  Indigenous Affairs Office - Update

  Selina Young, Manager, Indigenous Affairs Office, City of Toronto, will provide an update regarding the City of Toronto's Indigenous Affairs Office.

  Meeting in the Middle - Update on Implementation

  Steve Teekens, Executive Director, Native Men's Residence, and Mary-Anne Bedard, General Manager, Shelter, Support and Housing Administration (SSHA), City of Toronto, will give a presentation on Meeting in the Middle - Update on Implementation. The presentation will outline the actions SSHA has undertaken to implement Meeting in the Middle, an engagement strategy and action plan co-developed by SSHA, the Indigenous Community Advisory Board, and the Toronto Aboriginal Support Services Council to foster better relationships in order to more meaningfully address Indigenous homelessness in Toronto.

  Indigenous Set-Aside of Affordable Housing Units

  Randy J. Pitt, Reaching Home Manager, Aboriginal Labour Force Development Circle, will give a presentation on Indigenous Set-Aside of Affordable Housing Units. The presentation will outline a request to the City of Toronto to establish a set-aside for affordable housing units specifically geared to the Indigenous homeless population in the Greater Toronto Area.

  The Aboriginal Affairs Advisory Committee recommends to the Planning and Housing Committee that: 1. City Council endorse an Indigenous set-aside for new affordable housing units, including more deeply affordable housing units. 2. City Council request City staff to consider the presentation from Randy J. Pitt, Reaching Home Manager, Aboriginal Labour Force Development Circle, as part of the HousingTO 2020-2030 Action Plan. 3. City Council request the Executive Director, Housing Secretariat, to report to the Aboriginal Affairs Advisory Committee with recommendations on Recommendation 1 in no later than six months.

  Toronto Indigenous Overdose Strategy

  At its meeting on February 25, 2019, the Board of Health considered Item HL3.1, Toronto Indigenous Overdose Strategy.

  Marine Strategy Update and Implementation

  Rei Tasaka, Senior Urban Design Manager, Waterfront Toronto, and Bryan Bowen, Waterfront Project Manager, Waterfront Secretariat, City Planning, City of Toronto, will give a presentation on Marine Strategy Update and Implementation. The presentation will provide an overview of Waterfront Toronto's Marine Use Strategy Study which is an update to the existing 2006 Study. Preliminary data will be presented, including an inventory of existing marine uses in Lake Ontario's Inner Harbour and next steps for the Study, including further engagement with First Nations communities.

  Frequency of Meetings and Quorum

  I do not believe that four meetings per year is a sufficient number to permit the Committee to provide timely input to the range of issues which the Committee can reasonably be expected to deal with. At the same time, I am concerned that a requirement to have a minimum of 50 percent of the Committee in attendance at all times in order for business to be conducted runs the risk of having already infrequent meetings even less frequent in the event that, for some reason, quorum cannot be obtained.

  The Aboriginal Affairs Advisory Committee recommends to the Executive Committee that: 1. City Council amend the Aboriginal Affairs Advisory Committee Terms of Reference as follows: a. amend Section C.4. so that it now reads as follows: "4. The Advisory Committee will hold up to four six meetings per year at the call of the Chair or Co-Chairs." b. add a provision that sets the quorum necessary for a Committee meeting at 30 percent of members.

  Staff recommendation as filed

  Angus D. Palmer recommends to the Aboriginal Affairs Advisory Committee that: 1. The Committee meet a minimum of six times per calendar year or such other number (greater than four) as the Committee decides at its November 2019 Committee meeting. 2. If legally permissible, the Committee set the quorum at a percentage lower than 50 percent, with that percentage to be determined as a result of a discussion to be held at the November 2019 Committee meeting and to be applied for the remainder of 2019 and 2020.

  2020 Schedule of Aboriginal Affairs Advisory Committee Meetings

  The Terms of Reference for the Aboriginal Affairs Advisory Committee state that the Committee will hold up to four meetings per year at the call of the Chair or Co-Chairs. In consultation with the Co-Chairs, the following meeting dates have been scheduled for 2020: - Tuesday February 11 - Thursday May 7 - Wednesday August 26 - Friday November 13 All meetings will begin at 9:30 a.m. and be held at Toronto City Hall, 100 Queen Street West, in Committee Room 1 which is located on the second floor. Please note that the meeting schedule is available on the City of Toronto's website at: www.toronto.ca/council .

  The Aboriginal Affairs Advisory Committee: 1. Requested the City Clerk to consult with the Co-Chairs, Aboriginal Affairs Advisory Committee, and the Manager, Indigenous Affairs Office, on additional Committee meetings in 2020, subject to City Council's decision on Item AA2.6, and report to the Aboriginal Affairs Advisory Committee at its first meeting in 2020.
