2746 and 2800 Kingston Road - Zoning Amendment Application - Final Report
This application proposes to amend both the City of Scarborough Cliffcrest Community Zoning By-law 9396 and the City of Toronto Zoning By-law 569-2013 to permit the construction of an 11 storey building and a 22 storey building containing a combined 439 residential units at 2746 and 2800 Kingston Road. The 11 storey midrise building fronts Kingston Road with the taller 22 storey building set deeper into the site behind a privately-owned publicly-accessible open space (POPS). The two buildings are massed with step backs and articulation that ensure an appropriate five-storey streetwall condition is provided along Kingston Road. The base building for the 22 storey tower properly addresses the POPS and adjacent development and is organized to relate to the adjacent mid-rise context. The proposed residential unit breakdown comprises: 221 one-bedrooms units; 170 two-bedrooms units; and 48 three-bedrooms units with the proposed Floor Space Index (FSI) equal to 3.75 times the area of the lot. The proposed development is consistent with the Provincial Policy Statement (2020) and conforms with A Place to Grow: Growth Plan for the Greater Golden Horseshoe (2020). Staff have considered the application within the context of applicable Official Plan policies and the City's Tall Building Guidelines, as well as the Avenue and Mid-rise Building Guidelines. The proposal responds to the distinct characteristics of the site, deploying the proposed density in appropriate building types that are compatible with adjacent and nearby land uses. This report reviews and recommends approval of the application to amend the Zoning By-law.
Scarborough Community Council recommends that: 1. City Council amend the City of Scarborough Cliffcrest Community Zoning By-law 9396, as amended, for the lands at 2746 and 2800 Kingston Road substantially in accordance with the draft Zoning By-law Amendment attached as Attachment 5 to the report dated October 16, 2020 from the Director, Community Planning, Scarborough District, with the addition of a holding provision that will remain in place for the lands until such time as the owner submits to the satisfaction of appropriate City staff a revised Functional Servicing Report, and enters into agreement(s) for the construction of any improvements to existing municipal infrastructure as required. 2. City Council amend City of Toronto Zoning By-law 569-2013, as amended, for the lands at 2746 and 2800 Kingston Road substantially in accordance with the draft Zoning By-law Amendment attached as Attachment 6 to the report dated October 16, 2020 from the Director, Community Planning, Scarborough District, with the addition of a holding provision that will remain in place for the lands until such time as the owner submits to the satisfaction of appropriate City staff a revised Functional Servicing Report, and enters into agreement(s) for the construction of any improvements to existing municipal infrastructure as required. 3. City Council authorizes the City Solicitor to make such stylistic and technical changes to the draft Zoning By-law Amendments as may be required. 4. Before introducing the necessary Bills to City Council for enactment, City Council require the Owner to enter into and register on title an Agreement pursuant to Section 37 of the Planning Act to secure the following facilities, services and matters at the owners expense: a. Prior to issuance of an above grade building permit, other than a building permit for a temporary sales office, the owner shall pay to the City a cash payment of one million and one hundred thousand dollars ($1,100,000.00) to be allocated towards: local park improvements; public art; non-profit arts, cultural, community or institutional facilities; and/or various streetscape improvements not abutting the site in Ward 20 to be determined by the Chief Planner and Executive Director of City Planning in consultation with the local Councillor, and that the design of the streetscape improvements comply with the Streetscape Manual to the satisfaction of the Chief Planner and Executive Director, City Planning; b. The financial contribution identified in this subsection a. above shall be indexed upwardly from the date of the registration of the Section 37 Agreement to the date the payment is made in accordance with the non-residential Construction Price Index for the Toronto Census Metropolitan Area, reported quarterly by Statistics Canada in Building Construction Price Indexes Table: 18-10-0135-01, or its successor; and c. In the event the cash contribution referred to in this subsection a. has not been used for the intended purpose within three (3) years of this By-law coming into full force and effect, the cash contribution may be redirected for another purpose, at the discretion of the Chief Planner and Executive Director of City Planning, in consultation with the local Councillor, provided that the purpose(s) is/are identified in the Toronto Official Plan and will benefit the community in the vicinity of the lands. 5. City Council direct that the following matters are also to be secured in the Section 37 Agreement as a legal convenience to support development: a. The owner shall provide, at its own expense on the lands, a minimum area of 500 square metres of privately-owned publicly-accessible space (POPS) and grant access easements to the City for the purpose of access to and use of the POPS for members of the public. This POPS area is to be located fronting Kingston Road as generally shown within the grey area in Diagram '3' of the draft Zoning By-law Amendment attached as Attachment No. 6 to this report. Prior to the issuance of Site Plan Approval, the POPS easement shall be conveyed to the City for nominal consideration and shall be free and clear of all physical and title encumbrances, other than those acceptable to the City Solicitor. The owner shall own, operate, maintain and repair the POPS; and b. The Owner shall construct and maintain the development in accordance with Tier 1 performance measures of the Toronto Green Standard. 6. City Council determine that pursuant to Section 34(17) of the Planning Act, no further notice is to be given in respect of the changes to the Zoning By-law Amendment for 2746 and 2800 Kingston Road.

