Speed Reduction - Parliament Street between Winchester Street and Gerrard Street East
I am writing to request your support in implementing a 40 km/h speed limit on Parliament Street between Winchester Street and Gerrard Street East. At the May 2023 Toronto and East York Community Council meeting, speed limits on minor arterial roads were broadly reduced to 40 km/h . As Parliament Street is a minor arterial road, the intention was it to be reduced to 40 km/h. At the time, the portion between Gerrard Street and Queen Street East was already signed 40 km/h, with the report changing the speed limit between Bloor Street East and Winchester, as well as between Queen and Mill Street to 40 km/h. Unfortunately, due an oversight, the section between Winchester Street and Gerrard Street East was not included. Without an applicable by-law, the speed limit defaults to the provincial standard of 50 km/h. This motion would therefore correct this error and allow for a consistent 40 km/h speed limit along the entirety of Parliament Street.
The Toronto and East York Community Council: 1. Reduced the speed limit from 50 kilometres per hour to 40 kilometres per hour on Parliament Street, between Winchester Street and Gerrard Street East.

Sunlight Park Road is a local road, west of Broadview Avenue and south of Eastern Avenue Diversion. The only business utilizing this stretch of street has requested double-sided parking to accommodate their customers, as the street experiences minimal traffic. The west end of Sunlight Park Road is a dead end and the remainder is wide enough to accommodate double-sided parking and two-way traffic. Amendments to rescind the parking prohibitions on the north side of the street to allow double-sided parking.
The Toronto and East York Community Council: 1. Rescinded the existing parking prohibition in effect at all times, on the north side of Sunlight Park Road between Broadview Avenue and the west end of Sunlight Park Road. 2. Amended the existing parking prohibition in effect at all times, on the south side of Sunlight Park Road between a point 122 metres west of Broadview Avenue and the west end of Sunlight Park Road, to be in effect on both sides of Sunlight Park Road.

Cavell Avenue is a residential street, between Pape Avenue and Carlaw Avenue. I have heard from residents concerned about the volume and speed of traffic on this street - as it is the common route when driving in the direction of Withrow Park (Southbound from Pape Avenue). I have polled the street and 86% of the 28 local residents support the installation of speed humps on Cavell Avenue.
The Toronto and East York Community Council: 1. Authorized the installation of traffic calming (speed humps) on Cavell Avenue, between Carlaw Avenue and Pape Avenue 2. Directed the City Solicitor to prepare a By-law to alter the roadway to install three speed humps on Cavell Avenue, between Carlaw Avenue and Pape Avenue, generally as shown on Attachment 1, Drawing No. TC-231, to the letter (January 19, 2024) from Councillor Paula Fletcher.

Parking Amendments - Selwyn Avenue
Our office heard from the school administration at Gordon A. Brown Middle School regarding safety concerns surrounding the bus loading zone conflicting with the student pick-up/drop-off zone.
The Toronto and East York Community Council: 1. Amended the existing school bus loading zone in effect from 8:00 a.m. to 5:00 p.m., Monday to Friday, on the east side of Selwyn Avenue, between Joanith Drive and a point 15 meters south, to be in effect, between Joanith Drive and a point 31.5 meters south. 2. Rescinded the existing maximum 15-minute parking regulation in effect from 7:30 a.m. to 9:30 a.m., 11:30 a.m. to 1:30 p.m., 3:00 p.m. to 6:00 p.m., Monday to Friday, on the east side of Selwyn Avenue, between a point 15 metres south of Joanith Drive and a point 16.5 metres further south.

Earl Haig Public School reached out to my office with concerns about road safety in their community. Palmerston Avenue Parking Discrepancy
I am writing to you today to request your support in amending the pay parking by-law on Palmerston Avenue, north of Bloor Street West to correct an accidental conflict between pay parking and permit parking hours of operation. Transportation Services, in consultation with my office, Cycling and Toronto Police Parking Enforcement staff, is recommending that the existing pay parking operating times on the west side of Palmerston Avenue, from Bloor Street West to a point 65 metres north, be amended. Permit Parking is currently permitted on the west side of Palmerston Avenue, between Bloor Street West and London Street from 12:01 a.m. to 10:00 a.m., daily. However, as per the Traffic Municipal Code, and recently installed signs, pay parking operates from 8:00 a.m. to 9:00 p.m. Mon. to Sat.; 1:00 p.m. to 9:00 p.m. Sun. As a result, the exclusive permit parking end time overlaps with the pay parking start time, so that those who attempt to follow the sign and who pay for parking between 8 AM and 10 AM receive parking tickets for doing so. The proposed amendment will resolve this discrepancy.

