The purpose of this report is to advise on the results of the Negotiated Request for Proposal Document Number 3718447124 for the provision of arboricultural services at various City of Toronto locations for use by the Parks, Forestry and Recreation and Solid Waste Management Services divisions as and when required, and to request authority to enter into legal agreements with the top-ranked suppliers, meeting the requirements set out in the Negotiated Request for Proposal.

Existing contracts expire on June 30, 2023 and new contracts are required to continue the service. The consolidated cost to the City of Toronto of awarding contracts to the four successful suppliers over the award period of 2.5 years, with an option to renew for an additional term of up to two additional one year periods is $100,707,900.48 net of all taxes ($102,480,359.53 net of Harmonized Sales Tax recoveries). All contract prices are fixed for 1.5 years, annual price adjustments for the Consumer Price Index will be applied to the remaining year of the initial term and for each option to renew as specified in the Negotiated Request for Proposal. The above costs are inclusive of these amounts including an adjustment of three per cent to account for Consumer Price Index for award purposes. This Negotiated Request for Proposal is the second procurement for arboricultural services developed as a strategic sourcing initiative by Purchasing and Materials Management and Parks, Forestry and Recreation. As a result of this Negotiated Request for Proposal, the City will benefit from a hybrid pricing model comprising of both hourly and unit rate price schedules. Hourly rate price schedules include Forestry Operations, Forest Management, By-law and Solid Waste and unit rate price schedule for Area Street Tree Maintenance. The contracts do not include an award for the unit rate stumping price schedules. These price schedules were cancelled since the City didn't receive a qualified proposal. A new procurement will be issued for the stumping services.
