This report provides information and identifies a preliminary set of issues regarding the application located at 2872, 2880 2882 Kingston Road. Staff are currently reviewing the application. Assumption of Services, Registered Plan 66M-2485, 1841 Neilson Road, Fernbrook Homes (Oasis) Limited
This report requests Council's authority for the City to assume the services with respect to the development at 1841 Neilson Road.
The Scarborough Community Council recommends that: 1. City Council assume the services installed at 1841 Neilson Road and that the City formally assume the roads within the Plan of Subdivision. 2. City Council direct that an Assumption By-law be prepared to assume the public highway and municipal services within the Subdivision at 1841 Neilson Road. 3. This staff report is about a matter for which Community Council has delegated authority from City Council to make a final decision. In accordance with city-wide residential demolition control under Article II, Demolition Control, of Municipal Code Chapter 363, as amended by By-law No. 1009-2006, enacted by City Council on September 27, 2006 under the authority of Section 33 of the Planning Act, the application for the demolition of an existing two-storey monastery building at 121 Victoria Park Avenue is referred to the Scarborough Community Council to refuse or to grant the application as a building permit has not been issued for a replacement building. If the Scarborough Community Council grants issuance of the demolition permit, it may impose conditions, if any, to be attached to the demolition permit.
The Scarborough Community Council: 1. All-Way Stop Control - Karnwood Drive and Knightsbridge Road
This staff report is about a matter for which the Community Council has delegated authority from City Council to make a final decision. This report recommends that an All-Way Stop Control be installed at the intersection of Karnwood Drive and Knightsbridge Road as the existing conditions meet the warrant for the installation of such a traffic control device. This location currently has a stop control facing the northbound and southbound approach on Karnwood Drive.

Stopping Prohibitions - Pachino Boulevard
This staff report is about a matter for which the Community Council has delegated authority from City Council to make a final decision. This report recommends the installation of no stopping prohibitions for a restricted period of time and days on both sides of Pachino Boulevard in the vicinity of Terraview-Willowfield P.S. driveway. Currently, there is a default three hour parking on both sides of Pachino Boulevard.
The Scarborough Community Council: 1. Prohibited stopping from 8:00 a.m. to 4:00 p.m., Monday to Friday, except public holidays, from September 1 of one year to June 30 of the next following year, inclusive, on both sides of Pachino Boulevard, between Crosland Drive and the east end of Pachino Boulevard.

Stopping Prohibitions - L'Amoreaux Drive
This staff report is about a matter for which the Community Council has delegated authority from City Council to make a final decision. This report recommends revision to existing parking and stopping prohibitions to relocate them on the south side of L'Amoreaux Drive. These changes are recommended to keep the driveway entrances to the townhomes complexes on the south side of L'Amoreaux Drive clear of parked vehicles to improve sight lines.
The Scarborough Community Council: 1. Rescinded the existing parking prohibition in effect from 2:00 a.m. to 6:00 a.m. and from 7:00 a.m. to 7:00 p.m. daily on the south side of L'Amoreaux Drive, between Birchmount Road and a point 112 metres west, between a point 252 metres west of Birchmount Road and a point 30 metres further west, and between a point 338 metres west of Birchmount Road and a point 29 metres further west. 2. Rescinded the existing parking prohibition in effect at all times on the south side of L'Amoreaux Drive, between a point 66 metres west of Birchmount Road and a point 46 metres further west. 3. Prohibited stopping at all times on the south side of L'Amoreaux Drive, between a point 66 metres west of Birchmount Road and a point 46 metres further west, between a point 252 metres west of Birchmount Road and a point 30 metres further west, and between a point 338 metres west of Birchmount Road and a point 29 metres further west. 4. Standing Prohibition - Whitley Castle Crescent
This staff report is about a matter for which the Community Council has delegated authority from City Council to make a final decision. Transportation Services is requesting approval to amend the existing parking prohibition in effect at certain times on the west and north sides of Whitley Castle Crescent, to prohibit standing at all times at the multi-use trail. This standing prohibition is required to allow City service vehicles and Emergency Services vehicles access to the multi-use trail leading up to Richmond Park and to Percy Williams Junior Public School located to the north-west.

