This report discusses Bill S-218, a bill that was introduced in the Senate of Canada on Tuesday, November 17, 2020 by Senator Murray Sinclair called An Act to amend the Criminal Code and the Wild Animal and Plant Protection and Regulation of International and Interprovincial Trade Act (great apes, elephants and certain other animals). The bill is also titled the Jane Goodall Act. This bill proposes to amend the Criminal Code to create offences respecting great apes, elephants and certain other non-domesticated animals in captivity.

It also amends the Wild Animal and Plant Protection and Regulation of International and Interprovincial Trade Act to require a permit for the import, export or interprovincial travel of great apes, elephants and certain other non-domesticated animals and to prohibit the importation or exportation of elephant ivory, with certain limited exceptions.

It is recommended that: 1. The Board of Management approves the recommendations in Confidential Attachment I. 2. The Board of Management direct that Confidential Attachment I be made public upon the passing of Bill S-218 by the House of Commons or at the Chief Executive Officer's discretion.
