and off-loading of materials in the City of Toronto commencing on June 27, 2026 to June 24, 2033, for a total contract value of $136,873,865 net of all applicable taxes and charges ($139,282,845 net of Harmonized Sales Tax recoveries) from June 27, 2026 to June 24, 2033, all in accordance with the terms and conditions as set out in the Request for Quotation and any other terms and conditions satisfactory to the General Manager, Solid Waste Management Services, and in a form satisfactory to the City Solicitor. 2. City Council direct the General Manager, Solid Waste Management Services to include in all solid waste contract Requests for Quotation and/or Requests for Proposal going forward, a condition that the bidder certify that they have provided a list of all environmental violations, spills, and/or infractions, including any and all convictions, and that this be incorporated into the evaluation process going forward. 3. City Council direct the General Manager, Solid Waste Management Services, in collaboration with Executive Director, Environment, Climate and Forestry, to report to the Infrastructure and Environment Committee in the first quarter of 2026 on: a. the feasibility of a Request for Proposal or any future procurements of waste collection services; and b. a procurement strategy that considers/incorporates/evaluates: 1. supplier performance and sustainability practices in alignment with TransformTO and the City's sustainability objectives, including reaching Net Zero by 2040; and 2. how evaluation criteria can be included in the solicitation regarding sustainable practices and regulatory compliance of proponents; and c. the feasibility of performing an environmental audit on current and future waste management contracts. 4. City Council direct that Confidential Attachment 1 to the supplementary report (April 22, 2025) from the Deputy City Manager, Infrastructure and Development Services and the Chief Financial Officer and Treasurer remain confidential in its entirety, as it pertains to litigation or potential litigation.
