City Council request the Director, Community Planning, Scarborough District, in consultation with the General Manager, Transportation Services, to undertake a review of existing, and potential additional development-generated, trucking and goods movement to and from the area in the AM, PM, and off peak hours on the local street network and to report back in the second quarter of 2021 on recommendations to minimize impact on surrounding neighbourhoods.

Things have changed in the Coronation Drive Employment Area. Historically, factories and heavy industries in the area were supported by the nearby rail corridor. Over time, residential neighbourhoods were built up around this industrial area. With the rail corridor now primarily dedicated for passenger rail service, industries in the area are now predominately supported by trucks via local access roads. Recent development proposals within this employment area would intensify truck trips moving goods past schools, private residences and parks.

This increase in heavy vehicle traffic has the potential to create conflicts with the residential makeup of the surrounding area including conflicts related to noise, increased heavy vehicle traffic, and pollution concerns. I have heard from many residents in Ward 25 Scarborough Rouge-Park about this increase in heavy duty vehicles on their residential streets. This has raised the important question: What might an industrial area adjacent to a residential area look like in the twenty-first century? Can this employment area support ideas, innovation and economic development while balancing the traffic and environmental concerns of local communities?
