Re-Opening Item TE23.87: Traffic and Parking Regulations - Various Streets in the Regent Park Area.
Over the last several months, our office has received a series of correspondence from constituents and Toronto Police Service Parking Enforcement about ongoing parking concerns along several streets south of Dundas Street East in Regent Park. Most pressing, are complaints from Toronto Fire Services about fire trucks being unable to access the roads as vehicles are parked on both sides. For the last number of years, as part of the ongoing development several streets in Regent Park have been under the jurisdiction of the developer. A number of these streets have now been dedicated to the City of Toronto allowing for a review of traffic and parking regulations. Transportation Services have reviewed the following streets: Nicholas Avenue, Wyatt Avenue, Tubman Avenue, Dreamers Way, and Oak Street. Traffic and parking regulations have been determined that support improved access for emergency personnel vehicles (see Attachment 1). These regulations are an interim solution. Once the roads are fully assumed by the City, there will be a larger community conversation to determine the long-term responses to parking and traffic regulation in the neighbourhood.
The Toronto and East York Community Council: 1. Re-opened Item TE23.87 entitled "Traffic and Parking Regulations - Various Streets in the Regent Park Area", only with respect to Part 1 of Toronto and East York Community Council's decision. 2. Deleted Part 1 of its decision with respect to Item TE23.87 and adopt the following: "1. Authorized the traffic and parking regulations on Nicholas Avenue, Wyatt Avenue, Tubman Avenue, Dreamers Way and Oak Street, as described in "Attachment 1: Traffic and Parking Regulations-Nicholas Avenue, Wyatt Avenue, Tubman Avenue, Dreamers Way, Sumach Street and Oak Street".

Return Dundonald Street and Gloucester Street to pre-construction traffic and parking regulations
My office has received several requests from residents of Dundonald Street inquiring about the status of the project at 587-599 Yonge Street. Residents who have endured several years of construction and have been displaced from their on-street parking are anxious for conditions to be returned to the pre-construction conditions.
The Toronto and East York Community Council: 1. Directed the Acting Director, Traffic Management, Transportation Services to immediately return Dundonald Street and Gloucester Street to pre-construction traffic and parking regulations now that the construction staging permits are set to expire on May 31, 2021 and the project is complete at 587-599 Yonge Street.

Updating Traffic Signage to Ensure Pedestrian and Public Safety on Dalhousie and Mutual Streets
For the past 10 years, the City of Toronto and many downtown neighbourhoods have been inundated with an increasing number of development projects. While development is crucial to meet the expected population growth of our vibrant City, it is important that any new construction contributes to the health and well-being of our communities and neighbourhoods. The western section of the Garden District has seen a sudden rise in construction-related projects that have added new stress for area residents. Presently, there are eight developments underway within this catchment that have active construction sites. While developers are required to submit a construction management plan for Construction Staging Area approvals to Transportation Services for temporary road closures within the public right of way, there is a severe disconnect with Transportation staff recommendations to TEYCC and those living in the development heavy construction areas. My office has received a series of correspondence and complaints from constituents documenting missing signage and daily traffic violations in the Garden District boundaries. With the onset of large construction-related vehicles and respective construction staging plans taking up City streets, residents have reported that construction workers are infringing upon traffic rules such as parking in clearly marked "no parking" zones, blocking housing co-operatives, condominium driveways and abusing accessibility permits. This un-neighbourly and disorderly activity is occurring in the area of Dalhousie and Mutual Streets, between Dundas Street East and Queen Street East and creating negative impacts on the area residents.
The Toronto and East York Community Council: 1. Directed the General Manager, Transportation Services, to immediately review parking regulations, enforcement and signage on Dalhousie and Mutual Streets, between Dundas Street West and Queen Street West and to include Church, Jarvis and Shuter Streets which are immediately attached or traversed in this zone and to report back to the September 9, 2021 Toronto and East York Community Council meeting on the outcomes. 2. Directed the General Manager, Transportation Services to immediately replace missing or damaged traffic signs. 3. Directed the General Manager, Transportation Services to immediately engage and include local community representatives, property managers, business owners and residents in the review of parking regulations. 4. Directed the General Manager, Transportation Services to immediately inspect and monitor construction sites to ensure that developers, contractors and subcontractors are appropriately adhering to and following City approved construction management plans and construction staging area approvals. 5. Directed the General Manager, Transportation Services to temporarily increase "no parking" zones within this catchment area until the majority of construction is complete. 6. Directed the General Manager, Transportation Services to immediately look for opportunities to improve community safety by recognizing the severe loss of City streets due to development-related construction. Measures such as painted crosswalks at all affected intersections would help to enhance pedestrian safety. 7. Directed the General Manager, Transportation Services to immediately review the placement of the Bikeshare station at the corner of Mutual and Shuter Street which is taking up one lane of traffic in addition to the construction staging site for 79-85 Shuter Street.