3268 Finch Avenue East - Zoning Amendment Application - Final Report
This application proposes to amend City of Toronto Zoning By-law No. 569-2013 and former City of Scarborough L'Amoreaux Community By-law No. 12466, as amended, to permit the construction of a 13 storey mid-rise building at 3268 Finch Avenue East. The existing commercial plaza on the site is to be demolished and replaced with a total of 276 units and 314 parking spaces in a 3-level underground parking garage. A total gross floor area of 25,885 square metres is proposed, resulting in a floor space index (FSI) of 6.38 times the area of the lot. The proposed 14 townhouses that will front Finch Avenue East and Bridletowne Circle will be live-work units. The proposed development is consistent with the Provincial Policy Statement (2020) and conforms with A Place to Grow: Growth Plan for the Greater Golden Horseshoe (2020). The proposal represents an appropriate type and scale of development in a strategic growth area and is an appropriate scale to transition to the adjacent property which has approvals for multiple tall building development immediately to the east. The proposed development conforms to the Official Plan policies for lands within a Mixed Use Areas designation and is generally consistent with the Finch Warden Revitalization Study completed in 2010. The proposal generally complies with the direction provided by the City's Mid Rise Building Guidelines and animates the streetscape by integrating multiple integrated townhouse units into the base building with direct access from the public realm. The residential development on the lands is deployed at an appropriate density and built form as provided for by the development criteria for Mixed Use Areas. This report reviews and recommends approval of the application to amend the Zoning By-laws.
Scarborough Community Council recommends that: 1. City Council amend the Zoning By-law of the former City of Scarborough L'Amoreaux Community By-law 12466, as amended, for the lands at 3268 Finch Avenue East substantially in accordance with the draft Zoning By-law Amendment attached as Attachment 7 to the report dated October 19, 2020 from the Director, Community Planning, Scarborough District, save and except that the east side yard setback shall be a minimum of 3 metres from the property line. 2. City Council amend City of Toronto Zoning By-law 569-2013, as amended, for the lands at 3268 Finch Avenue East substantially in accordance with the draft Zoning By-law Amendment attached as Attachment 8 to the report dated October 19, 2020 from the Director, Community Planning, Scarborough District, save and except that the east side yard setback shall be a minimum of 3 metres from the property line. 3. City Council authorizes the City Solicitor to make such stylistic and technical changes to the draft Zoning By-law Amendments as may be required. 4. Before introducing the necessary Bills to City Council for enactment, City Council require the Owner to enter into an Agreement pursuant to Section 37 of the Planning Act to secure community benefits as follows: a. Prior to the issuance of the first above-grade building permit, a financial contribution in the amount of $975,000 towards the "Kidstown Water Park Project", with such amount to be indexed upwardly in accordance with Statistics Canada Residential Building or Non-Residential Building Construction Price Index, as the case may be, for the Toronto Census Metropolitan Area, reported by Statistics Canada in the Building Construction Price Indexes Table 18-10-0135-01, or its successor, calculated from the date of the Section 37 Agreement to the date of payment; b. The cash contribution required in a. above shall be indexed upwardly in accordance with the Statistics Canada Building Construction Price Indexes for Toronto, or its successor, beginning from the date of execution of the Section 37 Agreement to the date the cash contribution is provided to the City; and c. In the event the cash contribution required in a. above has not been used for the intended purpose within three (3) years of the implementing Zoning By-law Amendment coming into full force and effect, the cash contribution may be redirected for another purpose, at the discretion of the Chief Planner and Executive Director, City Planning, in consultation with the Ward Councillor, provided that the purposes are identified in Toronto's Official Plan and will benefit the community in the vicinity of the Site. 5. The following matters are also recommended to be secured in the Section 37 Agreement: a. The Owner shall provide space within the development for installation of maintenance access holes and sampling ports on the private side, as close to the property line as possible, for both the storm and sanitary service connections, in accordance with the Sewers By-law Chapter 681; b. The Owner shall enter into a financially secured Development Agreement for the construction of any improvements to the municipal infrastructure, should it be determined that upgrades are required to the infrastructure to support this development, according to the Site Servicing Review accepted by the Chief Engineer & Executive Director of Engineering and Construction Services; and c. The Owner shall construct and maintain the development in accordance with Tier 1 performance measures of the Toronto Green Standard, as adopted by Toronto City Council at its meeting held on October 26 and 27, 2009 through the adoption of item PG32.3 of the Planning and Growth Committee, and as updated by Toronto City Council at its meeting held on December 5, 6 and 7, 2017, through the adoption of item PG23.9 of the Planning and Growth Committee, and as may be further amended by City Council from time to time. 6. Before introducing the necessary Bills to City Council for enactment, require the Owner be required to submit and satisfy the following, to the satisfaction of the Executive Director, Engineering and Construction Services: a. A Site Servicing and Stormwater Management Report to determine the storm water runoff, sanitary flow and water supply demand resulting from this development and demonstrate how this site can be serviced and the adequacy of existing municipal infrastructure; and b. A revised architectural drawing for P1, P2, or P3 level to show the location of mechanical room as located in preliminary servicing drawing.

