150 Clonmore Drive - Zoning Amendment Application - Decision Report - Approval
This report reviews and recommends approval of the application to amend the Zoning By-law to permit the construction of a 12-storey residential building located at 150 Clonmore Drive. The application proposes a total gross floor area of 18,144 square metres and contains of 290 residential dwelling units supported by 162 vehicular parking spaces and 248 bicycle parking spaces. The proposed development is consistent with the Provincial Policy Statement and conforms with the Growth Plan, while advancing Official Plan direction for Mixed Use Areas on a Major Street by intensifying an underutilized site on Clonmore Drive with residential uses. The proposal would add to the range and mix of housing options in a compact built form that is contextually appropriate, joining recent and existing approvals now under construction on the former Quarry lands.
The Scarborough Community Council recommends that: 1. City Council amend City of Toronto Zoning By-law 569-2013 for the lands at 150 Clonmore Drive substantially in accordance with the draft Zoning By-law Amendment included as Attachment 5 to the report (October 31, 2023) from the Director, Community Planning, Scarborough District. 2. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Zoning By-law Amendments as may be required. 3. 20 Stonehill Court - Zoning Amendment - Decision Report - Approval
This application proposes infill development at 20 Stonehill Court to permit construction of a 29-storey residential building on the south side of the property facing Warden Avenue and an 11-storey mixed-use building on the north side of the property facing Finch Avenue East. The existing 13-storey rental apartment building located at the centre of the site is proposed to remain. The proposed development is consistent with the Provincial Policy Statement (2020) and conforms with A Place to Grow: Growth Plan for the Greater Golden Horseshoe (2020). It also conforms with the Official Plan. This report recommends approval of the application to amend the Zoning By-law. The application would facilitate construction of 462 additional residential dwelling units, provide local economic opportunities and services through the addition of three retail units, provide access to new indoor and outdoor amenity spaces for existing residents, and provide two Privately-Owned Publicly Accessible Spaces accessible to the broader community.
The Scarborough Community Council recommends that: 1. City Council amend City of Toronto Zoning By-law 569-2013 for the lands at 20 Stonehill Court substantially in accordance with the draft Zoning By-law Amendment attached as Attachment 5 to the report (October 31, 2023) from the Director, Community Planning, Scarborough District. 2. City Council authorizes the City Solicitor to make such stylistic and technical changes to the draft Zoning By-law Amendments as may be required. 3. City Council recommend that the Chief Planner and Executive Director, City Planning secure through the Site Plan Control process for the proposed development, pursuant to Section 114 of the City of Toronto Act, 2006, and secured in a Site Plan Agreement with the City, as follows: a. The owner's agreement to provide and maintain the existing 153 rental dwelling units at 20 Stonehill Court as rental housing for a period of at least 20 years commencing from the date the Zoning By-law Amendment comes into force and effect, with no application for demolition or conversion from residential rental use during the 20-year period, all to the satisfaction of the City Solicitor and the Chief Planner and Executive Director, City Planning Division; and, b. The owner's agreement to improve the existing rental building at 20 Stonehill Court, at its sole expense and at no cost to tenants, as follows: 1. Renovation of main entrances (west and east entrances) including accessibility upgrades. 2. Main lobby renovation including lounge seating. 3. New exterior double pane glass windows and doors (including frames) throughout the building. c. Access to new outdoor amenities and ground floor indoor amenities in the proposed new buildings for tenants of the existing rental apartment building; and d. Prior to Site Plan Approval, the owner shall submit a Construction Mitigation and Tenant Communication Plan, including an interim parking plan, to mitigate the impacts of construction of the development on tenants of the existing rental building, all to the satisfaction of the Chief Planner and Executive Director, City Planning Division.

