Lombard Street (114-120 Church Street and 59 Richmond Street East) - Construction Staging Area
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Madison Church Richmond Limited is constructing a 45-storey residential condominium with ground floor retail at 114-120 Church Street and 59 Richmond Street East. The site is located on the west side of Church Street between Lombard Street and Richmond Street East. Transportation Services is requesting authorization to temporarily close a portion of the westbound curb lane on Lombard Street for a period of 25 months, from May 8, 2024 to May 31, 2026 to accommodate a construction staging area. It should be noted that the construction staging area has been installed and is operating under monthly street Occupation permit. The sidewalk on the north side of Lombard Street is closed daily during construction hours. Pedestrian operations on the south side of Lombard Street is maintained at all times.
The Toronto and East York Community Council: 1. Directed the applicant to install appropriate signage and request the applicant to install converging mirrors to ensure that pedestrians, cyclists and motorists safety is considered at all times. 17. Directed the applicant to provide a sufficient number of traffic control persons as determined by the Work Zone Coordinator and the Toronto Police Construction Liaison Officer, on a daily basis to control construction vehicle access and egress to and from the site and maintain a safe environment for the public. 18. Directed the applicant to provide a sufficient number of pay-duty Police Officers as determined by the Work Zone Coordinator and the Toronto Police Construction Liaison Officer, during large scale concrete pours and large scale material deliveries to control vehicle access and egress to and from the site and maintain a safe environment for the public. 19. Directed the applicant to install cane detection within the covered and protected walkway to guide pedestrians who are visually impaired. 20. Directed the applicant to post a 24-hour monitored construction hotline number on the hoarding board, which must be prominently placed and legible from 20 metres and on all elevations from the construction site. 21. Directed the applicant to provide and install public art, including mural artwork, onto every elevation of the hoarding board with adequate spotlighting for night-time illumination, at their sole cost, to the satisfaction of the Ward Councillor. 22. Directed the applicant, in consultation with Transportation Services, to maintain any bicycle lanes, and install appropriate signage to inform drivers and cyclists of any changes to the cycling lanes. 23. Directed that Church Street, Lombard Street and Richmond Street East be returned to its pre-construction traffic and parking regulations when the project is complete. 24. Directed the applicant to cooperate with and provide all necessary assistance to the City engineers, staff and representatives carrying out operation, maintenance, and construction activities to municipal infrastructure with the vicinity of the construction staging area, and at no cost to the City to remove any staging to accommodate the necessary municipal infrastructure work. 25. Directed the applicant to provide monthly community meetings, to discuss any concerns raised by the community. 26. Directed that the occupation permit for construction staging on Church Street, Lombard Street and Richmond Street East be conditional subject to there being no conflicts with Metrolinx transit project construction. 27. Directed the applicant to create a publicly accessible website with regular construction updates and post the website address on the construction site hoarding, which must be prominently placed and legible from 20 metres and on all elevations from the construction site. 28. Directed the applicant to pressure wash the construction site and adjacent sidewalks and roadways weekly, or more frequently as needed to be cleared of any construction debris and made safe. 29. Directed the applicant to mitigate light pollution by installing a shield/barrier on any lighting standards in close proximity to adjacent residential properties, such as cranes.

1808 St. Clair Avenue West - Designation of Fire Routes and amendment to Chapter 880 - Fire Routes
To obtain Toronto and East York Community Council approval for the amendment of the Fire Route By-law to designate certain locations as fire routes within the meaning of City of Toronto Municipal Code Chapter 880, as amended. Fire Services uses designated fire routes as a key mechanism in regulating fire prevention, including the prevention of spreading of fires and the delivery of fire protection services.

The assessment indicates the warrant criteria as set out in the updated Traffic Calming Policy has not been satisfied. Therefore, staff do not recommend the installation of speed humps on Hassard Avenue.

Public Consultation on Naming the New Park at 70 Croatia Street
The Bloordale community eagerly awaits our new park being delivered as part of the broader residential development project at Bloor Street West and Dufferin Street. This new park will bring more green space to our growing community and create a new place for gathering. With this new park on the horizon, finding the right name is an important part of the puzzle. Many local residents have contacted my office with ideas and questions about how a name will be selected for the new park at 70 Croatia Street. I've been informed that park naming is not within the currently set scope of the established Community Advisory Committee and Indigenous Advisory Circle. Instead, residents have been directed to complete a Commemorative Property Naming Form which would be reviewed against the Commemorative Framework. With the significant interest in the naming process, I believe that a more proactive process is needed to hear and balance the desires of the local community. In addition, I know that it is a priority to Ward 9 for the commitments made by the City of Toronto in the Reconciliation Action Plan to be fulfilled. This plan includes a commitment to "work with language speakers and Knowledge Carriers, and ensure that Indigenous language is given priority in the naming and renaming of City streets, parks and other City assets." With all of that in mind, I am requesting that Parks, Forestry and Recreation undertake public consultation on recommending a name for the new park at 70 Croatia Street.

