Toronto's restaurant industry and small businesses were severely impacted by COVID-19 and suffered under extended closures and significant restrictions. We must continue to find unique opportunities to ensure our establishments can come back stronger than ever and to support jobs. The 2022 FIFA World Cup Qatar takes place between November 20, 2022, and December 18, 2022, in Qatar, an event that Torontonians look forward to with great enthusiasm and excitement.

International events of this magnitude, which bring various cultures across Toronto to be passionately represented, offer a unique opportunity for us to continue to support small businesses in this diverse and dynamic City. The time difference between Toronto and Qatar has resulted in many early morning games that will start at 8:00AM EST. As a result, residents will patronize local cafes and restaurants earlier than usual during this period. During this time, the ability to serve alcohol one hour earlier than the provincial standard would allow business owners to benefit even more from the celebrations across the City. Under the Liquor License Act, the City may itself pass a by-law extending the hours of sale in all or part of the City by holders of licenses under the Act. To move forward with the timely implementation of the revised hours of alcohol sales and service hours, I am recommending City Council approve my recommendations.

Staff recommended

Mayor Tory recommends that: 1. City Council authorize the extension of the hours of alcohol sales and service in the City of Toronto to begin at 8:00 a.m. between November 25 and December 18, 2022, to allow the public and local cafes and restaurants to enjoy and benefit from the 2022 FIFA World Cup Qatar. 2. City Council authorize the City Solicitor to introduce a by-law substantially as set out in Appendix 1 to this Letter.
