Financial Authorities By-law - Proposed Revisions
This report will outline the proposed amendments to the Financial Authorities By-law 2-2010 recommended for the approval of the Board of Management.
The Board of Management of the Toronto Zoo recommended to Executive Committee that: 1. City Council approve the Financial Authorities By-law 2-2019 in Appendix I to the report (March 31, 2019) from the Director, Finance and Computer Services, Toronto Zoo.

Lumina Project - Funds Transfer
This report requests approval from the Board of Management for the transfer of funds from the Toronto Foundation for purposes of funding the Lumina Project.
The Board of Management of the Toronto Zoo: 1. Approved the transfer of $5.0 million of undesignated funds held for the Toronto Zoo from the Toronto Foundation, to the Board of Management of the Toronto Zoo, for purposes of funding the Lumina Project.

Regional Transit to the Toronto Zoo
As we strive to improve the visitor experience at the Toronto Zoo, it would be beneficial to expand public transit access from surrounding municipalities, providing for new opportunities to easily plan a visit to the zoo for everyone. Adding public transit access from the surrounding municipalities will encourage residents to add the Toronto Zoo as a regular destination for multiple visits as well as easy access for tourists with accommodations in Durham Region or York Region. Providing a more convenient way travel to the Toronto Zoo offers all ages with the opportunity for a wonderful experience to explore the seven zoogeographic regions with over 5,000 animals representing over 450 species, the Wildlife Health Centre, walking trails and much more making it one of the Toronto Region's premium nature destinations.
The Board of Management of the Toronto Zoo: 1. Requested the Chief Executive Officer, Toronto Zoo to correspond with the Toronto Transit Commission, the Durham Region Transit and the York Region Transit for the purposes of discussing direct public transit to the Toronto Zoo, and to report back to the Board of Management of the Toronto Zoo at the June 13, 2019 meeting: a. requesting that the Toronto Zoo together with the Toronto Transit Commission begin discussions with Durham Region Transit and York Region Transit for direct public bus service to the Toronto Zoo; and b. including the opportunity for bus service during the weekends for the months of May through to September.

2019 Exempt Staff Compensation
The purpose of this report is to recommend adjustments to the Exempt Staff Compensation Plan for 2019. Each year the Board has approved salary increases incorporating market adjustments and merit increases for exempt staff based on the Zoo's performance management process. The pay-for-performance model, which has been in place since 2001, provides a means of evaluating our exempt staff, improved accountability, and a greater incentive to achieve a higher level of performance. The City of Toronto has a similar pay for performance exempt staff compensation model.
The Board of Management of the Toronto Zoo: 1. Recommended that the 2019 exempt compensation policy be amended as follows: a. The market adjustment for 2019 be set at 1.61 percent for both the exempt salary grades and salaries. b. The performance-based (merit) pay policy for exempt staff progressing through their respective salary ranges (minimum salary to maximum salary), which is based on exempt staff 2019 goals and performance, be continued. c. Approved the recommendations contained in the Confidential Attachment 1 to the report (March 29, 2019) from the Director, Corporate Projects, Toronto Zoo, and directed that Confidential Attachment 1 remain confidential in its entirety as it contains information about labour relations/employee negotiations.
