This report provides information and identifies a preliminary set of issues regarding the application located at 117-119 St George Street for a six-storey institutional addition. Staff are currently reviewing the application. It has been circulated to all appropriate agencies and City divisions for comment. Staff will proceed to schedule a community consultation meeting for the application with the Ward Councillor.
The Toronto and East York Community Council: 1. 363-391 Yonge Street and 3 Gerrard Street East Public Art Plan
The purpose of this staff report is to seek City Council approval of 363-391 Yonge Street and 3 Gerrard Street East Public Art Plan. The Plan, which is included as Attachment 1 of this report, outlines the method by which the owner will commission public art on a publicly-accessible area of the development site. The Public Art Plan provides a framework and description of the commissioning of public art including: introduction and context; development project description; project team; public art site description; curatorial vision; the art selection process; one-stage invitational competition process; mentorship; the jury; projected budget and preliminary schedule. The attached plan meets the objectives of the City Planning's Percent for Public Art Guidelines and is supported by the Toronto Public Art Commission.

Designation of Fire Routes and Amendment to Chapter 880 - Fire Routes - 6 Park Vista
To obtain Toronto and East York Community Council approval for the amendment of the Fire Route By-law to designate certain locations as fire routes within the meaning of City of Toronto Municipal Code Chapter 880, as amended. Fire Services uses designated fire routes as a key mechanism in regulating fire prevention, including the prevention of spreading of fires and the delivery of fire protection services.
The Toronto and East York Community Council: 1. Designated part or those parts of the private road or roads shown on the site plan filed with the Fire Chief and General Manager, Fire Services in respect of the municipal address set out below, as a fire route pursuant to Municipal Code Chapter 880 - Fire Route - 6 Park Vista. 2. Authorized the Fire Chief and General Manager, Fire Services and the City Solicitor to take the appropriate action to make a designated Fire Route.

Construction Staging Area Time Extension - 159 Wellesley Street East
As the Toronto Transit Commission (TTC) operates a transit service on Wellesley Street East, City Council approval of this report is required. Alterra is constructing a 26-storey residential condominium building at 159 Wellesley Street East. The south sidewalk and a portion of the eastbound curb lane on Wellesley Street East are closed to accommodate construction staging operations for the development. City Council previously authorized the subject construction staging area from June 1, 2017 to December 31, 2019. Transportation Services is requesting authorization to extend the duration of the construction staging area on Wellesley Street East for an additional 12 months (i.e. from January 1, 2020 to January 1, 2021.) in order to complete the construction of the development. The developer has requested an extension of the duration of the construction staging area on Wellesley Street East, as the site has experienced a number of construction delays due to winter weather conditions, discovery of soil contaminants and delayed construction of a cantilevered and elevated platform.
The Toronto and East York Community Council recommends that: 1. City Council authorize the continuation of the closure of the south sidewalk and the occupation of a portion of the eastbound curb lane on Wellesley Street East, between Sherbourne Street and a point 49.2 metres west of Sherbourne Street, from January 1, 2020 to January 1, 2021. 2. City Council direct the applicant to continue posting a 24-hour monitored construction hotline number on the hoarding board, which must be prominently placed and legible from 20 metres and on all elevations from the construction site. 3. City Council direct the applicant to continue providing and installing public art, including mural artwork, onto every elevation of the hoarding board with adequate spotlighting for night-time illumination, at their sole cost, to the satisfaction of the Ward Councillor. 4. City Council direct the applicant to continue sweeping the construction site daily and nightly, or more frequently as needed to be cleared of any construction debris and made safe. 5. City Council direct the applicant to continue pressure washing the construction site and adjacent sidewalks and roadways weekly, or more frequently as needed to be cleared of any construction debris and made safe. 6. Construction Staging Area - 462 Eastern Avenue
This staff report is about a matter that Community Council has delegated authority to make a final decision provided that it is not amended so that it varies with City policy or by-laws. Transportation Services is requesting authorization to close the north sidewalk and north curb lane on Eastern Avenue and also the west sidewalk and southbound curb lane abutting the site on Logan Ave for a period of 28 months. 462 Developments Inc. is building an eight-storey condominium with a total of 286 units, with a two level underground basement parking. The site is located on the north side of Eastern Avenue, west side of Logan Avenue and east-side of Booth Avenue. To enable construction, the applicant requires the aforementioned closures.
The Toronto and East York Community Council: 1. Authorized the closure of the north sidewalk and westbound curb lane of Eastern Avenue, from the west side of Logan Avenue to the eastside of Booth Avenue, from December 2, 2019 to March 31, 2022. 2. Authorized the closure of the west sidewalk and 1.7 metre portion of the southbound lane on Logan Avenue from Eastern Avenue and a point 90 metres further north, from December 2, 2019 to March 31, 2022. 3. Rescinded the existing parking prohibition in effect at all times on the north side of Eastern Avenue, from Logan Avenue to Booth Avenue. 4. Directed that Logan Avenue and Eastern Avenue be returned to their pre-construction traffic regulations when the project is completed. 13. Directed the applicant to sweep the construction site daily and nightly, or more frequently as needed to be cleared of any construction debris and made safe. 14. Directed the applicant to pressure wash the construction site, both sidewalks and roadways of Booth Avenue, Logan Avenue and Eastern Avenue, weekly, or more frequently as needed to be cleared of any construction debris and made safe. 15. Directed the applicant to ensure that the existing sidewalks or the proposed pedestrian walkway have proper lighting to ensure safety and visibility at all times of the day and night. 16. Directed the applicant to establish a Construction Liaison Committee made up of local residents and business owners to the satisfaction of the local Councillor, that the Committee is to meet weekly at the beginning of construction, and that minutes of the meetings are forwarded to the Local Councillor. 17. Directed the applicant to provide a sufficient number of traffic control persons on a daily basis to control construction vehicle access and egress to and from the site and maintain a safe environment for the public. 18. Staff are responding to a referral made at the Nov. 5th meeting of Toronto and East York Community Council to report on a detailed breakdown on the recommended fees associated with an application for two commercial boulevard parking spaces on Bedford Ave. and the feasibility of installing a two car loading zone in lieu of the CBP spaces.

