Strategic Planning Committee - Terms of Reference
This report transmits the Board approved Terms of Reference for the Strategic Planning Committee. The Strategic Planning Committee assists the TTC Board in managing strategic planning and priorities, focused on two core strategic directions of the Board approved 2024-2028 Corporate Plan, Moving Toronto, Connecting Communities , being: Strategic Direction 2. Attract New Riders, Retain Customer Loyalty Strategic Direction 3. Place Transit at the Centre of Toronto's Future Mobility The Terms of Reference is included as Attachment 1.

Presentation: Key Trends on TTC Expenditures, Revenue and Opportunities for Sustainable Growth
A presentation will be provided to the July 10, 2025 meeting outlining key trends for expenditures, revenues and opportunities for sustainable growth.
The Strategic Planning Committee: 1. Received this report for information. 2. Directed TTC staff to report back on a jurisdictional scan of best practices on new funding revenues that offset cost pressures and incentivize ridership.

Framework for Ridership Growth
The Strategic Planning Committee will be presented with key ridership trends and an outline of a draft Ridership Growth Strategy, including guiding principles and considerations which will aim to increase ridership and support the TTC's long-term financial sustainability. Supplementary information is included in the following attachments to inform the discussion: Attachment 1: Overview of TTC Service Standards Attachment 2: 2019-2025 TTC Service Consultation Brief
The Strategic Planning Committee: 1. Directed TTC staff to: a. Leverage the TTC's Planning Advisory Group to review and receive feedback on ridership growth. b. Conduct a comprehensive review of TTC Service Standards, with extensive consultation with TTC's Planning Advisory Group and customers to begin in 2026. 2. Amended the eleventh bullet in the draft guiding principles to read: Ensure that the TTC remains affordable, accessible , and equitable for customers 3. Endorsed the draft ridership growth guiding principles, and added the following additional guiding principles: Centre riders and ensure that their experience informs and drives decisions Use and report on indicators, standards, and metrics that support reducing barriers to new ridership Ensure accountability and transparency