1891 Eglinton Avenue East - Official Plan Amendment Application - Preliminary Report
This report provides information and identifies a preliminary set of issues regarding the Official Plan Amendment application for the northerly portion of the lands at 1891 Eglinton Avenue East, which is located within the draft Golden Mile Secondary Plan ("GMSP") area. The application proposes to add a new Site and Area Specific Policy ("SASP") to permit a mixed-use community consisting of six development blocks with buildings heights that range from 10 to 48 storeys, new public streets and public parkland. Staff are currently reviewing the application. It has been circulated to all appropriate agencies and City divisions for comment.
Scarborough Community Council directed that: 1. Staff schedule a community consultation meeting for the lands at 1891 Eglinton Avenue East, together with the Ward Councillor. 2. Staff provide notice for a community consultation meeting to be given to landowners and residents within 300 metres of the site and to additional residents, institutions and owners to be determined in consultation with the Ward Councillor, with any additional mailing costs to be borne by the applicant. 3. Staff process these applications concurrently with, and within the context of, draft Official Plan Amendment 499, Golden Mile Secondary Plan, as may be further revised prior to final approval.

This staff report is about a matter for which Community Council has delegated authority from City Council to make a final decision. In accordance with city wide residential demolition control under the Toronto Municipal Code Ch.363, under the authority of Section 33 of the Planning Act, the application for the demolition of the existing single family detached dwellings at 4111 & 4113 Lawrence Avenue East is referred to the Scarborough Community Council to refuse or to grant the application as a building permit has not been issued for a replacement building. If the Scarborough Community Council grants issuance of the demolition permit, it may impose conditions if any, to be attached to the demolition permit.

To obtain Scarborough Community Council approval for the amendment of the Fire Route By-law to designate certain locations as fire routes within the meaning of City of Toronto Municipal Code Chapter 880, as amended. Fire Services uses designated fire routes as a key mechanism in regulating fire prevention, including the prevention of spreading of fires and the delivery of fire protection services.
Scarborough Community Council: 1. Things have changed in the Coronation Drive Employment Area. Historically, factories and heavy industries in the area were supported by the nearby rail corridor. Over time, residential neighbourhoods were built up around this industrial area. With the rail corridor now primarily dedicated for passenger rail service, industries in the area are now predominately supported by trucks via local access roads. Recent development proposals within this employment area would intensify truck trips moving goods past schools, private residences and parks. This increase in heavy vehicle traffic has the potential to create conflicts with the residential makeup of the surrounding area including conflicts related to noise, increased heavy vehicle traffic, and pollution concerns. I have heard from many residents in Ward 25 Scarborough Rouge-Park about this increase in heavy duty vehicles on their residential streets. This has raised the important question: What might an industrial area adjacent to a residential area look like in the twenty-first century? Can this employment area support ideas, innovation and economic development while balancing the traffic and environmental concerns of local communities?
Scarborough Community Council recommends that: 1. City Council request the Director, Community Planning, Scarborough District to undertake and report back in the second quarter, 2021, on a study of the Coronation Drive Employment Area that: a. inventories current applications and development proposals in the employment area; b. reviews existing and permitted uses in the Coronation Drive Employment Area; and c. identifies potential adverse impacts of permitted uses on nearby sensitive land uses and determines how to best address potential conflicts as a result of any potential adverse impacts. 2. City Council request the Director, Community Planning, Scarborough District, in consultation with the General Manager, Economic Development and Culture, to report back in the second quarter, 2021, on a consultation framework for the Coronation Drive Employment Area, that would include area businesses and residents, to understand the current challenges, positive attributes and future opportunities for this employment area. 3. City Council request the Director, Community Planning, Scarborough District, in consultation with the General Manager of Transportation Services, to undertake a review of existing, and potential additional development-generated, trucking and goods movement to and from the area in the AM, PM, and off peak hours on the local street network and report back in the second quarter, 2021 on recommendations to minimize impact on surrounding neighbourhoods.
