As the city filed it
In response to concerns brought forward by members of the community, I am bringing forward a motion to Scarborough Community Council to authorize the installation of two all-way stop controls, on East Avenue at Golders Green Avenue and East Avenue at Broadbridge Drive, respectively. East Avenue is a collector road with sidewalk on the west side and partial sidewalk on the east side. The speed limit is 50 km/hr with a reduction to 40 km/hr in a school zone.

The road connects two collector roads: Island Road and Lawrence Ave East. Currently, there are no-all-way-stop controls on East Avenue between Lawrence Ave East and Kirkdene Drive. These intersections are located 1.7 kilometers apart. The West Rouge Community Association, which represents approximately 3,400 households, is concerned about excessive speed on East Avenue. Speed and traffic volumes are especially a concern during peak travel times at Rouge Hill GO Station. Commuters traveling to the higher order transit station often use East Avenue as an alternative route to Port Union Road, a minor arterial road that is scheduled for widening in 2021/22. These traffic conditions have made turns between East Avenue and local roads increasingly difficult. In September 2019, my office requested a transportation Study from Transportation Services on East Avenue via SC8.18, Request for Transportation Study for Traffic Management on East Ave in Ward 25. My office has consulted with staff from Transportation Services regarding the selection of the recommended locations and staff do not hold objection to the recommendation.