1001 Ellesmere Road - Part Lot Control Exemption Application - Decision Report - Approval
This application requests exemption from Part Lot Control for a portion of 1001 Ellesmere Road to create 24 separately conveyable townhouse parcels. The subject lands comprise Block 3 within a plan of subdivision that was registered on June 12, 2019 (See Attachment 2: Plan of Subdivision 66M-2555). The subdivision also created an approximately 1,320 square metre new public park on Block 5 abutting the west end of the subject Block 3. Part Lot Control Exemption applications previously approved within the same subdivision also established 45 townhouse lots within a common elements condominium on Block 1 and 22 standard townhouse lots on Block 2. This report reviews and recommends approval of the Part Lot Control Exemption By-law for this final phase of residential site redevelopment. The proposal conforms with the Official Plan and Zoning By-law, is consistent with the Provincial Policy Statement (2020) and conforms to the Growth Plan for the Greater Golden Horseshoe (2020). The lifting of Part Lot Control for a period of two years is considered appropriate for the orderly development of the lands.
The Scarborough Community Council recommends that: 1. City Council enact a Part Lot Control Exemption By-law with respect to the subject lands at 1001 Ellesmere Road as generally illustrated on Attachment 1 to the report (October 31, 2023) from the Director, Community Planning, Scarborough District, to be prepared to the satisfaction of the City Solicitor and to expire two years following enactment by City Council. 2. Prior to the enactment of the Part Lot Control Exemption By-law, City Council require the Owner to provide proof of payment of all current property taxes for the subject lands to the satisfaction of the City Solicitor. 3. 4674 Kingston Road - Zoning Amendment Application - Appeal Report
On August 11, 2022, Kingston Residences Inc. (the "Owner") submitted an application to amend the Zoning By-law to permit a 13-storey mixed-use building. A total of 483 residential units are proposed. The proposed total gross floor area (GFA) is approximately 31,077 metres, consisting of 30,411 square metres of residential GFA and 665.4 square metres of non-residential GFA, comprised of retail space. The proposal would have a Floor Space Index of 3.87 times the area of the lot. On July 28, 2023, the Owner appealed the application to the Ontario Land Tribunal (the "OLT") due to City Council failing to make a decision within the 90-day time frame in the Planning Act. This report recommends that the City Solicitor together with appropriate City staff attend the OLT hearing to oppose the application in its current form and to continue discussions with the Owner to resolve outstanding issues.
The Scarborough Community Council recommends that: 1. City Council direct the City Solicitor, together with appropriate staff, to attend the Ontario Land Tribunal in opposition to the current form of the application regarding the Zoning By-law Amendment for the lands at 4674 Kingston Road. 2. City Council authorize the City Solicitor and appropriate City staff to continue discussions with the Owner to address outstanding issues, including but not limited to those outlined in the report (October 31, 2023) from the Director, Community Planning, Scarborough District. 3. In the event that the Ontario Land Tribunal (OLT) allows the appeals in part, City Council instruct the City Solicitor to request the OLT to withhold its Order on the Zoning By-law Amendment until such time as the OLT has been advised by the City Solicitor that: a. the final form and content of the draft Zoning By-law is to the satisfaction of the City Solicitor and the Chief Planner and Executive Director, City Planning; b. the Owner has, at its sole cost and expense: 1. submitted a revised Functional Servicing Report, including a Stormwater Management Report and Hydrogeological Report or addendums ("Engineering Reports"), and to address all the matters in the Engineering and Construction Services Memorandum dated October 11, 2022, all to the satisfaction of the Chief Engineer and Executive Director, Engineering and Construction Services, General Manager, Toronto Water and General Manager, Transportation Services; 2. made satisfactory arrangements with Engineering and Construction Services and entered into the appropriate agreement with the City for the design and construction of any improvements to the municipal infrastructure, should it be determined that upgrades are required to the infrastructure to support this development, according to the accepted Engineering Reports accepted by the Chief Engineer and Executive Director, Engineering and Construction Services and the General Manager, Toronto Water; 3. submitted a revised Transportation Impact Study or addendum to the satisfaction of the General Manager, Transportation Services and the Chief Engineer and Executive Director, Engineering and Construction Services and that such matters arising from such study, be secured if required; 4. ensured the implementation of the accepted Engineering Reports does not require changes to the proposed amending By-laws or that any such required changes have been made to the proposed amending By-laws, to the satisfaction of the Chief Planner and Executive Director, City Planning and the City Solicitor, including the use of a Holding ("H") By-law symbol regarding any new or upgrades to existing municipal servicing infrastructure as may be required; 5. addressed the matters from the Urban Forestry Memorandum dated October 28, 2022 to the satisfaction of the General Manager, Parks, Forestry and Recreation; 6. submitted an updated complete Toronto Green Standards (TGS) Checklist and Statistics Template, to the satisfaction of the Chief Planner and Executive Director, City Planning; and 7. addressed the comments from the TTC in their letter dated November 16, 2022. 4. City Council authorize the City Solicitor and City Staff to take any necessary steps to implement City Council's decision.

In accordance with Section 33 of the Planning Act and City of Toronto Municipal Code Ch. 363, Article 6 "Demolition Control", the application for the demolition of the dwelling units at 3719, 3721, 3723, 3725 Sheppard Ave E and 2255 Birchmount Rd is referred to the Scarborough Community Council to refuse or to grant the application as a building permit has not been issued for a replacement building. If the Scarborough Community Council grants issuance of the demolition permit, it may impose conditions if any, to be attached to the demolition permit.

50 Wexford Boulevard - Application to Remove a Private Tree
This report requests that Scarborough Community Council deny the request for a permit to remove one privately owned tree located at 50 Wexford Boulevard. The applicant indicates the reason for requesting removal of the tree is due to concerns related to branches failing and impacting utility lines. The honey locust tree (Gleditsia triacanthos) in question measures 64 cm in diameter. The City's Tree By-laws do not support the removal of this tree as it is healthy and maintainable. The permit was denied and the applicant is appealing the decision. Community Council has delegated authority from City Council to make a final decision as to whether a permit may be issued when an applicant wishes to appeal the denial of a permit of a tree protected under the By-laws.

