Chief Executive Officer’s Report - February 2026
The CEO's Report was created in 2012, replacing the Chief General Manager's Report. Over time, it has evolved into a focused monthly overview to support performance tracking and is submitted to the TTC Board for information. Copies of the report are also forwarded to Members of Toronto City Council, the City Manager and the City Chief Financial Officer, and made available on https://www.ttc.ca/transparency-and-accountability/CEOs-Report The CEO's Report offers a rotating review of service delivery performance across the TTC's transit modes. The current edition highlights Subway service, featuring key performance indicators (KPIs) through the end of November 2025, and Station Makeovers.

The Advisory Committee on Accessible Transit (ACAT) is forwarding the approved minutes of its General monthly meetings of November 27, 2025 and December 18, 2025 to the February 2026 Board Meeting for information. At the November meeting, ACAT members received updates about the TTC vehicle procurement plan for Wheel-Trans e-buses and the TTC Community Safety, Security, and Well-Being Plan. There was also a discussion about the cancellation of the 2025 Halloween Fest event. At the December meeting, ACAT members discussed the Line 6 Finch West LRT opening and provided feedback about some accessibility features. The Committee also received information about changes made to bus stops in the East Mall-Burnhamthorpe area of Etobicoke after receiving feedback from the local community. Retiring and incoming ACAT members and pool members were acknowledged and welcomed. The following is a summary of the main topics discussed at the November and December ACAT Subcommittee Meetings: Communications Subcommittee November meeting: Scarborough Town Centre Station signage: concerns were raised about high-mounted signs and visibility for low-vision and seated users. CNIB replacement card procedures: discussions about broad awareness of the new process. Wheel-Trans communications updates: discussions about equity consultations, travel training video series, the end-of-year newsletter, and an International Day of Persons with Disabilities event. December meeting: Line 6 train announcements and including door direction and next station information when entering and exiting stations. New subway platform boarding decals for improved customer flow and visibility for low vision customers. Wheel-Trans app and Self-booking Website improvements. Need for additional public education about new transit lines and clear instructions for Passenger Assistance Intercoms. Design Review Subcommittee (no meeting held in November) December meeting: 2025 TTC Annual Public Forum on Accessible Transit feedback: members shared their thoughts on design-related public feedback such as priority seating use, suggestion to change the colour of straps, promote customer education about priority seating use, and to consider using retractable stop-sign arms on streetcars. Line 6 Finch West LRT visit: discussions about signage, areas of refuge, audibility of announcements and suggestion to for clearer communication about emergency features, APS button location information, and connecting-route information. Strategy and Planning Subcommittee November meeting: Warden Station elevators 2025 opening and planned closure: members stressed the need for strong, multi-platform communication about the temporary opening and later shutdown. Line 5 Cedervale and Mount Dennis partial openings: discussions about signage, standardized pickup locations and cold weather protection. December meeting: 2025 TTC Public Forum on Accessible Transit feedback: members shared their thoughts on public feedback such as sidewalk conditions, Request Stop program, elevator outages and specific route concerns. PRESTO Support Person Assistance Card update and review of proposed one card pass back solution. Wheel-Trans Operations Subcommittee (no meeting held in December) November meeting: Resumpton of "Day in the Life" training for contracted Wheel-Trans drivers and vehicle ergonomics. LRT and Wheel-Trans stops labelling: discussion about the need for clear labelling to improve accessibility, including travel direction. Reporting on customer complaints, commendations, PRESTO issues, and service consistency.

Presentation: Opportunities to improve Transit Signal Priority in Toronto
Narayan Donaldson, Integrated Mobility Consultant, Mobycon, will address the TTC Board. This presentation will discuss the strengths and weaknesses of the Transit Signal Priority (TSP) system used on Toronto's streetcar, bus and LRT systems, compare it to a TSP system commonly used in the Netherlands, and suggest areas of improvement. Narayan Donaldson has been invited to present to the TTC Board in accordance with Section 11 of the TTC By-law to Govern Board Proceedings

Revitalizing TTC Branded Merchandise: Progress, Insights, and Strategic Direction
In 2025, the TTC made significant progress in revitalizing its TTC‑branded merchandise program through a renewed strategic focus. Key initiatives included strengthening business practices, introducing new and refreshed merchandise, delivering pop‑up retail activations, piloting partner collaborations, and exploring opportunities for continued program expansion. At its meeting of June 23, 2025, the TTC Board directed staff to assess the feasibility of establishing a standalone TTC brick‑and‑mortar retail store at Davisville Station or another suitable location. Based on this direction, staff conducted a comprehensive review of peer transit agencies, market interest, and the TTC's current merchandise performance. The review suggests that, at this time, a standalone TTC brick‑and‑mortar retail location is not the most effective approach. Accordingly, staff recommend focusing efforts on strengthening existing merchandise channels and pursuing alternative opportunities to enhance the TTC's presence within the branded merchandise space. The option of a standalone retail location will continue to be assessed as market conditions and program maturity evolve.

Declaration of Surplus Property - 1870 Avenue Road, Southern Portion of Roe Loop
This report recommends that the TTC Board declare the southern portion of Roe Loop at 1870 Avenue Road, currently used as a bus loop, surplus to the operating requirements of the TTC. The recommendation is that all lands be released to the City of Toronto in accordance with TTC Procedural By-Law No. 2, TTC Policy 8.2.0 - Disposal of Surplus Property, Acquisition of Real Property, Office and Short-Term Lease, and the City surplus property process.
The TTC Board: 1. This report provides an update on the acceleration plan to target the start of revenue service by September 30, 2026, on the SRT Busway. This report is a follow up to the July 17, 2025 Board report, SRT Busway Update, which provided an interim update on the measures taken to support the acceleration goal of advancing the revenue service date in response to a motion adopted by the Board at its meeting of May 14, 2025, "That the Board direct staff to work with the City Manager, the General Manager, Transportation Services, and the Executive Director, Transit Expansion Division to expedite all required land acquisitions and permits to accelerate construction of the SRT busway and report back in July on the acceleration plan."

The purpose of this report is to provide the TTC Board with a status update on the TTC-Metrolinx Master E-Fare Collection Outsourcing Agreement. The 2012 TTC-Metrolinx Master E-Fare Collection Outsourcing Agreement (the "Agreement") has an initial term of 15 years which expires on November 28, 2027, subject to various terms and conditions relating to renewal options as set out in the Agreement.

Summary of Contract Awards Over $5 million from June 23, 2025 to December 31, 2025
At its June 23, 2025 meeting, the TTC Board approved amendments to the TTC's Authorization for Expenditures and Other Commitments policy, including an increase to the CEO's delegated authority to award contracts (other than single source) for budgeted goods and services. The CEO's contract award authority was increased from $5 million CAD to an amount up to the approved budget. The Board's approval of this increase included a requirement to report back semi-annually on contracts awarded under the delegated authority that exceed $5 million CAD. This report provides the Board with a summary of contracts awarded between June 23, 2025 and December 31, 2025, under the delegated authority.
