Private Tree - 72 Southampton Drive
This report requests that City Council deny the request for a permit to remove one privately owned tree located at 72 Southampton Drive. The application indicates the reason for removal is due to concerns that the residents are allergic to the tree's pollen. The subject tree is a white spruce tree (Picea glauca), measuring 46 cm in diameter. The Tree By-laws do not support the removal of this tree as it is healthy and maintainable.

In response to Euclid Avenue safety concerns raised by residents, I am requesting that Transportation Services staff conduct a study of traffic calming measures on Euclid Avenue, from Meadowvale Road to Morrish Road and a study to determine feasibility of an All Way Stop Control at Euclid Avenue and Scarboro Avenue. I ask that staff report back with proposed measures that align with the principles of the Vision Zero Road Safety Plan. Fatalities and serious injuries on our roads are preventable, and we must strive to reduce traffic-related deaths and injuries to zero.

Relocation of School Crossing - Generation Boulevard
In response to concerns brought to my attention by members of the community, I am bringing forward a motion to Scarborough Community Council to ask Transportation Services staff to conduct a study to relocate the existing pedestrian crosswalk location by Chief Dan George Public School (GR. JK-08) on Generation Boulevard, and look into the feasibility of having a crossing guard at the new location. This motion asks that staff report back by June 2022. I have heard from the parents of students at Chief Dan George PS and the school Principal about the current placement of the crosswalk. The crosswalk is set between the driveway of the school parking lot and the boulevard curb of 180 Generation Blvd. Currently there is no crossing guard and the signage and lines of the marked pedestrian crossing create a false sense of confidence on the part of pedestrians who may enter the crosswalk expecting that approaching drivers will see them and stop. The closest regulated intersection is at Generation Boulevard and Rainbow Ridge Avenue, which has a stop sign. This intersection is 260m away from the elementary school. The relocation of the crosswalk and consideration of feasibility of a School Crossing Guard at new location is necessary to ensure pedestrian safety, especially for students of the elementary school.
Scarborough Community Council: 1. Requested the Director, Traffic Management, Transportation Services to review the location of the crosswalk located fronting Chief Dan George Public School, 185 Generation Boulevard, and to report back to the June 30, 2022 meeting of Scarborough Community Council with recommendations for the relocation of the crosswalk to a safer location and the feasibility of having a School Crossing Guard at the new location.

Chapter 925, Permit Parking, Zezel Way, De Jong Street and Kawneer Terrace
After hearing from numerous residents on Zezel Way, between Ellesmere Road and the south end of Zezel Way; and De Jong Street, between Zezel Way and Great W Drive; and Kawneer Terrace, between Zezel Way and Great W Drive regarding their concerns about the lack of adequate on-site parking on their properties, I have concluded that their long term parking needs can be satisfied through the City's Residential On-street Permit Parking Program. The areas of the City that currently allow for residential permit parking are: Toronto, East York, Etobicoke, York, certain areas of North York and certain areas of Scarborough. Pursuant to section 925-4C of City of Toronto Municipal Code Chapter 925, Permit Parking, Chapter 925 does not apply to the excluded area, as defined. As such, staff are unable to designate roads or areas within the excluded area as permit parking roads or areas even where staff are in receipt of a petition from residents. This motion seeks to exclude Zezel Way, De Jong Street and Kawneer Terrace from the definition of "Excluded Area" under Chapter 925, such that these streets can be considered for permit parking through the petition and polling process
