City Council on October 2 and 3, 2019, adopted the following: 1. City Council request the Government of Canada to invest the outstanding $26.2 million over five years in funding proposals under the National Crime Prevention Strategy submitted by the City of Toronto. 2. City Council request the Province of Ontario to invest $15 Million in outstanding requests for Anti-Violence Programming, Toronto Community Housing Safety and Violence Reduction Initiatives.

3. City Council direct the Executive Director, Social Development, Finance and Administration to submit a business case for consideration during the 2020 budget process to fund the implementation of TO WARDS Peace program. 4. City Council authorize the Executive Director, Social Development, Finance and Administration to apply for, enter into any necessary agreements, receive and allocate money received from other funders in support of TO WARDS Peace. 5. City Council request the City Manager to: a. reach out to other jurisdictions in North America, including New York City, to examine how these jurisdictions have been able to reduce the occurrence of violent gun crimes; and b. work with all relevant City Divisions and the Toronto Police Service to implement lessons learned from other jurisdictions to reduce the occurrence of gun violence in Toronto.

In response to a recent spike in gun violence, the Government of Canada and the Government of Ontario committed $3 million to the Toronto Police Service to help fund the deployment of additional resources. I have requested through the City's budget committee that the City match each government's commitment and contribute $1.5 million to the Toronto Police Service's budget. We know that violence cannot be solved through policing alone.

I have often said that we also need to change our bail system and we need to invest in communities. In 2018, City Council approved a request to the Federal Government to fund community programs aimed at youth at risk of joining or who are currently members of a gang. The Federal government has confirmed funding for one initiative but several requests are outstanding. In the interest of investing in communities most impacted by violence, I am asking that City staff review the outstanding requests and identify which program should be prioritized for potential City funding.