The purpose of this report is to consider an application by the owner(s) of 64 Larwood Blvd to maintain a wood fence in the rear yard on the southwest side of the property which has a height of 2 meters and is not of an open fence construction within 2.4 metres of a driveway. This is contrary to the Toronto Municipal Code, Chapter 447-1.2 C (1)
The Scarborough Community Council: 1. Granted the application for an exemption permit, by the owner(s) of 64 Larwood Boulevard, to allow them to maintain a wood fence in the rear yard 2 metres in height. Direct and require that the existing fence be maintained in good repair without alteration. Direct and require that at such time as a replacement of the fence is required that such installation will comply with Municipal Code Chapter 447, Fences or its successor by-law.

Birchmount Road and Chaldean Street/Glendower Circuit - Pedestrian Crossing Protection
As the Toronto Transit Commission (TTC) operates a transit service on Birchmount Road, City Council approval of this report is required. Transportation Services has reviewed the need for pedestrian crossing protection (PXO) at the intersection of Birchmount Road and Chaldean Street/Glendower Circuit. Based on the assessment undertaken, Transportation Services does not recommend the installation of either a PXO or traffic control signals at this intersection as the warrant criteria was not met.

Gooderham Drive - Traffic Calming (Speed Humps)
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Transportation Services has reviewed the need for traffic calming (speed humps) on Gooderham Drive, between Lawrence Avenue East and Brian Avenue. The assessment indicates the warrant criteria as set out in the City of Toronto's Traffic Calming Policy has not been satisfied. Therefore, staff do not recommend the installation of speed humps on Gooderham Drive.
The Scarborough Community Council: 1. Authorized the installation of traffic calming (speed humps) on Gooderham Drive, between Lawrence Avenue East and Brian Avenue. 2. Directed the City Solicitor to prepare a by-law to alter sections of the roadway to install five speed humps on Gooderham Drive, between Lawrence Avenue East and Brian Avenue, for traffic calming purposes, generally as shown on the File No. TC-223 dated November 2023 attached to the report (November 9, 2023) titled "Traffic Calming (Speed Humps) - Gooderham Drive", from the Director, Traffic Management, Transportation Services.

Port Union Road - Road Safety Review Update
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. At its meeting of October 18, 2023, Scarborough Community Council referred Item SC8.11 regarding a request for Transportation Services to assess vehicle speeds on Port Union Road, between Lawrence Avenue East and Bridgend Street, for staff to report back on potential traffic calming measures and other findings. https://secure.toronto.ca/council/agenda-item.do?item=2023.SC8.11 Further investigation was requested regarding the following: a. Transportation Services to update the report with respect to revised warrant criteria for traffic calming and report back to the Scarborough Community Council at it's November 16, 2023 meeting. This report provides an interim update on the requested item. As the revised traffic calming criteria was not approved by City Council at the time of this report's submission, no further evaluation has been undertaken and this will need to be addressed in a subsequent report to Scarborough Community Council.
The Scarborough Community Council: 1. In recognition of the updated 2023 Traffic Calming Policy, authorized the installation of traffic calming (speed humps) on Port Union Road, between Lawrence Avenue East and Bridgend Street. 2. Directed the City Solicitor to prepare a by-law to alter sections of the roadway to install six speed humps on Port Union Road, between Lawrence Avenue East and Bridgend Street, for traffic calming purposes, generally as shown on Attachment 4, File No. TC 120, dated December 2022 and attached to the report (October 31, 2023) titled "Road Safety Review Update - Port Union Road", from the Director, Traffic Management, Transportation Services.

In response to safety concerns raised by residents on Vessel Crescent, including a petition submitted to my office, I request that Transportation Services staff conduct a study of traffic calming measures on Vessel Crescent to determine the feasibility of installing speed humps, reducing the speed limit to 30km/h, and with consideration of any other appropriate measures.

1290-1300 Danforth Road - Designation of Fire Routes and amendment to Chapter 880 - Fire Routes
To obtain Designation of Fire Routes - 1290-1300 Danforth Road approval for the amendment of the Fire Route By-law to designate certain locations as fire routes within the meaning of City of Toronto Municipal Code Chapter 880, as amended. Fire Services uses designated fire routes as a key mechanism in regulating fire prevention, including the prevention of spreading of fires and the delivery of fire protection services.
The Scarborough Community Council: 1. Designated that part or those parts of the private road or roads shown on the site plan filed with the Fire Chief in respect of the municipal addresses set out below, as fire routes pursuant to Municipal Code Chapter 880 - Fire Routes - 1290-1300 Danforth Road 2. Authorized the Fire Chief and City Solicitor to take the appropriate action to make a designated Fire Route.

Installation of All-Way Compulsory Stop Control - Village Green Square, Two Locations
In response to concerns brought to my attention by members of the community, and at the request of Transportation Services, I am bringing forward a motion to Scarborough Community Council to install all-way compulsory stop controls at two locations in the Village Green Square community. Currently, the two subject locations on Village Green Square each have a yield sign on the north side of the intersection, all other traffic is free flowing at each of these intersections. The proposed all-way stop controls at these intersections is intended to ensure greater road user safety.
Scarborough Community Council: 1. Authorized all-way compulsory stop control at the intersection of the southerly east-west branch of Village Green Square and the westerly north-south branch of Village Green Square. 2. Authorized all-way compulsory stop control at the intersection of the southerly east-west branch of Village Green Square and the easterly north-south branch of Village Green Square.
