November 23, 2022 Members of Council observed a moment of silence and personal reflection. November 24, 2022 Speaker Nunziata called upon Mayor Tory to lead City Council in a tribute to late former City Councillor Cynthia Lai. Mayor Tory addressed City Council and acknowledged Cynthia Lai's family who were present in the Chamber: her husband C. K. Fung, and her sons Derrick and Darren Fung. Mayor Tory spoke about how proud Cynthia Lai had been of her family, and her warm and thoughtful presence at City Hall.

Mayor Tory remarked on Cynthia Lai's willingness to collaborate during her career as a Councillor. Mayor Tory spoke about Cynthia Lai's persistence in politics and in business, and commended Cynthia Lai for being the first Chinese-Canadian woman elected president of the Toronto Real Estate Board. Mayor Tory praised Cynthia Lai for her work to combat anti-Asian racism. Mayor Tory, on behalf of City Council and the residents of Toronto, expressed profound sympathy and gratitude for Cynthia Lai's service to the City of Toronto, specifically her service to the residents of Ward 23.