Speed Limit Reductions for St Clair Avenue East and O'Connor Drive (Ward 19)
Residents have frequently reached out to my office with concerns over speeding on St Clair Avenue East and on O'Connor Drive. To improve safety along these roads, I am requesting that speed limit reductions be implemented along these roads and communicated through new signage installations. As outlined in the City of Toronto's Vision Zero Road Safety Plan Speed Management Strategy, higher speeds can contribute to higher risk of serious injury and fatalities. Setting a lower speed limit in these zones serves to increase safety for all road users, improve speed limit cohesiveness in the area, and further the objectives of Vision Zero in Toronto.
The Toronto and East York Community Council recommends that: 1. City Council reduce the speed limit along the following roadways from 50 kilometres per hour to 40 kilometres per hour: a. St Clair Avenue East from O'Connor Drive to Victoria Park Avenue; and b. O'Connor Drive from St Clair Avenue East to Victoria Park Avenue. 2. City Council direct the General Manager, Transportation Services, to install relevant speed limit signage along the roadway segments outlined in Recommendation 1.

All-Way Stop at the Intersection of Oak Park Avenue and Westbrook Avenue
Residents have reached out to my office with concerns about road safety and speeding along Oak Park Avenue. They have reported drivers speeding as they travel north from the Danforth, using Oak Park as a cut through to avoid busier streets. My office polled the homes near the intersection of Oak Park and Westbrook Avenue, and over 80% of residents supported changing the existing 2-way stop into an all-way stop as a method of traffic calming for the neighbourhood. To keep making our community safer for all, I recommend installing an all-way stop at this intersection.
The Toronto and East York Community Council: 1. Authorized all-way stop controls at the intersection of Oak Park Avenue and Westbrook Avenue.

Parking Amendments - Shaw Street
For many years the volunteer-run Trinity Bellwoods Farmers Market has been an essential local source of fresh, sustainable, naturally grown and organic agriculture. Every year the market obtains their parking permit from the City for their vendors to be able to park adjacent to Trinity Bellwoods Park along Shaw Street and Dundas Street West. However, over the last number of years, the number of spaces they have been able to access have been reduced due to the installation of designated Zipcar parking spaces, and later electric vehicle charging stations on Shaw Street. Now, this year, there will be construction on Dundas Street West preventing them from accessing parking for their vendors. In order to open up more parking for the farmers market, I am requesting that the two Zipcar spaces be relocated to Shaw Street north of Dundas Street West. Shaw Street north of Dundas Street West is within Permit Parking Area 4E, which is currently at 56% capacity.
The Toronto and East York Community Council: 1. Rescinded the existing car-share vehicle parking area for up to three Zipcar vehicles on the east side of Shaw Street, between a point 30.5 metres south of Dundas Street West and a point 11 metres further south. 2. Rescinded the existing parking prohibition in effect at all times, on the east side of Shaw Street, between a point 30.5 metres south of Dundas Street West and a point 11 metres further south. 3. Amended the existing maximum one hour parking limit, in effect from 8:00 a.m. to 6:00 p.m., daily, on the east side of Shaw Street, between Argyle Street and a point 41.5 metres south of Dundas Street West, to be in effect from Argyle Street and Dundas Street West. 4. Designated a car-share vehicle parking area for up to three Zipcar vehicles on the west side of Shaw Street, between a point 30.5 metres north of Dundas Street West and a point 11 metres further north. 5. Prohibited parking at all times, on the west side of Shaw Street, between a point 30.5 metres north of Dundas Street West and a point 11 metres further north. 6. Amended the existing maximum one hour parking limit in effect from 8:00 a.m. to 6:00 p.m., daily, on the west side of Shaw Street, between Dundas Street West and a point 79 metres south of College Street, to be in effect from a point 41.5 metres north of Dundas Street West and a point 79 metres south of College Street.

1327-1331 Queen East: Ensuring Pedestrian Safety and Accessibility
Dear Chair and Members of Toronto and East York Community Council, A few weeks ago residents in Leslieville brought an issue to my attention regarding an unsafe condition of the sidewalk in front of the above address which is a recently built condo on Queen East where the building was erected higher than the existing sidewalk. Since that time, City staff and the developer have been working to find a way to modify the design to make it as safe as possible. As well, some residents of The George have informed me that they have received tickets as it seems that the pre-construction parking regulations have not yet been reinstated
The Toronto and East York Community Council directed: 1. City Planning report to the June 24, 2021 meeting of the Toronto and East York Community Council on the design selected, the steps that will be taken and the timeline to mitigate the current unsafe sidewalk condition. 2. Transportation Services return this stretch of Queen between Laing and Knox to pre-construction traffic regulations. 3. Transportation Services Staff report to the June 24, 2021 meeting of the Toronto and East York Community Council on the number of parking tickets that have been issued between Knox and Laing since the opening of The George, whether they were given erroneously, and if so how those residents will be remunerated. 4. City Planning consider as part of the revised design an improved planting plan that includes trees to support the urban tree canopy.