Prohibited standing at all times on the west and north sides of Whitley Castle Crescent, from a point 118 metres north of Silbury Drive to point 8.5 metres further north. 2. This report recommends the installation of a no standing zone on the south side of Scottfield Drive in the area of the two driveways at 33 Scottfield Drive. Currently, at 33 Scottfield Drive, parking is permitted for a maximum period of three hours on both sides of Scottfield Drive.

School Bus Loading Zone - 1965 Brimley Road
This report recommends removing the existing school bus loading zone on the east side of Brimley Road, fronting C.D. Farquharson Junior Public School. The school no longer requires the school bus loading zone. Toronto Transit Commission (TTC) will be installing a new bus stop in the area of the existing school bus loading zone.

This report recommends that neither traffic control signals nor a pedestrian crossover be approved at the intersection of Warden Avenue and Walbon Road. The assessment concludes that based on current peak vehicular and pedestrian volume and delays and conflicts at this location, neither traffic control signals nor a pedestrian crossover is warranted at this time.

Appeal to Toronto Local Appeal Body of Committee of Adjustment Applications for 1972 Brimley Road
On January 30, 2019, the Committee of Adjustment (the "Committee") approved the consent application and its associated minor variance applications regarding the property municipally known as 1972 Brimley Road (the "subject Property"). The applicant sought relief from the City of Toronto Zoning By-law No. 569-2013 to permit the lot to be severed into two new lots each with a frontage of 11.61 metres and an area of 562.62 square metres. The applicant is proposing to demolish the existing house and build two new detached houses. City Planning staff submitted a report to the Committee of Adjustment to recommend refusal of the consent and variances dated January 30, 2019. The proposed variances are not in keeping with the policies of the Official plan and do not maintain the general intent and purpose of the Zoning By-law. Copies of the Notice of Decision and the Staff Report are attached. This matter is time sensitive and urgent as the deadline for appealing the decision of the Toronto Local Appeal Body is on February 25, 2019.
The Scarborough Community Council recommends that: 1. City Council direct the City Solicitor to appeal the decision of the Committee of Adjustment, Scarborough Panel, to the Toronto Local Appeal Body, in order to oppose the approval of the applicant's proposed development for 1972 Brimley Road (Application No. B0056/18SC, A0321/18SC, and A0322/18SC). 2, City Council authorize the City Solicitor and appropriate staff to attend the Toronto Local Appeal Body to oppose the Committee of Adjustment's decision and to retain outside consultants as necessary. 3. City Council authorize the City Solicitor to attempt to negotiate a resolution of the appeal and, if a resolution is reached, to settle the appeal at the City Solicitor's discretion, and in consultation with the Ward Councillor and the Chief Planner and Executive Director, City Planning.

Updated Ridership Projections Along Sheppard Avenue East Corridor
Please accept this letter as my request to add a new item of business to the February 14th, 2019 Scarborough Community Council agenda, entitled: Updated Ridership Projection along Sheppard Ave East Corridor. I would like to move the motion below that would update ridership numbers along the Sheppard Ave East Corridor. As you may know, there is significant development planned for this area to be built in the near future, almost over 70 towers containing upwards of 18 thousand new residential units. The motion is to request updated ridership projections to get a better understanding of whether the imminent intensification may require a higher order of transit to service this area.
The Scarborough Community Council recommends that: 1. City Council request the City Manager, in consultation with Toronto Transit Commission staff, the Chief Planner and Executive Director, City Planning and Metrolinx, report back in the second quarter of 2019 to Scarborough Community Council with updated ridership projections along the proposed Sheppard Avenue East Corridor taking into account the intensification coming along the Sheppard corridor and surrounding corridors in the next 2-4 years.