Fringe Festival Lane Closure Permit
The Toronto Fringe Festival marks its 36th year of operation this summer. Transportation Services has closed laneways in the past for the Toronto Fringe Festival, and again this year, the festival is collaborating with The TRANZAC at 292 Brunswick Avenue to bring an outdoor patio with exciting programming experiences. The event organizer is requesting to temporarily close Barbara Barrett Lane, between David French Lane to Brunswick Avenue, from Tuesday, July 2, 2024 to Tuesday, July 16, 2024 in order to accommodate their programming. The purpose of the proposed closure is to facilitate a festival hub and will include food and drink service, artisan vendors, and the festival box office. The Toronto Fringe Festival is the most accessible arts event in the city, presenting 77 theatrical shows at 16 venues across the city from July 3-14, 2024. Fringe has premiered some of Canada's most successful productions including Kim's Convenience, My Mother's Lesbian Jewish Wiccan Wedding, 'Da Kink In My Hair, The Drowsy Chaperone, and Mump and Smoot. All Fringe Festivals in Canada are mandated to choose their participants by lottery and return 100% of the box office revenues to the artist in the festival, which has seen a return of over $6.5 million over the past three decades to artists from across the country. It is one of the longest-running City-supported events and has received municipal endorsement each year for over a decade. Municipal Code Chapter 937-3 authorizes the General Manager of Transportation Services to temporarily close to vehicular traffic any portion of a road for a period of not more than four consecutive days for social, recreational, community, athletic or cinematographic purposes. This proposed closure will be in effect for more than 4 days and, therefore, requires Community Council approval. There will be no amplified noise outdoors after 11:00 p.m. The Toronto Fringe was granted the same street event closure permit in both July 2022 and July 2023, and received no noise or other complaints.

Speed Limit Reduction - Inglewood Drive, between St Clair Avenue East and Welland Avenue
In order to improve the safety of vulnerable road users, and as requested by local residents, it is appropriate to reduce the speed limit on Inglewood Drive.

Parking Amendment - River Street
I am writing to request City Council prohibit stopping on the east side of River Street, south of Oak Street to a point 20 metres south. This would result in the removal of one parking space to the south of the pedestrian crossover. This request stems from long-standing safety concerns from local residents who have reported vehicles running through the pedestrian crossover when people are legally crossing, resulting in one recently reported injury. I have spoken to Toronto Police Services about this intersection. They indicated that the existing parking on River Street south of Oak Street creates obstructed sightlines for vehicles travelling northbound. Removing this parking space would improve vision for drivers and safety for pedestrians.

Re-opening TE9.52 - Accessible Loading Zone - Hounslow Heath Road
During our November 15, 2023 meeting, Toronto and East York Community Council approved the installation of an on-street accessible loading zone on Hounslow Heath Road as requested by a resident. Unfortunately, the original applicant for the accessible loading zone passed away following approval. Transportation Services advises that there is no longer a need for the accessible loading zone, and residents are requesting its removal as it is not being used. Transit Lane - Lake Shore Boulevard West, west of Yonge Street (Bus Terminal)
45 Bay Street is located in downtown Toronto in the city's Financial District. The development site is bounded by Front Street West to the north, Lake Shore Boulevard West to the south, Bay Street to the west and Yonge Street to the east. The site is located south of Union Station and directly east of the Air Canada Centre, in the City's South Core. Metrolinx bus terminal is contained within the eastern portion of the development, with direct pedestrian connectivity to Union Station to the east. The bus terminal has access and frontage on Lake Shore Boulevard West. As a condition of the Site Plan Agreement, the curb lane on Lake Shore Boulevard West has been partially dedicated as a transit lane. Upon further review by Transportation Services staff, this transit lane was not by-lawed. Recommendation 1 addresses this matter.

During the June to December 2024 closure of the 510 Spadina streetcar for construction at Spadina Station, the Toronto Transit Commission (TTC) wishes to enhance alternate routes for customer movement to and through the Chinatown neighbourhood. One key alternate route is the 505 Dundas streetcar. Unfortunately, this streetcar is frequently delayed by acute traffic congestion between Spadina Avenue and McCaul Street. To improve timeliness and reliability of 505 Dundas streetcar service through Chinatown during the Spadina closure, TTC is requesting that Council temporarily modify left-turn prohibitions, reduce on-street general-use parking, and add no stopping restrictions in strategic locations and timeframes along Dundas Street West between Spadina Avenue and McCaul Street. Designated loading zones may also help to reduce conflicts with streetcar service while supporting local businesses.