Transportation Services is requesting approval from City Council to prohibit the General Manager from accepting applications from residents of, visitors to, and tradespersons at the development property municipally known as 276-294 Main Street and 144 Stephenson Avenue for residential on-street permit parking. Transportation Services has assessed the realignment of permit parking area 9A and the exclusion of the development property located at 276-294 Main Street and 144 Stephenson Avenue as requested by Toronto and East York Community Council, Item TE3.9, on February 26, 2019. Extension of Permit Parking Hours - Felstead Avenue, Between Monarch Park Avenue and Parkmount Road
This staff report is about a matter which Community Council has delegated authority from City Council to make a final decision. Transportation Services is requesting approval from Toronto and East York Community Council to extend the overnight on-street permit parking hours on Felstead Avenue, between Monarch Park Avenue and Parkmount Road, from 12:01 a.m. to 7:00 a.m., 7 days a week to the new hours of 4:00 p.m. to 10:00 a.m., 7 days a week. By extending the overnight on-street permit parking hours residents will have improved parking flexibility and the Parking Enforcement Unit, Toronto Police Service, can effectively control long term parking by non-residents through tagging and towing operations.

Transportation Services is responding to a request from Toronto and East York Community Council, Item TE7.78, to review the proposed area boundaries for on-street permit parking in wards 4,9 and 14, the feasibility of polling all streets in Ward 19 which are located within an existing permit parking area, but do not currently have permit parking, and to provide a list of local streets in Wards 10,11 and 13 that may be converted to Permit Parking along with recommendations related to neighbourhood traffic and parking changes where appropriate.
The Toronto and East York Community Council recommends that: 1. City Council amend Schedule B of the City of Toronto Municipal Code Chapter 925, Permit Parking, to incorporate the new and revised permit parking areas as illustrated in Attachment A to the report (November 26, 2019) from the Director, Permits and Enforcement, Transportation Services, as they pertain to Wards 4, 9 and 14. 2. City Council exempt the implementation of permit parking on the streets listed in Attachment B to the report (November 26, 2019) from the Director, Permits and Enforcement, Transportation Services, from the requirements of subsection 925-4B of the City of Toronto Municipal Code Chapter 925, Permit Parking, including both the petition and polling requirement, until such time as Toronto and East York Community Council considers a request for implementation of permit parking at that location, as they pertain to Wards 4, 9 and 14. 3. City Council exempt the streets listed in Attachment C to the report (November 26, 2019) from the Director, Permits and Enforcement, Transportation Services, from the petition requirements outlined in subsection 925-4B of the City of Toronto Municipal Code Chapter 925, Permit Parking, in order to proceed directly to the polling process in accordance with Chapter 190, Polling and Notification, to determine if residents are in favour of implementing permit parking on their street, until such time as a poll is conducted for that location.

Transportation Services is recommending that maximum one-hour parking from 8:00 a.m. to 6:00 p.m., Monday to Friday, be authorized on Cavell Avenue, between Carlaw Avenue and Pape Avenue. This is in response to a petition submitted by residents requesting the City to amend the existing parking regulations on Cavell Avenue in order to deter long-term parking during weekdays.

Transportation Services is recommending affixing parking to the east side of Caroline Avenue, between Queen Street East and Eastern Avenue, in place of the existing alternate side parking condition. Parking Amendments - Pape Avenue
As the Toronto Transit Commission (TTC) operates a transit service on Pape Avenue, City Council approval of this report is required. At the request of Councillor Paula Fletcher's office, Transportation Services is recommending that stopping be prohibited on the east side of Pape Avenue, between a point 15.7 metres north of Strathcona Avenue and a point 13.8 metres south of Strathcona Avenue, in order to ensure sightlines are not obstructed by accessible parking permit holders.
The Toronto and East York Community Council recommends that: 1. City Council prohibit stopping at all times on the east side of Pape Avenue, between a point 15.7 metres north of Strathcona Avenue and a point 13.8 metres south of Strathcona Avenue. 2. As the Toronto Transit Commission - TTC - operates a transit service on Strathmore Boulevard, City Council approval of this report is required. At the request of the Toronto Transit Commission, Transportation Services is recommending that stopping be prohibited on the south side of Strathmore Boulevard, between Linnsmore Crescent and a point 30.5 metres west, in order to ensure Toronto Transit Commission buses have clear passage to safely exit Greenwood Station from its northern egress.

At its meeting on July 16, 17 and 18, 2019, City Council directed Transportation Services to review pedestrian and traffic safety on Sherbourne Street, between Bloor Street East and Howard Street. This report provides an overview of the safety review for the requested proposals undertaken by Transportation Services.
