CALL TO ORDER: 2:07 p.m. November 23, 2022 City Clerk John Elvidge called the First Meeting of City Council to order. City Clerk John Elvidge acknowledged that the land City Council was meeting on is the traditional territory of many nations, including the Mississaugas of the Credit, the Anishnabeg, the Chippewa, the Haudenosaunee, and the Wendat peoples and is now home to many diverse First Nations, Inuit and Métis peoples.

The City Clerk also acknowledged that Toronto is covered by Treaty 13 with the Mississaugas of the Credit. Garry Sault, Ojibway Elder and storyteller from the Mississaugas of the Credit First Nation, and Tina Sault, Elder and Language Keeper, offered a blessing to City Council. The Claude Watson School for the Arts choir sang the National Anthem. November 24, 2022 Speaker Nunziata took the Chair. Speaker Nunziata advised Council of the following: For the benefit of those who are connected to the internet, the City Clerk has posted all of the agenda materials for today's meeting at toronto.ca/council. This meeting is being held as a hybrid meeting. Members of Council, staff and the public are participating in today's meeting remotely and in person, and the meeting is being streamed live on YouTube. I'd like to welcome the public who are with us here today, and who are watching the meeting online. Members of Council, this is a special meeting to consider the Report from the Striking Committee and New Business on the main agenda. Under Council's Procedures, no new business items, such as Motions without Notice, may be introduced. This rule cannot be waived.