Expanding Permit Parking Area 13K
I am writing to you today to request your support in expanding the permit parking area 13K. At the June 27th, 2022, meeting of Toronto and East York Community Council, TE34.195 directed city staff to install traffic control signals at the Intersection of Heath Street West and Tweedsmuir Avenue/Lower Village Gate. The installation of this traffic control signal was a necessary intervention at a misaligned intersection where right-of-way and safe crossing for pedestrians was a consistent issue. Whereas the previous stop sign intervention at this intersection only required a 15-metre no-parking prohibition, the traffic control signal that was installed in December 2023 now requires a 30-metre no-parking prohibition. The installation of this traffic control signal has taken out approximately 61-metres of curb spaces that was previously licensed for on-street permit parking per 950-400 E (3) of the Toronto Municipal Code. The result has had a significant negative impact on residents who use Permit Parking Area 13K, an area that already has a constrained permit parking capacity. While the process to expand a permit parking area usually requires a petition, I firmly believe that this is not a feasible solution for the residents as there are several high-density residential buildings in the area. In order to ensure that the traffic safety intervention at Heath St W and Tweedsmuir Ave/Lower Village Gate can continue to serve the area while also addressing the capacity issue, I am asking for your support to waive the polling requirements. Staff can swiftly initiate the process to amend the boundary of Permit Area 13K and increase the number of permitted spaces by licensing limited sections of Lonsmount Drive and Tweedsmuir Avenue without the need for a petition and poll process.

Placement of a Crossing Guard at the Intersection of Acacia Road and Davisville Avenue.
I am writing to you today to request your support in directing city staff to place a school crossing guard at the intersection of Acacia Road and Davisville Avenue. On May 2nd, 2024, my office was made aware that a parent and their child were struck by a motorist while crossing Davisville Avenue at a designated Pedestrian Crossover (PXO) at Acacia Road while walking to Davisville Public School. While we are heartened to hear that both victims are expected to make a full recovery, this incident has brought the safety of vulnerable road users to the front of everyone's mind in the community. Many local residents have reached out to my office since then, reporting that motorists not paying attention to the PXO is an all-too common occurrence and near-misses happen daily. After speaking with city staff, the principal of Davisville Public School, and many residents, I have heard that an immediate near-term solution is required and that the solution include the immediate placement of a crossing guard at this PXO. Although this is only the beginning of traffic calming interventions my office will be undertaking on Davisville Avenue, I have heard loud and clear that a crossing guard is a necessary first step to make sure all vulnerable road users are safe.

Torrens Avenue is a local road, south of William Burgess Elementary School and east of Pape Avenue. Residents have received tickets for parking in the school bus loading zone on weekends and holidays. The principal and TDSB trustee are not aware of programming on weekends that would require school buses utilizing the loading zone. Amending the school bus loading zone to the school calendar would allow residents to utilize their street for parking.

My office heard from the Parent Advisory Council and the school administrators at Notre Dame and St John's Catholic Schools about congestion and parking issues on Lyall Avenue, at Wayland Avenue during morning drop-off. The public laneway east of Brock Avenue extending between Lindsey Avenue and Muir Avenue frequently experiences a high volume of speeding vehicles attempting to avoid existing traffic calming measures along Brock Avenue. With Brock Public School and St. Helen Catholic School located nearby, the problem of speeding and dangerous driving is a significant safety concern for residents and young children who travel near the laneway. In a recent survey, residents in the surrounding area overwhelmingly supported the installation of speed bumps in this laneway. As such, I respectfully request your support on the below recommendation.

Creating a Community Safety Zone on Lake Shore Boulevard East
The purpose of this motion is to request that Council designate a Community Safety Zone on Lake Shore Boulevard East, west of Woodbine Avenue. The motion also requests that Transportation Services include this Community Safety Zone for consideration when determining an appropriate location for a permanent Automated Speed Enforcement (ASE) camera within Beaches-East York. This motion responds to a long-standing request from the community to improve road safety at Lake Shore Boulevard East and Woodbine Avenue. This is an area that is heavily used by residents and visitors accessing Woodbine Beach, especially during annual events like the Canada Day fireworks and Winter Stations. The creation of a Community Safety Zone - and the subsequent installation of ASE cameras - will help to make this area safer for all those who come to Woodbine Beach.

Permit Parking at Danforth Avenue and Dawes Road
The purpose of this motion is to request that Transportation Services review and report back on the removal of new buildings approved by the Ontario Land Tribunal from permit parking area 9A. The removal of mandatory minimum parking requirements for new developments in 2021 was a positive step forward in achieving both housing affordability and environmental sustainability. However, it was recognized that on-street permit parking should not be used to accommodate on-site deficiencies in parking supply in response to these new parking requirements.

The residents of Lewis St and Saulter St are, over the coming months, going to see a major change with two major developments set to be considered by the Province in the immediate area. One is the development known as 21 Broadview Ave, which has been appealed by the developer to the Ontario Land Tribunal. The other is the Eastern Avenue Transit Oriented Community (TOC), which sits at the bottom of Saulter St and Lewis Street, having been purchased by Metrolinx for Ontario Line construction and will be turned over to Infrastructure Ontario subsequently. This site is likely to be approved through an Ministerial Zoning Order. The residents of Saulter St and Lewis St continue to seek clarity from each developer, particularly with relation to the transition from the developments to the local neighbourhood, and on the provision of parkland and greenspace.
