Adding Pay and Display on Regatta Road
For those residents without Cottages the city's beaches are an important destination. Cherry Beach is one of these very popular destinations for Toronto families, especially during the hot weather. Access to Cherry Beach remains difficult as there is limited transit service on Cherry Street and none on Unwin Avenue. Also much of the beachfront is on lease to sailing clubs and that includes private parking lots. Regatta Road is one road on which parking can be accommodated. It is owned by the City and like other parks sites Green P can be introduced. Currently the signage that says No Parking is covered with foliage and those families who do not own cottages, or who are not members of the sailing clubs who have parked on Regatta road have received $100 tickets for a day at the beach.

Councillor Paula Fletcher recommends that: 1. City Council and Toronto and East York Community Council remove the No Parking designation from Regatta Road; 2. City Council Request that Green P be installed on Regatta road as soon as possible; 3. All tickets issued since July 1st for Regatta Road be cancelled; and 4. Any further tickets issued after these recommendations come into effect also be cancelled.

Bloor Street Study - St. Helens Avenue to Perth Avenue
Development pressures in this area have begun increasing, with several properties being bought and companies seeking meetings with my office and the planning department. With large projects proposed and approved to the south and several more plans forthcoming to the north, there is significant development pressure in the area. In order to ensure a comprehensive plan for the area and that growth occurs in a well-planned, comprehensive and coordinated manner I am requesting that City Council adopt the recommendations below.
The Toronto and East York Community Council recommends that: 1. City Council request that the Chief Planner and Executive Director, City Planning, undertake an area study for the area generally bounded by; the north side of Bloor Street West, St. Helen's Avenue to the east, the Kitchener GO Rail corridor to the west and Sterling Road to the south, to develop a planning framework, including an evaluation of appropriate built form, transportation and pedestrian networks, an overall public realm strategy including parks and open spaces and potential heritage sites. An Official Plan Amendment or a Site and Area Specific Policy to implement the finding of the planning framework would be addressed as a second phase of the study. 2. City Council request the Chief Planner and Executive Director, City Planning to work with the Ward Councillor to establish a community consultation process for this study and to report back with a planning framework to the Toronto and East York Community Council in the fourth quarter of 2020.

Parking Amendments - Ellsworth Avenue
Dear Chair and Members, I am writing to you to request Community Council's support for a motion that is important to the constituents of the Toronto-St. Paul's ward, but one that could not be brought forward by staff due to the immediacy of the issue. Residents of Ellsworth Avenue have come to my office with concerns over the current parking arrangement on the block between Vaughan Road and Wychwood Avenue. The current arrangement has failed at ensuring adequate space for local residents of the street and has caused safety concerns over illegal parking on both sides of the street potentially limiting access to emergency services vehicles, amongst other concerns. This is often exacerbated in the spring and summer when there are more visitors to popular food establishments along St. Clair Avenue West and Vaughan Road, many of whom end up parking on Ellsworth. My office has received a petition of the majority of residents of the block, requesting that the current by-laws be rescinded and the underneath recommendations implemented. Traffic Operations staff have also been consulted on this and have advised that they do not have any concerns over the proposed recommendations.
The Toronto and East York Community Council: 1. Rescinded the existing parking prohibition in effect from the 16th day to the last day of each month, from April 1 to November 30, inclusive, on the north side of Ellsworth Avenue, between Vaughan Road and Wychwood Avenue. 2. Rescinded the existing parking prohibition in effect from December 1 of one year to March 31 of the next following year, inclusive, on the north side of Ellsworth Avenue, between Vaughan Road and Wychwood Avenue. 3. Rescinded the existing parking prohibition in effect from the first day to the 15th day of each month, from April 1 to November 30, inclusive, on the south side of Ellsworth Avenue, between Vaughan Road and Wychwood Avenue. 4. Rescinded the existing maximum one-hour parking regulation in effect from 10:00 a.m. to 6:00 p.m., 1st day to the 15th day of each month, from April 1 to November 30, inclusive, on the north side of Ellsworth Avenue, between Vaughan Road and Wychwood Avenue. 5. Amended the existing maximum one-hour parking regulation in effect from 10:00 a.m. to 6:00 p.m., 16th day to the last day of each month, from April 1 to November 30, inclusive, on the south side of Ellsworth Avenue, between Vaughan Road and Wychwood Avenue, to be in effect from 10:00 a.m. to 6:00 p.m. daily. 6. Parking Amendments - Parkman Avenue
Residents on the street have delivered a petition to my office to adjust the parking limit from 3-hours to 1-hour. Therefore, I am requesting that Toronto and East York Community Council approve the requested changes to parking time limits and associated signage.
The Toronto and East York Community Council: 1. Authorized parking for a maximum period of 1 hour from 7:00 a.m. to 6:00 p.m., Monday to Friday, except each Thursday, from April 1 to November 30, inclusive, on the north side of Parkman Avenue, between Perth Avenue and Franklin Avenue. 2. Authorized parking for a maximum period of 1 hour from 7:00 a.m. to 6:00 p.m., each Thursday, from April 1 to November 30, inclusive, on the south side of Parkman Avenue, between Perth Avenue and Franklin Avenue.

Parking Amendments - St. Helens Avenue
Residents contacted my office requesting that we review a loading zone on St. Helens Avenue. This loading zone occupied two potential parking spaces which residents wanted to claim as additional residential parking while businesses wanted to maintain the zone for commercial loading. I requested Traffic Operations to review the inventory of parking spaces on the street and to make recommendations on how to add new spaces for residents to park. The result of this study was that by switching parking to the west side of the street, we could secure 23 new parking spaces. I immediately consulted with the local community by way of a letter, who vastly confirmed that these changes would be beneficial to the residents and businesses of the area. Therefore, I am requesting that Toronto and East York Community Council approve the recommendations to effect the shift in parking to the west side of St Helens Avenue.
The Toronto and East York Community Council: 1. Rescinded the existing parking prohibition in effect at all times except each Thursday, April 1 to November 30, on the east side of St. Helen's Avenue, between Bloor Street West and Dublin Street. 2. Accessible Loading Zone - Concord Avenue
Transportation Services is recommending designation of an on-street accessible loading zone on Concord Avenue. The establishment of an accessible loading zone will provide unimpeded curbside access to TTC Wheel-Trans service for a local resident. There should be no issues here because there is no loss of parking. Therefore I am requesting that Toronto and East York Community council designate this loading zone.
The Toronto and East York Community Council: 1. Designated an accessible loading zone to operate from 8:00 a.m. to 6:00 p.m., daily, on the east side of Concord Avenue, between a point 27.5 metres south of Northumberland Street and a point 5.5 metres further south.
