In accordance with Section 71-11.1C of the City of Toronto Municipal Code Chapter 71 (Financial Control), amended Blanket Contract 47021736 issued to Toronto Drydock Limited, to increase the contract value by $2,000,000, net of all applicable taxes and charges ($2,035,200 net of Harmonized Sales Tax recoveries), revising the total contract value from $2,971,083 to $4,971,083 net of all taxes and charges ($5,058,574 net of Harmonized Sales Tax recoveries).

The purpose of this report is to seek authority to amend Blanket Contract Number 47021736 issued to Toronto Drydock Limited for the non-exclusive supply of all labour, equipment, materials, services, apparatus, transportation, lay days, permits and incidentals required for the dry docking ship repair services, and/or onsite ship repair services which may include, any electrical, structural and mechanical repairs required, from date of award to September 24, 2019, with the option to renew for four additional separate one year periods at the sole discretion of the City and subject to budget approval.

The passenger vessel, William Inglis is currently in dry dock undergoing repairs. Unforeseen, unfavorable hull and body conditions were present during initial drydocking, subject to extensive steel work including hull repair. In addition, roofing, decks, windows, propeller, shaft, and other material require replacement. These substantial repairs and inspections require the passenger vessel to remain in dry dock and are necessary in order to ensure that the vessel is certified to operate by Transport Canada. The total value of the Blanket Contract Amendment being requested is $2,000,000 net of all taxes and charges ($2,035,200 net of Harmonized Sales Tax recoveries) to a total amount of $4,971,083 net of all taxes and charges ($5,058,574 net of Harmonized Sales Tax recoveries), revising the current blanket contract value from $2,971,083 net of all taxes and charges ($3,023,374 net of Harmonized Sales Tax recoveries) to $4,971,083 net of all taxes and charges ($5,058,574 net of Harmonized Sales Tax recoveries).