Placement of a Temporary Crossing Guard at the Intersection of Oriole Parkway and Gormley Avenue
I am writing to respectfully request the placement of a temporary school crossing guard at the intersection of Oriole Parkway and Gormley Avenue. Transportation Services Staff informed my office in October 2022 that the location is not warranted as per a technical analysis conducted, and that the guard was to be withdrawn at the end of December 2022. While the crossing guard was to be withdrawn at the end of December 2022, my office submitted a letter requesting the placement of a temporary crossing guard for the duration of 2023. With the crossing guard removed in December 2023, the School Community has continued to expressed serious concerns around this development-maintaining that there are significant safety and design flaws with this intersection, such as insufficient sidewalk width, sightline constraints, to name but a few. Not to mention, the very busy nature of Oriole Parkway and the numerous concerns around speeding and other forms of reckless driver behaviour makes this request an imperative. On behalf of the School Community, I am requesting an override of the technical analysis to keep the guard in place until December 31st, 2024.

Placement of a Temporary Crossing Guard at the Intersection of Benson Avenue and Hendrick Avenue
I am writing to respectfully request the continuation of the placement of a temporary school crossing guard at the Intersection of Benson and Hendrick Avenue. In November 2021, a driver hit a 3-year old McMurrich student, while driving a car at the intersection of Benson and Hendrick Avenues. This incident brought to light serious safety flaws at that particular intersection, and around the school zone in general. My office has been working with traffic operations staff, the School Council, and the Police over parking and other design changes. A top immediate priority identified was the placement of a school crossing guard at Benson and Hendrick. While Transportation Services staff informed my office that the location is not warranted as per a technical analysis conducted, I submitted a request in November 2022 to override the technical analysis. Due to continued concerns around safety at this intersection by the School Community, I am again requesting an override of the technical analysis to keep the guard in place for another year while we continue to work with Police Services and Transportation Services on the parking and design changes.

I am writing to respectfully request the continuation of the placement of a temporary school crossing guard at the intersection of College View Avenue and Highbourne Road. Since 2021, my office has been working closely with the local community, school, and residents association to address concerns of traffic speed and volume throughout the Chaplin Estates neighbourhood. The intervention of a school crossing guard at College View Avenue and Highbourne Road has consistently been raised by the community as a solution that would go a long way in facilitating the safe travel of students to and from Oriole Park Jr. Public School. In February 2022, parents from the Oriole Park Jr. Public School community submitted an application to install a school crossing guard at the intersection of College View Avenue and Highbourne Road. Unfortunately, the consultant conclude that the location did not warrant a crossing guard. At the request of concerned parents from the Oriole Park Jr Public School community and Oriole Park Association (OPA), I am requesting that a temporary School Crossing Guard be placed at this intersection while my office works with Transportation Services and the community on additional solutions to traffic safety.

Traffic By-Law changes in Forest Hill Village
I'm writing respectfully to request your endorsement of the below traffic by-law changes in Forest Hill Village. In 2020, the Forest Hill Village BIA undertook a streetscape redesign and improvement plan that would create a safer environment for vulnerable road users and a more vibrant pedestrian realm. Working with a variety of City Staff division and their own contractor Forest Hill Village BIA has in, large part, completed the physical changes laid out in the plan with curb bump outs and expanded sidewalks. However, the current traffic by-laws only reflect the past conditions along streets like Spadina Road, Lonsdale Road, and Montclair Avenue. This has left many passing through Forest Hill Village or doing their daily errands with difficulties in navigating the area without the proper signage. On January 10th, my staff, members of the Forest Hill Village BIA board, and City Staff conducted a site walk of Forest Hill Village and noted several areas where new or altered by-laws were required to reflect the current conditions of the streetscape. City Staff have put forward the below recommendations to improve functionality and safety throughout Forest Hill Village.

Recipient of the 2024 Agnes Macphail Award
The Agnes Macphail Award was established by the Borough of East York to annually recognize an outstanding volunteer who upheld the values and causes of Agnes Macphail and who live within the boundaries of the former borough. The Agnes Macphail Recognition Committee met, as established in the Toronto City Council approved selection process, on January 18, 2024 to review the nominations received and to select this year's award recipient. The Committee unanimously selected Susan Scandiffio as their 2024 Agnes Macphail Award recipient.

Parking Amendment - Russell Yard and Queen Street East
Parking amendments are recommended on Queen Street East in relation to the removal of the TTC stop at Connaught Avenue. This proposal would enhance sight lines for street car operators using the driveway of the TTC Russell Yard Street Yard on Queen Street East, and to provide for safe parking in the vicinity of the driveway and streetcar tracks.
